We welcome talented, high-energy, fun team members to partner with our community to enhance our quality of life through environmental stewardship and economic vitality.</p> <p>Position Summary</p> <p>Serves as the team lead of an environmental program area and/or field staff of environmental specialists or other employees engaged in the management/awareness/outreach related to environmental activities. Works to ensure compliance with all laws, regulations, and standards regarding any of the following program areas: air quality, solid waste facilities and programs, and storm water services.</p> <p>Essential Functions</p> <p>Monitor and conduct investigations for possible violations and resolves issues and/or questions</p> <p>Report violations to the appropriate authority documents findings, and testifies in court if necessary; and suspends or revokes permits if necessary</p> <p>Provide community outreach and education; interact with residents, business groups, and community groups and responds to them regarding issues or questions, problems or improvements</p> <p>Communicate with various agencies regarding compliance matters and reporting requirements</p> <p>Oversee campaigns to promote environmental programs with communities or private companies</p> <p>Prepare grant applications to fund environmental programs or program enhancements</p> <p>Identify or investigate new opportunities for materials to be collected and recycled</p> <p>Provide training internally and externally on topics such as safety, environmental practices, or operations</p> <p>Review customer requests for service to determine service needs and deploy appropriate resources to provide service</p> <p>Coordinate information and education resources for environmental programs with other departments, municipalities, outside agencies, groups, and businesses</p> <p>Compile reports on environmental programs and provide feedback and suggestions on how existing programs can be improved</p> <p>Design and implements process improvement projects and programs</p> <p>Keep up-to-date on current environmental best practices and legislation</p> <p>Serve as team lead that monitors the daily activity of environmental staff and programs</p> <p>Prepare grant applications to fund environmental programs as directed</p> <p>Use technical expertise to troubleshoot and monitor instruments, technology, or network configuration</p> <p>Assist with and develop technical specifications necessary for contracts and provide monitoring of contracts with environmental components Minimum Qualifications</p> <p>More About the Role:</p> <p>The role of Senior Communication Specialist is to develop and implement Mecklenburg County Storm Water's public awareness and information campaign</p> <p>As lead for Flood Safety campaign, you will oversee community safety messaging as flooding is Mecklenburg County's costliest natural hazard</p> <p>Manage the budget for paid media-buy and creative services</p> <p>Develop and implement the Flood Safety outreach plan for underserved areas of Mecklenburg County</p> <p>Lead the social media and traditional media messaging for flood safety outreach, some outreach will likely include interviews with local media</p> <p>Manage the Storm Water Services social media accounts by posting creative content and responding to resident comments</p> <p>Use graphic skills, sign creation and video editing to communicate the significance of CIP Water Quality projects and importance of Storm Water Mitigation program to residents</p> <p>Sustain the program's reputation as a nationally recognized leader in the field of flood mitigation and water quality</p> <p>Help maintain and organize the communication outreach needed to maintain the current Community Rating System (CRS) score for each FEMA cycle review</p> <p>Responsible for collecting data and producing a multi-page annual CIP report.</p> <p>Work with City and County Public Information to keep the websites up-to-date and accurate.</p> <p>Organize community meetings to inform and educate residents of CIP water quality and mitigation projects in their area.</p> <p>As communication specialist, you'll be asked to lead internal messaging for County Storm Water staff.</p> <p>Organize community outreach after flooding events.</p> <p>Help in securing grant funding.</p> <p>What Will I be Doing?</p> <p>In general, the role is responsible for translating highly technical scientific and engineering information into lay terms understandable by the public. Additionally, the role provides critical preparedness messaging prior to flood events.</p> <p>Work directly with engineering team to communicate the status and progress of stream work being performed</p> <p>Communication will include construction sign design, interpretive educational signs, postcards, letters, community meetings and short videos.</p> <p>Updating and creating brochures, videos and social media posts to enhance residents understanding of restoration projects, FINS page, retroFIT grants, and National Flood Insurance Program (NFIP).</p> <p>Presenting the Umbrella Team communication highlights to the Program for Public Information (PPI) committee (SWAC). Campaigns include volunteers, Water Quality, Flood Safety, and Infrastructure</p> <p>Conduct outreach to specific professional groups, the annual Realtors Expo and other professional gatherings</p> <p>Coordinate outreach activities with the Umbrella Team coordination that covers campaign media-buys and creative services</p> <p>Oversee the Storm Water social media accounts</p> <p>Prepare for flash flood events by communicating with local media before the storm and support residents effected by flooding after the event</p> <p>Prepare special media outreach for Severe Weather Preparedness Week and Hurricane Awareness Week</p> <p>Develop the annual Floodplain Flash newsletter sent to nearly 6,000 residents with property in the floodplain</p> <p>Creation of Utility Bill Inserts with important flood messaging</p> <p>Organize and conduct in-person outreach events related to flood safety and Water Quality Capital Projects</p> <p>Who Will I be Working With?</p> <p>The role works daily with engineers, scientists and GIS professionals.
