<p>This position is a supervisory level position responsible for providing daily support and assistance for the procurement of materials and services on a county-wide basis. The position assists in the administration of the County's centralized purchasing program, in compliance with all applicable statutory regulations, policies, and procedures relative to public procurement. This position shall also lead assigned process improvement projects and prepare specific assigned County departments' purchasing solicitations and contracts.</p> <p>SUPERVISION</p> <p>This position directly supervises two Buyers. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems.</p> <p>SCHEDULE</p> <p>Division: Purchasing</p> <p>Days: Monday - Friday</p> <p>Work Hours: 8:00 am to 4:30 pm</p> <p>Hours Per Shift: 8</p> <p>Shifts Per Pay Period: 10</p> <p>Position FTE: 1.00</p> <p>Applications are being accepted from current County employees as well as members of the public.This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned. </p> <p>Assign and evaluate the work of two Buyers. Monitor Buyer productivity and provide both constructive feedback and coaching. Organize workflow and ensure that Buyers understand their duties and delegated tasks. Coordinate cross training and ensure backup of staffing as necessary to perform required purchasing responsibilities.</p> <p>Review Buyer work products for proper approach, accuracy, and compliance with applicable specifications and purchasing rules.</p> <p>Provide purchasing division and other county departments with daily guidance regarding appropriate purchasing methodology. Provide accurate interpretations of applicable purchasing rules to internal and external stakeholders, including pertinent sections of Federal regulations, Wisconsin State Statutes, County ordinances, policies, and procedures.</p> <p>Assist Purchasing Manager with the development and implementation of County ordinances and administrative procedures related to procurement.</p> <p>Develop procurement training materials and provide associated training to appropriate County staff.</p> <p>Document tasks and job duties related to various purchasing functions.</p> <p>Facilitate the County's centralized procurement program, including performance of complex Request for Bids; Request for Proposals; Request for Quotations; Cooperative Procurements; Waiver of Competitions; and Requests for Information in accordance with</p> <p>applicable federal guidelines, Wisconsin State Statutes, County ordinances, and administrative procedures. Administer the suitable procurement process in a fair and transparent manner from inception to completion.</p> <p>Complete solicitations as assigned for various County departments/categories as needed.</p> <p>Conduct contract negotiations, when appropriate.</p> <p>Monitor changes in the public procurement field, including relevant federal, state, and local statutes as well as relevant policies of State of Wisconsin departments. Evaluate the impact of public policy changes on the County and discuss with Purchasing Manager.</p> <p>Perform detailed inspection, reading, editing and verifying of documents. Prioritize and analyze data.</p> <p>Prepare oral and written reports and represent the division at various meetings and committees, as required.</p> <p>Establish and maintain effective working relations with co-workers, departments, vendors and other governmental agencies.</p> <p>Act as a backup and perform assigned managerial role as needed, based on the availability of the Purchasing Manager.</p> <p>Lead assigned process improvement projects as identified by management and contribute to the overall success of the Purchasing division by performing all other duties as assigned.</p> <p>Demonstrate a commitment to County safety and risk management efforts.</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.</p> <p>Education and/or Experience</p> <ul> <li>Bachelor's degree in business, public administration, business law, purchasing, or related field; or formal preparation equivalent to a four-year program with three to five years of relevant experience. </li><li>Experience and knowledge of government purchasing preferred. </li></ul> <p> Essential Knowledge and Abilities</p> <ul> <li>Knowledge of all principles involved in government purchasing, contract management, and the environment in which it functions. </li><li>Ability to independently perform complex purchasing solicitation functions within a government environment. </li><li>Ability to interpret implement policies and procedures within a government environment. </li><li>Knowledge of contracts, contract law, contract and supply management within the government environment. </li><li>Ability to understand and apply principles and practices of proper business ethics. </li><li>Capacity to and proven track record of identifying and implementing process improvements. </li><li>Ability to utilize spreadsheets, word processing, and automated procurement applications. </li><li>Ability to establish and maintain effective working relationships with employees at all levels within the county, elected officials, and the public. </li><li>Ability to plan, organize and effectively present ideas, concepts and recommendations, in oral and written formats. </li><li>Ability to coordinate and prioritize multiple activities. </li><li>Ability to analyze data, make the appropriate recommendations, and resolve problems. </li></ul> <p> </p> <p>Certificates, Licenses, Registrations and Other Special Requirements</p> <p>Valid driver's license.</p> <p>Proof of minimum auto liability insurance coverage.</p> <p>Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) preferred.</p> <p> </p> <p>Interactions & Communication</p> <p>Provides specialized information and/or recommendations to others regarding an area of expertise.
