<p>Position: Budget and Program Manager, Second Chance Initiative</p> <p>Department: Adult & Online Education</p> <p>Status: Full Time</p> <p>Position Summary:</p> <p>The Budget and Program Manager for the Second Chance Initiative supports the Assistant Dean of Adult & Online Education by overseeing key operational, financial, and administrative components of Campbell University's prison education and re-entry education programs. This role is responsible for managing fiduciary oversight, grant administration, and reporting requirements for all funding sources, including private, state, and federal funders. The Budget and Program Manager develops and manages program budgets, prepares financial and narrative reports, and ensures compliance with funder and institutional requirements. Serving as the primary point of contact for university related processes essential to the Second Chance Initiative, the Budget and Program Manager coordinates administrative functions spanning the student lifecycle from admissions through graduation. The role also supports the Assistant Dean in overseeing educational offerings for incarcerated and formerly incarcerated students. Additionally, the Budget and Program Manager contributes to the implementation of strategies that strengthen and expand educational programming within carceral settings and collaborates with internal and external partners to support student persistence, successful reentry, and alumni leadership development.</p> <p>Essential Duties and Responsibilities:</p> <ul> <li> <p>Monitors reporting requirements for all agreements, MOUs, and grants, ensuring reports are completed accurately and submitted by required deadlines.</p> </li><li> <p>Provides day-to-day management of all program budgets, including OSRP-protected funds, unrestricted gifts, and operating budgets; completes purchasing and related documentation.</p> </li><li> <p>Under the supervision of the Assistant Dean of Adult & Online Education - Second Chance Initiative, reallocates funds across budget categories as permitted, securing all required approvals.</p> </li><li> <p>Prepares and provides data and reports for funders, AOE leadership, Campbell University leadership, and NCDAC, utilizing CRM and Student Information Systems (e.g., Radius, Colleague, OnBase, and related systems).</p> </li><li> <p>Coordinates with internal and external stakeholders, including Site Coordinators/Advisors, OSRP, Payroll, Purchasing, Financial Aid, Bursar, Accounting, Wardens and correctional staff, and NCDAC personnel to address operational needs.</p> </li><li> <p>Ensures scholarships are coordinated with Pell Grant funding and other financial resources to avoid financial barriers for incarcerated and formerly incarcerated students.</p> </li><li> <p>Oversees the administration and application of re-entry scholarships and funds for SCI online students.</p> </li><li> <p>Coordinates pre-professional advising and application processes, including programs such as the BSN at Campbell University.</p> </li><li> <p>Plans, oversees, and collaboratively implements graduation ceremonies at correctional institutions in coordination with AOE staff and faculty, prison leadership, CU Development, and university administration.</p> </li><li> <p>Reviews graduation applications and conducts graduation audits for incarcerated students.</p> </li><li> <p>Manages program calendars to ensure timely completion of operational requirements across campuses, including coordination with site coordinators, adjunct faculty, and vendors.</p> </li><li> <p>Administers payment processes for external instructors, including Peer Support Specialist Training roles.</p> </li><li> <p>Enters courses into Colleague each term and enrolls all incarcerated students each academic term.</p> </li><li> <p>Manages and processes reimbursements for faculty and staff associated with the program.</p> </li><li> <p>Serves as an academic advisor to re-entry students, providing degree planning, course registration, academic support, and pre-, mid-, and end-of-semester advising.</p> </li><li> <p>Develops Academic Success Plans for re-entry students who fall below established GPA thresholds.</p> </li><li> <p>Coordinates and oversees meetings with re-entry education partners and cultivates collaborative relationships.</p> </li><li> <p>Maintains agendas for team meetings and coordinates follow-up on concerns and support needs identified by site coordinators, re-entry counselors, and other team members.</p> </li><li> <p>Develops faculty training resources in collaboration with the Instructional Design team.</p> </li><li> <p>Prepares pay reports for correctional institutions and distributes faculty pay memos each academic term.</p> </li><li> <p>Supports faculty by identifying onboarding challenges and successes and recommends policy, procedural, or programmatic improvements to the Assistant Dean.</p> </li><li> <p>Assists the Assistant Dean with preparation of monthly activity reports for the Dean of Adult & Online Education.</p> </li><li> <p>Coordinates procurement of student materials in collaboration with the Campbell University Bookstore.</p> </li><li> <p>Assists with student orientation and ongoing student support as needed.</p> </li><li> <p>Maintains knowledge of best practices in carceral higher education and manages records for the Second Chance Initiative.</p> </li><li> <p>This position is located at Buies Creek, with occasional travel to correctional institutions in North Carolina.</p> </li><li> <p>Maintain a professional appearance and demeanor at all times.</p> </li><li> <p>Uphold and abide by Campbell University policies and procedures, including but not limited to Title IX, and Information Security, including but not limited to FERPA and other state and federal mandates</p> </li><li> <p>Uphold and abide by NCDAC policies and procedures.</p> </li><li> <p>Other job related duties, responsibilities and activities may change or be assigned at any time with or without notice.</p> </li></ul> <p>Education/Experience:</p> <ul> <li> <p>Master's desired; Bachelor's degree required.</p> </li><li> <p>Minimum of one year of experience with prison education.</p> </li><li> <p>Extensive administrative experience and skills.</p> </li><li> <p>Experience in a higher education or non-profit sector is also desired</p> </li></ul> <p>Knowledge, Skills, and Abilities:</p> <ul> <li> <p>Demonstrated ability to communicate effectively with diverse audiences through both oral and written channels.</p> </li><li> <p>Strong interpersonal, organizational, and time management skills, with the ability to coordinate multiple priorities efficiently.</p> </li><li> <p>Excellent data management, documentation, and professional writing skills.</p> </li><li> <p>Experience with enterprise and educational software systems (e.g., Radius, Colleague, Blackboard, and similar platforms), or the ability to learn new systems efficiently.</p> </li><li> <p>Proficiency in Microsoft Word, Outlook, Excel, PowerPoint, and common digital communication tools, including web conferencing and messaging platforms.</p> </li><li> <p>Ability to work effectively with individuals from varied backgrounds and contexts, including correctional staff, incarcerated and formerly incarcerated students, technology professionals, NCDAC staff, and university personnel.</p> </li><li> <p>Demonstrated tact, discretion, professionalism, and a positive attitude in interactions with students, faculty, prison staff, NCDAC staff, and Campbell University colleagues.</p> </li><li> <p>Ability to work independently while also contributing effectively as part of a collaborative and diverse team.</p> </li><li> <p>Demonstrated sound judgment in complex, new, and high-pressure situations.</p> </li><li> <p>Ability to manage multiple concurrent projects and consistently meet established deadlines.</p> </li><li> <p>Adaptability, flexibility, and willingness to work in a dynamic and evolving environment.</p> </li><li> <p>Willingness and ability to work occasional evenings or weekends and to travel as needed.</p> </li><li> <p>Ability to travel to and work within correctional facilities as required.</p> </li><li> <p>Commitment to accuracy, integrity, confidentiality, and the ability to support and work within the Christian mission of Campbell University.</p> </li></ul>
