The agency is the second-largest landowner in Colorado and generates revenue on behalf of beneficiaries by leasing nearly three million surface acres and four million subsurface acres for a wide variety of uses, including agriculture, recreation, energy and mineral development, commercial real estate and right of way. Unlike public lands, trust lands are not open to the public unless a property has been leased for public access. We are entirely self-funded and receive no tax dollars. </p> <p>Though we are a 150-year old, constitutionally chartered agency, we take pride in being entrepreneurial and business-savvy. We compete in private sector markets daily and generate more than $200 million in revenue annually. </p> <p>The Colorado State Board of Land Commissioners manages leasing and stewardship of Colorado's three million acres of state trust land assets and four million acres of trust minerals for the intergenerational benefit of trust beneficiaries. The agency's mission is to earn reasonable and consistent income over time by managing assets in a manner that preserves the long-term productivity and value of the land, minerals and improvements. Under the leadership of the Assistant Director of Energy Innovation, the renewable energy, oil and gas, carbon, solid minerals and geothermal teams are responsible for leasing and stewarding three million acres of trust land and four million acres of trust mineral estate for carbon sequestration and energy development. This work unit manages the strategic development, leasing and business relationships related to:</p> <ul> <li>Oil, Gas, Coal and other solid minerals </li><li>Renewable Energy including solar, wind, geothermal, agrivoltaics, and other innovations that emerge </li><li>Geologic Carbon Capture and Storage (CCS) </li><li>Rights-of-way supporting all leasing done by the division </li><li>Tower Sites </li></ul> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application. </p> <p>The position is responsible for managing three business programs. While much of the work is independent contribution to program results, the position also ensures that each of the programs integrates successfully with the other programs run by the agency, through peer line of business review, collaboration and cooperation to layer land uses. The position is a critical connection to the Board of Commissioners and works to inform the Board for quality decision making for any items not delegated to Staff authority. The position is the primary role responsible for ensuring that the program are successful, and monitors the performance of the programs continually, navigating challenges and opportunities and striving for results.</p> <p>Geologic Carbon Capture Storage (CCS): The position will develop and manage a CCS leasing business by determining whether leasing state trust land for the development of geologic carbon capture storage projects is in the best interest of the trusts and if so, how the State Land Board will structure a lease agreement, what risk management and stewardship provisions should be incorporated and how much it will charge for the lease. This program is in its nascent stages. This position will develop the program by creating and managing supportive CCS policies, writing the CCS business plan, creating CCS leasing forms, marketing the program to solicit CCS projects and pursuing the long term development of the program. The position represents the SLB in meetings with other state agencies such as the Energy and Carbon Management Commission and the Colorado Energy Office, and with partners and stakeholders as they seek inputs on developing policy and regulations around CCS.</p> <p>Rights-of-way (ROWs): ROWs accommodate roads, pipelines, electrical transmission lines and other permanent or semi-permanent improvements on state trust land. This business line is well-established, consisting of roughly 3,000 ROWs. The position manages current ROWs, assignments and expirations, and determines whether issuing new ROWs is in the best interest of the trusts by working with all other lines of business and the state's attorney general. The position is responsible for the creation and maintenance of policies and the program for the development of pricing and contract language. The position is the Staff Authority on the complexities of negotiating, planning, and determining the long term ramifications of issuing ROWs on trust lands. </p> <p>Tower Site Leasing: The position determines whether leasing state trust land for the development of communication tower sites is in the best interest of the trusts and if so, how the State Land Board will structure a lease agreement and how much it will charge for the lease. This line of business is established and the State Land Board has issued 30 tower site leases. This position manages current tower sites, handles assignments and expirations and is in charge of the Tower site policy. The position approves or denies new tower site applications that fall within Staff Authority. The use of trust lands for towers is similar in many respects to rights-of-way, and has been managed cooperatively with ROWs successfully. </p> <p>This posting is only open to residents of the State of Colorado at the time of submitting your application. </p> <p>Minimum Qualifications:</p> <p>Experience Only:</p> <p>Eight (8) years of relevant leadership experience in the creation and/or management of carbon capture and sequestration businesses and the leasing and contracts that support it.</p> <ul> <li>OR - </li></ul> <p>Education and Experience:</p> <p>A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years, including the development and management of carbon sequestration businesses.</p> <p>Acceptable degrees include Bachelor's (substitutes for 4 years of experience) and/or Master's (substitutes for 2 years experience) degrees in Engineering, Geosciences or closely related field. </p> <p>Please note: The required experience must be substantiated within the work experience section of your application. In addition, part-time work will be prorated.</p> <p>Preferred Qualifications:</p> <ul> <li>Current or former State experience relevant to this position </li><li>Demonstrated success in building and leading CCS or closely related portfolios of business </li><li>Demonstrated success in the development and/or management of portfolios of land use contracts including rights of way used to support large scale projects </li><li>Technical familiarity with the science and engineering of carbon management including capture (direct air, post-combustion, etc.), transport, injection and long term storage </li><li>Working knowledge of Colorado CCS law and regulatory frameworks, and relevant federal regulations including EPA Class VI well requirements, 45Q tax credits, and others </li><li>Working knowledge of GIS mapping systems, preferably ARCGIS Pro </li><li>Solid personal business acumen including strategic business development, asset pricing, and project management within energy or environmental sectors </li></ul> <p>Conditions of Employment: </p> <ul> <li>Colorado residency is required at the time of application. </li><li>Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.
