Yes</p> <p>County Suffolk</p> <p>Street Address 250 Veterans Memorial Highway</p> <p>City Hauppauge</p> <p>StateNY</p> <p>Zip Code11788</p> <p>Duties Description • Provide technical expertise and assistance regarding air quality analysis including interpretation and guidance on air quality analysis procedures and recommendations for their modifications as appropriate; review, advise, and assist in conformity issues including interpretation of Federal regulations and Departmental guidance; review, recommend modifications, as appropriate, and interpret Departmental energy analysis procedures; and develop and/or conduct staff training programs in air quality</p> <ul> <li>Supervise professional staff of one to two people. </li><li>Distribute work assignments to staff, provide directions on work assignments, and review and approve guidance documents produced by staff. </li><li>Identify and communicate resource needs and project development issues to the Environmental Unit Supervisor. </li><li>Represent the Department professionally as principal contact with the public, local municipalities, and State and Federal agencies on issues related to climate change and the environmental impacts of regional transportation projects. </li><li>Advise management and staff on new environmental legislation, regulatory requirements, and advisory and regulatory agencies' policies. </li><li>Foster the exchange of information and best practices across regional boundaries for environmentally related aspects of the Department's activities. </li><li>Respond and assist, as needed, during transportation emergency events. </li><li>Maintain knowledge and competence in their field(s) of expertise, applying up-to-date technical and professional principles, practices, and standards in developing policies, procedures, and guidance. </li></ul> <p>Responsibility may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.</p> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*</p> <p>To be considered for appointment through NY HELPS candidates must meet the open competitive minimum qualifications for this position. The qualifications are:</p> <p>Promotional:</p> <p>You must be a qualified employee of the New York State Department of Transportation, New York State Thruway Authority, or New York State Canal Corporation and have had one year permanent competitive or 55-b/55-c service as:</p> <p>Either</p> <p>A. An Environmental Specialist 1 OR Landscape Architect</p> <p>Or</p> <p>B. An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards. This experience must include either preparing technical analyses on environmental matters or providing consultation on environmental regulatory programs.</p> <p>Open Competitive:</p> <p>A bachelor's degree and three years of professional experience in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.</p> <p>A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.</p> <p>Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.</p> <p>Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.</p> <p>At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
