Purpose of Job</p> <p>As directed, assists in coordinating the planning, organizing, and execution of all Parks and Recreation programming, special events, and facility rental usage. Must be able to work holidays, weekends, and nights during sporting/special events.</p> <p>II. Essential Job Duties</p> <p>A. Assists in Program Development</p> <ul> <li>Researches, develops and proposes recreation programming opportunities; prepares cost estimates and participation requirements. </li><li>Assists in program development through working with independent contractors; identifies trends and opportunities, receives and evaluates proposals, develops contracts. </li><li>Plans, prioritizes, and assigns work of event staff responsible for specific recreational programs and activities. </li><li>Schedules use of Active/Passive Parks and facilities for activities; including, coordinating activities related to facility rental, processing reservation permits, assessing and collecting fees, and issuing refund checks, as appropriate. Monitors for compliance with laws, rules and regulations. </li><li>Promotes recreation program activities, special events in the community and facilities; assists in the preparation of marketing materials including flyers, news releases, advertising, promotional material, announcements, and sponsorship packages. </li><li>Responds to public inquiries and complaints related to programs and special events to maintain positive public relations. </li></ul> <p>B. Web page management</p> <ul> <li>Designs content for the Parks Department web pages in cooperation with the IT Webmaster. </li><li>Maintains the Parks department web pages with most up to date links, content, events, and announcements. </li></ul> <p>C. Policy and procedure development</p> <ul> <li>Writes, designs, maintains, and updates employee handbook. </li><li>Writes standard operating procedures for events, permits and other related event processes. </li><li>Creates forms, applications, permits, and other documents needed to facilitate public events. </li><li>Represents the Parks department by attending commission and committee meetings. Facilitates requests made by commission regarding policies and procedures. </li></ul> <p>III. Other Job Duties</p> <p>Performs other job duties as assigned, including:</p> <ul> <li>Collects and maintains data reports for department. </li><li>Perform related duties and responsibilities to assist other employees in the department as required. </li><li>Maintains Master Event Calendar for the Department. </li><li>Administers pre and post event surveys for special events or surveys for the entire department. </li><li>Oversees equestrian events, communicates appropriately with equestrian and other rental groups to ensure compliance with laws, rules, regulations, and city policies and procedures pertaining to facility rental, usage and related services. </li></ul> <p>IV. Primary Job Challenges</p> <p>Primary challenges of this position include maximizing funds and hosting successful events with a tight budget and minimal staffing. This position requires an individual to work nights and weekends during events, odd hours pre and post events, and on some Holidays such as Memorial Day, Fourth of July, etc.</p> <p>V. Equipment Operated</p> <ul> <li>Computer and computer software including virtual meeting platforms such as Zoom and Microsoft Teams and other office equipment. </li><li>These employees operate the following on a weekly basis: various hand tools, golf carts, trucks, trailers, and other equipment used in completion of assigned tasks. </li></ul> <p>VI. Key Competencies Required</p> <ul> <li>Job Content Knowledge: Has considerable knowledge of the policies, procedures, and activities of the City and athletic and recreational programs and practices as they pertain to the performance of duties relating to the position of Program Specialist. Is knowledgeable of program and grant development practices. Is knowledgeable of the budgetary process. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. </li><li>Language Skills: Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Write speeches and articles for publication that conform to prescribed style and format. Effectively present information to top management, public groups, and/or boards of directors. </li><li>Mathematical Skills: Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Compute rate, ratio, and percent and to draw and interpret bar graphs. </li><li>Reasoning Ability: Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision-making, some choices are known while others may need to be identified. Some reliance on precedent. Interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form. </li><li>Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate. </li></ul> <p>VII. Physical Demands and Work Environment</p> <p>Physical Demands: Performance of the essential duties of this job requires the incumbent to:</p> <ul> <li>Remain in a stationary position 75% of the time. </li><li>Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc. </li><li>Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone. </li><li>Regularly positions self to maintain office area and items needed to complete daily tasks. </li><li>Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations. </li><li>Regularly moves/transports up to 10 pounds. </li><li>Occasionally moves/transports up to 50 pounds. </li></ul> <p>Work Environment: Performance of the essential duties of this job requires:</p> <ul> <li>Regular exposure to outdoor weather conditions </li><li>The work environment is moderately noisy (examples: business office with computers and printers, light traffic). </li></ul> <p>Minimum Requirements</p> <p>VIII. Qualifications</p> <p>Education and Experience: The required knowledge and skill to satisfactorily perform job duties are normally acquired through obtaining a Bachelor's degree (B.A.) from four-year College or university; plus one to two years of related experience and/or training; or an equivalent combination of education and experience.</p> <p>Preferred Certifications/Licenses: A Certified Park and Recreation Professional (CPRP) certification through the National Recreation and Parks Association must be obtained within 24-36 months.</p> <p>Required Certifications/Licenses:</p> <p>CPR/ First aid</p> <p>Valid TN Driver's License</p>
