<p>Under general supervision, performs technical work inspecting local transportation construction projects and Traffic Engineering work to ensure compliance with City planning and development policy and applicable federal, state and local requirements and standards. Work includes inspecting construction projects by both the City and private developers to ensure that materials, methods, sizing, and location in project development meet City specifications. Also responsible for preparing various reports on construction projects. Employee must exercise initiative and independent judgment in performing inspections. Employee must also exercise tact, courtesy and firmness in frequent contact with property owners, contractors and the public. Reports to the Traffic Engineering Division Manager.</p> <p>To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the job description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this job description. </p> <ul> <li>Provides project inspection for development and capital improvements projects as well as oversees construction and maintenance projects in the City. </li><li>Inspects construction projects and enforces City ordinances as well as local, state and federal construction standards governing construction of new roadway and associated infrastructure, sanitary sewer and water main construction, alterations, and repairs. </li><li>Examines construction methods and materials and construction project location; ensuring compliance with City planning and development policy; reviews project plans, revisions, and corresponding documents. </li><li>Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes, building plans, etc.; examines and investigates methods and practices employed in local construction projects, recommending changes when necessary. </li><li>Measures installed quantities of construction; calculates percent completion; adjusts construction drawings to reflect actual work; diagnoses and solves engineering problems and reviews construction contracts and oversee test. </li><li>Monitors and provides some construction materials testing to ensure adherence with applicable standards, specifications, codes and laws. </li><li>Reviews pay application, contract quantities, monthly estimates and change order requests for Capital/City projects. Keeps daily reports, and testing reports from independent testing firms. </li><li>Performs City Right-of-Way improvement inspections, Traffic/Work Zone Safety Inspections, Erosion and Sediment control inspections, and Stormwater inspections. </li><li>Monitors use of safety equipment by construction crews. </li><li>Conducts final inspections on City and State right-of-way improvements for acceptance and maintenance of roadways. </li><li>Ensures that all road and site work meets local, state, and federal standards and regulations and complies with City ordinances. </li><li>Informs emergency services of roadway operations so they can route first responders around obstructions. </li><li>Prepares and maintains various records and reports pertaining to status of ongoing construction projects; schedules appointments; conducts final project inspection and recommends acceptance of work. </li><li>Conducts required testing of systems during construction. </li><li>Attends construction meetings with contractors, engineers, and inspectors. </li><li>Performs other related duties as required. </li></ul> <p>Requires High School or GED, 5 years progressive experience in fields providing the required knowledge, skills and abilities or any equivalent combination of progressive experience and technical training which provides the necessary knowledge and experience; OR an Associate's degree in Construction/Building Trades, Civil Engineering or closely related field and 4 years of journey level experience in the construction/building trades, building inspection or closely related work; OR a Bachelor's degree in Construction/Building Trades, Civil Engineering or closely related field and 2 years of journey level experience in the construction/building trades, building inspection or closely related work. Requires a valid driver's license.</p> <p>Required Certifications (depending on the department assigned):</p> <ul> <li>Virginia DEQ Erosion and Sediment Control Certification is desirable </li><li>Stormwater Inspector Certification desirable </li><li>Inspector Certification for Intermediate Work Zone Safety required </li><li>VDOT Asphalt preferred </li><li>VDOT/ACI Concrete preferred </li><li>VDOT Soils and Aggregates preferred </li><li>HazMat preferred </li></ul> <p>Knowledge, Skills & Abilities</p> <ul> <li>Knowledge of modern construction practices, materials, and equipment, and of the various stages of construction when violations and defects should be observed and corrected. </li><li>Knowledge of engineering practices as applied to construction and inspection of commercial and industrial buildings, roadway and related infrastructure, water and sewer utilities. </li><li>Knowledge of local, state and federal ordinances, codes and construction standards. Knowledge of City geography. </li><li>Knowledge and responsibility for safety or health of others and/or for continuous enforcement of the laws and standards of public health and safety. </li><li>Ability to detect and locate defective workmanship in construction or repairs. </li><li>Ability to interpret blueprints, construction plan drawings, diagrams, specifications, codes and building regulations. </li><li>Ability to exercise independent judgment in applying standards to a variety of work situations. </li><li>Ability to exercise considerable tact and firmness in dealing with contractors, property owners and the general public. </li><li>Ability to physically maneuver on scaffolds, structural members, uneven terrain and in cramped quarters to accomplish thorough inspections. </li><li>Ability to establish and maintain effective working relations as necessitated by work assignments. </li><li>Ability to gather, organize, analyze, examine, or evaluate data or information and may prescribe action based on such data or information. </li><li>Ability to give information, guidance, or assistance to people which directly facilitates task accomplishment; may give instructions or assignments to helpers or assistants. </li><li>Ability to assist with achieving minor economies and/or preventing minor losses through the handling of or accounting for materials and supplies. </li><li>Ability to use basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas, and volumes and/or computes discounts and interest rates as well as perform basic unit conversions. </li><li>Ability to read technical instructions, procedures manuals, and charts to solve practical problems such as methods and procedures for investigations, and in drawing and layout work; composes routine reports and specialized reports, forms, and business letters, with proper format; speaks compound sentences using normal grammar and word form. </li><li>Ability to make frequent decisions, affecting the individual, co-workers, and others whom depend on the service; works in a somewhat fluid environment with rules and procedures but many variations from the routine. </li><li>Ability to perform supervisory work involving policy and guidelines, solving both people and work related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures. </li><li>Ability to make moderately serious impact decisions - affects work unit and may affect other units or citizens. </li><li>Ability to handle and use machines, tools, or equipment requiring brief instruction or experience such as hand and power tools, computers for data entry, fax, complex copiers, phone systems, and other similar equipment. </li><li>Ability to inspect items for proper length, width and shape. Ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination. </li><li>Ability to differentiate between colors and shades of color. Ability to deal with people beyond giving and receiving instructions. Requires the ability to coordinate hands and eyes rapidly and accurately in using office machinery and equipment; to operate motor vehicles. Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear). Works where exposure to bodily injury from electrical shock is a possibility; or works in high, exposed places with risk of falling such as on scaffolding.</p> <p>FLSA Status</p> <p>Non- Exempt</p>
