This role is responsible for quality control and assurance, planning for capital projects, and monitoring and managing all project and contract</p> <p>documentation.</p> <p>Job Responsibilities</p> <ul> <li>Oversees all aspects of structure inspection projects, including inspection schedules, consultant and contractor activities, asset data management, and reporting to the </li><li>Transit Asset Management (TAM) program. </li><li>Directs Maintenance of Way (MOW) engineering services, including project, contract, and permit management; engineering resource allocation; development of standards and procedures; maintenance management tools; and Capital Budget Requests (CBRs). </li><li>Assists in establishing short- and long-range strategic capital project plans. </li><li>Communicates organizational goals clearly, maintains effective relationships at all levels, and coordinates with external organizations and stakeholders. </li><li>Develops and maintains budgets, cost controls, and schedule procedures for MOW engineering capital projects, facilitates capital projects, consultant activities, and service maintenance contracts. </li><li>Advises agency management and executive staff on work activities and resolves issues impacting capital project and inspection schedules. </li><li>Ensures compliance with all applicable Federal Transit Administration (FTA) policies, rules, regulations, and laws; stays current with legal and regulatory developments. </li><li>Oversees development and maintenance of MOW design criteria, standard drawings, standard operating procedures, and Configuration Change Board (CCB) documentation. </li><li>Directs systems for monitoring contractor compliance, progress payments, insurance reconciliation, and production of required project reports. </li><li>Ensures proper maintenance, storage, and retrieval of all contract documents and related correspondence. </li><li>Plans and manages resources efficiently, prepares accurate budgets, monitors expenditures, and ensures economical procurement of equipment. </li><li>Coordinates project plans and schedules across organizational units, reports delays or problems promptly, and ensures activities align with organizational goals. </li><li>Interfaces with federal, state, and local government and utility officials to provide information and obtain authorizations, permits, or variances. </li><li>Provides internal and external customer service for all personnel, contractors, and Metro departments interacting with the Agency. </li><li>Manages and mentors staff responsible for carrying out these activities. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Comprehensive knowledge of multi-discipline design and construction scheduling, budgeting, estimating, and claims analysis principles. </li><li>Extensive knowledge of engineering principles related to facilities, rail structures, track, traction power, signals, and communication systems. </li><li>Strong expertise in engineering design and construction project management. </li><li>Knowledge of applicable federal, state, and local government regulations. </li><li>Experience with structural design and construction activities. </li><li>Demonstrated management skills for leading a technical/professional workforce. </li><li>Ability to work under pressure and prioritize information and tasks effectively. </li><li>Ability to establish policies and procedures and develop monitoring and control mechanisms. </li><li>Knowledge of rail operations. </li><li>Excellent oral and written communication skills. </li><li>Ability to interact effectively with Metro management, consultants, and external contractors or service providers. </li></ul> <p>Compensation</p> <p>128,700.00 - 171,600.00 (Annually)</p> <p>Employment Type</p> <p>Full Time</p> <p>Location</p> <p>Missouri Yards And Shops</p> <p>Education</p> <p>BS Degree Required</p> <p>Engineering</p> <p>Experience</p> <p>10 years</p> <p>Minimum of (10) ten years related professional experience to include bridge inspection; minimum of (5) five years of leadership experience.</p> <p>Certifications & Licenses</p> <p>Completion of a comprehensive Bridge Inspector Training Manual course. Professional Engineer (PE) licensing in MO and IL required.
