This begins with partnering with hiring managers and Human Resources to coordinate the creation, evaluation and update of position descriptions.; includes assisting with the design of individual workflow of each selection process; providing clear and regular communication with applicants; and culminates in partnering with the city's HR Team to convey job offers and move applicants to begin onboarding. Oversees the coordination of records employee injury/illness absences working with workers compensation and the Risk Management team for the city. Coordinates and manages the department's volunteer and internship programs. Attends to special communication projects, and performs related duties as required.</p> <p>Job Description:</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES</p> <ul> <li>Manage and coordinate programs managed by the Business Services Team </li><li>Participates in and/or manages ongoing department projects as needed. </li><li>Coordinates hiring processes for most police department hiring processes; managing a typical job requisition load of 20 to 30 vacancies at any given time. This includes civilian and commissioned positions, with the primary focus on police officer hiring. </li><li>Supports managers with administrative tasks. Coordinates and ensures screening matrix, testing, and oral board components. </li><li>Drafts testing and interview schedule, ensuring that staff and resources are available and that applicants have completed the necessary steps to participate. </li><li>Trains background investigators on format/content of background and how to utilize required software. </li><li>Reviews preliminary applicant backgrounds and individual components of every background account as advised by City initiatives </li><li>Coordinates and consults with Hiring Managers about start dates and salaries for the process. </li><li>Informs applicants of their status and makes job offers as needed. </li><li>Conduct engagement conversations with hiring managers to establish a recruiting process for each position within the city-wide system. </li><li>Ensures accurate postings. </li><li>Proactively source candidates from job boards and networking sites. </li><li>Pre-screen and refer candidates to hiring managers as needed </li><li>Participate in activities pertaining to equity, diversity, and inclusion (EDI) as they relate to the selection process. </li><li>Facilitate interview debriefing discussions when needed. </li><li>Partners with the department's and city's recruitment team to develop, write, evaluate and implement recruitment strategies.Acts as liaison with potential applicants. </li><li>Coordinates with the Public Information Officer on recruiting materials, media, and social media recruitment strategies and assists in keeping the police department website updated. </li><li>Provides support to department volunteers and interns working throughout the department. </li><li>Screen, interview and onboard selected intern/s. Designs and manages internship schedule, providing supervision as needed. </li><li>Special projects as assigned including communication and design work. </li><li>Develops or assists with developing brochures, flyers, posters and graphics as needed. </li><li>Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. </li><li>Responsible for the safety of self, other materials and equipment. </li><li>Uses all required safety equipment. </li><li>Carries a cell phone during assigned work hours. </li></ul> <p>MINIMUM QUALIFICATIONS</p> <ul> <li>Ability to be flexible and deal with ambiguity. Can proactively and effectively plan and execute work in a timely fashion and meet deadlines associated with staff needs, financial processes, project deadlines and program requirement. </li><li>Skilled in problem solving with varying degrees of complexity and under tight deadlines, ambiguity, and limited resources. Can effectively identify problems, pull together appropriate teammates and stakeholders to discuss issues, and collaborate respectfully to find resolutions that support city financial/policy guidance and the operational success of the departments. Can effectively partner with teammates and internal customers to work towards shared solutions. </li><li>Skills and proficiency in Office 365 and able to quickly learn and utilize new software. </li><li>Skills in verbal and written communication including the ability to communicate effectively. </li><li>Skills to assume responsibility; to prioritize and resolve problems. </li><li>Valid Driver's License and the ability to maintain an acceptable motor vehicle record. </li><li>Have and maintain acceptable background information, including criminal conviction history. </li></ul> <p>PREFERRED QUALIFICATIONS</p> <ul> <li>Ability to communicate fluently in English and Spanish. </li><li>Knowledge of and experience in Event coordination. </li><li>Knowledge of and experience working with law enforcement personnel. </li><li>Knowledge that can be demonstrated of the criminal justice system, experience working in law enforcement and a mid-size public organization. </li><li>Skill in using computer graphics programs. </li><li>Skill in excellent verbal and written communication. </li><li>Skill in technical writing and editing. </li><li>Experience in Human Resources and/or in Talent Acquisition. </li><li>Experience in municipal government, including working knowledge of Applicant Tracking Systems (ATS) such as Workday. </li><li>Experience in public speaking. </li><li>Volunteer/community service experience. </li><li>Work experience demonstrating the ability to relate to a variety of persons with differing needs and expectations. </li></ul> <p>REQUIRED EDUCATION AND EXPERIENCE</p> <ul> <li>Associate's degree in Office Administration; or four (4) years of related experience may substitute for the education requirement only. </li><li>Two (2) years of experience working in business administration or related field. </li></ul> <p>BACKGROUND INFORMATION</p> <p>Demonstrated personal and professional honesty, integrity, good judgment as shown in applicant's criminal history, background and motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances. Polygraph or Computer Voice Stress Analyzer used for verification of applicant information. Prior to employment, successful applicants are required to submit to a drug test. Some positions will also require medical and/or psychological testing prior to employment.</p> <p>SUPERVISION</p> <p>Supervision Received: Police Commander</p> <p>Supervision Exercised: None</p> <p>WORKING CONDITIONS AND REQUIREMENTS</p> <ul> <li>Physical and Mental Effort: Depending on daily assignment, some sedentary physical work with frequent sitting up to 4-6 hours/day alternating with constant standing/walking up to 8-10 hours/day. Constant use of the hands for simple grasping and fine manipulation. Frequent bending, squatting, kneeling, climbing step stools and stairs, and reaching overhead. Occasional lifting up to 20#. Vision for reading and working at a monitor for prolonged periods of time, interpreting and entering information into multiple databases.
