The Field Services Division is responsible for the inspection, testing, regulatory compliance, operation, and maintenance of over 4,800 miles of pipeline, over 11,000 fire hydrants, and approximately 860 wastewater pump stations. This position provides professional and technical work supporting and managing departmental information management systems. It is responsible for strategic Information Systems planning and project management for current and future information systems projects.</p> <p>Job Description</p> <p>General Functions</p> <p>Provides professional and technical work supporting and managing departmental information management systems. Responsible for strategic Information Systems planning and project management for current and future information systems projects.</p> <p>Representative Duties/ Assignments</p> <ul> <li>Experience with Oracle PL/SQL and MS Access systems for multiple departments to address different business issues like interfaces, budgets, trainings, costs, dispatch, invoices, etc. </li><li>Develop and maintain a PL/SQL & Rest interface to move asset data from a GIS system to an Oracle/Maximo system. </li><li>Design, Implement and maintain Oracle Standby and Dataguard databases. </li><li>Develop and maintain Visual Basic and Access Front-End applications. </li><li>Ensures that IS systems are properly functioning and providing necessary support. </li><li>Performs as a team leader in design, coordination of computer repair services, support, operation and upgrades. </li><li>Responsible for the design and administration of Oracle databases on Windows based and RedHat Linux based Dell servers including performance, tuning and backup/recovery. </li><li>Maintains existing software applications. Coordinates system modifications or replacements based on user requirements or system upgrades. </li><li>Conducts user training as needed. Provides technical support and assistance by establishing procedures, technical reports, computer programming, answering routine questions or resolving problems. </li><li>Analyzes user requirements, new systems for procurement, recommends alternative solutions. </li><li>Writes detailed system specification for Request for Proposal documentation. Tracks expenditures of funds. </li><li>Advises management on the status of information systems projects and provides expert technical advice on information systems matters affecting the department. </li><li>Participates in meetings with regards to strategic information systems development within Orange County. Coordination of projects that involve other agencies and outside vendors. </li><li>Provides guidance to staff as to the priorities of jobs that they are to be working on. Changes this guidance as necessary to complete the department's goals in a timely manner. </li><li>Performs other duties as may be assigned </li></ul> <p>Minimum Qualifications</p> <p>Bachelor's degree from an accredited institution in Computer Information Systems, Computer Science, or a closely related field and four (4) years of programming, systems development and computer analysis experience, to include one year of supervisor or team project leader experience; or an equivalent combination of relevant education, training or experience.</p> <p>Preferences</p> <ul> <li>Experience with Databases: Oracle 19C (+RAC), SQL Server, My SQL and Access. </li><li>Knowledge and experience with SQL PL/SQL </li><li>Experience developing with Oracle 9.x and 11g, Rest, Phyton, Visual Basic. </li><li>Knowledge and experience with O.S.
