<p>Hours: Full Time- 35 Hours</p> <p>Work Location: 30-30 Thomson Avenue, LIC, NY 11101</p> <p>Only candidates who are permanent in the Administrative Contract Specialist title or those who are reachable on the promotional exam #5501 or open-competitive exam #5001 may apply. If you do not meet the previously mentioned civil service criteria, you will not be considered for an interview.</p> <p>The NYC Department of Design and Construction, Finance & Procurement Division's Agency Chief Contracting Office (ACCO) is seeking to hire a Director of Vendor Compliance and Reporting. Under supervision, with latitude for independent initiative and judgment, the Director will directly manage the Vendor Compliance and Reporting Unit. The unit is responsible for various tasks such as registering notice to proceed letters with the NYC Comptroller's Office, responding to requests for reports on procurements, reviewing insurance policies and insurance certificates to ensure it complies with the respective contracts, ensuring the insurance database for active DDC contracts are up-to-date, developing reports to help the agency track procurement activities, the reporting census for Project Labor Agreement (PLA) projects, reviewing PLA studies, writing PLA finding memos, and other compliance and reporting tasks. The Director will also assist with improvement strategies and reporting for the unit. The candidate is expected to have a thorough understanding of the New York City Procurement and Policy Board Rules. The Director would be responsible for the day-to-day operations within the unit, ensuring that all tasks are being processed in a timely manner. The Director may be required to train staff on the various tasks or procurement processes. It will also be expected that the selected candidate would review the current processes within the unit and help identify improvements to the processes to reduce the cycle times of the respective procurements. The Director will also assist in the development of standard operating procedure manuals that will assist in staff training. The selected candidate must have strong computer skills to create reports for tracking and reporting on the status of procurements to both internal agency partners and external agency partners including oversight agencies. The candidate will use several computer systems including Financial Management System (FMS) and PASSPort to track and process procurement actions and register contracts with the Comptroller's Office. Additional tasks or duties may be assigned to the candidate as deemed necessary by the ACCO.</p> <p>Authorization to work in the United States is required for this position. Do not apply via Employee Self-Service (ESS), e-mail, mail, or fax your resume to DDC directly</p> <p>ADMIN CONTRACT SPECIALIST (PYR - 10095</p> <p>Minimum Qualifications</p> <ol> <li> <p>A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or</p> </li><li> <p>A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or</p> </li><li> <p>A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.</p> </li></ol> <p>Preferred Skills</p> <p>Candidates should have excellent organizational, interpersonal, verbal, written, and analytical skills. Proficiency using Microsoft Word, Excel, and Access queries and reports is a plus. Working knowledge of procurement functions, entering, and retrieving data from automated information systems, PASSPort, Financial Management System (FMS), and Infoadvantage, is preferred. Significant training from the Mayor's Office of Contract Services Procurement Training Institute in the City's Procurement rules is required.</p> <p>55a Program</p> <p>This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
