<p>Job Summary</p> <p>The Director of Finance and Administration is responsible for providing effective and cost-effective administrative oversight at the Department of Medicine and San Francisco Veterans Affairs. S/he works closely with the Chief of the Medical Service in establishing goals and objectives to ensure that all operations, including financial and human resource management, are accomplished. The Director of Finance and Administration (DFA) acts as the liaison between the Vice Chair, UCSF faculty and staff, San Francisco Veterans Administration, UCSF School of Medicine and Department of Medicine leadership, NCIRE, governmental and private agencies, facilities and other university administrators. She/he works closely with the Vice Chair and Department of Medicine's senior managers to make decisions on a wide variety of issues.</p> <p>The Director of Finance and Administration manages the unique challenges and fiscal and administrative complexities inherent in the daily overlap and interactions of three large bureaucratic institutions, each with their own internal policies and procedures. This daily overlap of fiscal, human resource and administrative processes requires the DFA to assess and manage risk, anticipate conflicts, identify and implement solutions and manage ongoing process to ensure compliance with the policies and regulations of all three institutions. The DFA is responsible for maximizing the utilization of all fiscal and human resources.</p> <p>The final salary and offer components are subject to additional approvals based on UC policy.</p> <p>Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.</p> <p>The salary range for this position is $183,800 - $275,700 (Annual Rate).</p> <p>To learn more about the benefits of working at UCSF, including total compensation, please visit: https://ucnet.universityofcalifornia.edu/compensation-and-benefits/index.html</p> <p>Required Qualifications</p> <ul> <li>Bachelor's degree in business, health care or related area and/or equivalent education and experience </li><li>Eight or more years of progressively responsible academic and financial management experience, encompassing financial management, strategic planning and organizational development, clinical practice management, and human resource management </li><li>Seven or more years of experience hiring and managing high-performing employees </li><li>Thorough knowledge of common organization-specific and other computer application programs </li><li>Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll </li><li>Demonstrated, exceptional planning, problem solving and decision making skills; demonstrated ability to effectively persuade and negotiate results in complex situations </li><li>Demonstrated ability to maintain discretion and confidentiality </li><li>Demonstrated ability to network and build strong effective professional relationships both internal and external to the division </li><li>Demonstrated ability to fairly and effectively supervise a large number of employees </li><li>Demonstrated commitment to project quality and to meet deadlines </li><li>Demonstrated ability to actively contribute and elevate a department culture of professionalism, respect and integrity </li><li>Independent and critical thinking paired with strong skills in team work and use of judgment in determining priorities and what decisions need to be moved to a higher level </li><li>Excellent ability to establish metrics for department and employee goals </li><li>Excellent project management skills, including the capability of managing capital projects </li><li>Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques </li><li>Excellent interpersonal skills to effectively lead, motivate and influence others and develop and maintain high standards of customer service </li><li>Excellent financial and analytical skills, including a demonstrated understanding of the concepts of internal controls and the methods of evaluating internal control systems </li><li>Excellent computer skills using MS Office Suite; intermediate to advanced skills in Excel including pivot tables, mathematical functions, and the creation of graphs and charts </li><li>Excellent judgment and superb interpersonal skills (both verbal and written) </li><li>Very strong ability to quickly evaluate complex issues and identify multiple options for resolution </li><li>Ability to prepare and present complex quantitative analyses, including financial projections and budgets is required </li><li>Ability to handle conflict with tact and diplomacy and facilitate/ mediate difficult situations. Ability to be proactive and work with a wide range of faculty and staff </li><li>Strong work ethic </li></ul> <p>Preferred Qualifications</p> <ul> <li>An extremely high level of knowledge of governmental and institutional policies is required to carry out the responsibilities of this position. This includes but is not limited to federal, state and private contracting policies, HIPAA policies, Joint Commission, CMS, Medicare reimbursement policies, GAAP standards, UCSF Purchasing guidelines, Uniform Guidance (2 CFR Part 200), OMB circulars A-21, A-110, A-133, staff personnel policies and labor relations/ bargaining unit contracts and agreements </li><li>Familiarity with VA policies and funding guidelines </li><li>Familiarity with UCSF and VA campus and university on-line systems, federal and staff funding agency requirements, state and federal human resource regulations, space and equipment inventory rules and regulations, campus internal audit rules and regulations, the campus business and finance bulletin, academic personnel manual, school and department clinical compensation plan, clinical practice rules and regulations, campus expenditure rules and regulations </li><li>Familiarity with policies and programmatic guidelines for ACGME and non-ACGME training programs and associated funding, institutional guidelines on salary setting for trainees, stipend payments and the appointment process for all trainees </li></ul>
