<p>Planning & Development Director (Full-Time)</p> <p>Planning Department</p> <p>Salary: $96,075.20 - $158,475.20 Annually. </p> <p> Salary is commensurate with relevant experience</p> <p>FLSA Position Class: Exempt</p> <p>Job Type: Full-Time</p> <p>Closing Date: September 8, 2025</p> <p>Please note: Interested candidates are required to upload their resume and cover letter along with their application to be considered. </p> <p>Click here to view the Planning & Development Director Recruitment Brochure</p> <p>Job Overview</p> <p>Responsible for directing and implementing the activities of the city's planning and development department. Services as administrative/liaison to various boards and committees.</p> <p>NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization.</p> <ul> <li>Plans, organizes, and directs the planning, development, and code compliance programs of the city. </li><li>Prepares, researches, and develops major land development policies. </li><li>Prepares and maintains the general plan for the development of the city and the multi-year program plans as directed by the City Manager. </li><li>Provides staff assistance and/or staff liaisons to the City Council, Planning Board, Board of Adjustment, Design Review Committee, Historic Preservation Commission, and other appointed boards. </li><li>Consults with other city departments, development agencies, and officials of the local county, state, and federal governments to coordinate all phases of planning and development. </li><li>Oversees co-ordination of transportation plans with various internal and external agencies, including the RPO. </li><li>Prepares and administers annual budget for Planning Department. </li><li>Advises public and private bodies on new or contemplated plans, projects, or programs. </li><li>Prepares speeches, articles, reports, and other presentations dealing with the planned development of the community. </li><li>Evaluates the work performance of employees. </li><li>Performs other duties as assigned. </li></ul> <p>Minimum Education and/or Experience</p> <ul> <li>Bachelor's degree in urban planning or a related field. </li><li>Seven (7) years of experience in professional planning, public administration or related field, including supervisory experience. </li></ul> <p>Special Requirements</p> <ul> <li>Possession of a valid North Carolina driver's license, or any valid driver's license with ability to obtain a North Carolina driver's license within 60 days of establishing a permanent residence in North Carolina. </li></ul> <p>Knowledge, Skills, and Abilities </p> <ul> <li>Comprehensive knowledge of the advanced principles and practices of city planning and community development. </li><li>Comprehensive knowledge of the principles and practices of public administration as it pertains to policies, personnel, and budget administration. </li><li>Comprehensive knowledge of economics, municipal finance, and sociology as they apply to city planning. </li><li>Comprehensive knowledge of federal, state, and local laws, ordinances, and codes pertaining to a wide variety of planning topics. </li><li>Ability to interpret and analyze technical and statistical information. </li><li>Ability to prepare and present technical oral and written reports. </li><li>Ability to comprehend community growth patterns, trends in land use, community needs, and other factors in formulating recommendations for promoting sustainable community development. </li><li>Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing. </li><li>Ability to establish and maintain effective working relationships with colleagues, other departments, advisory boards, city officials, and the general public. </li></ul> <p>Job Related Physical Requirements</p> <p>This position involves sedentary work requiring the exertion of 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met; vocal communication is required to express thoughts and exchange information; hearing is required to respond to spoken words and to receive and understand information; visual acuity is required for preparing and analyzing written or computer data, operation of equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.</p> <p>Working Conditions</p> <p>The employee is not subject to adverse environmental conditions. </p>
