<p>Building Department (BC01)</p> <p>Building Commissioner</p> <p>Position: Non-Union, Full Time, Exempt, Benefit Eligible</p> <p>Annual Salary: $85,000 to $100,000</p> <p>General Description:</p> <p>The Building Commissioner is a Non Union Exempt Position responsible for the coordination and direction of activities to enforce building codes and statues, including: oversight of appointed inspectors; conducting inspections; issuing permits; as well as other administrative duties pertaining to the Building Department.</p> <p>Duties require effective written and verbal communication skills, visual acuity to written material and construction details, and the physical ability to move around construction sites.</p> <p>Essential Job Functions</p> <ul> <li>Review various requests for building, alterations, additions and repairs. Reviews plans for building construction or alteration to determine compliance with the State Building Code, 521 CMR AAB local zoning/Town bylaws, and other applicable regulations. Received and review for adherence and enforcement to codes, statutes and bylaws, various prints, drawings and specifications for a wide range of industrial, residential and commercial facilities, installations, modifications and additions. Respond to questions regarding the mode or manner of construction, materials and methods employed, demolition, removal, and installation of equipment, location, use, occupancy and maintenance of buildings or other structures. </li><li>Approve or disapprove site and building prints and specifications to ensure compliance with all applicable codes/or statues. Act as a resource to applicants regarding changes to bring plans into compliance. Research and render opinions and interpretations of by-laws and statutes, referring to Town Manager as necessary; issue appropriate permits for conforming plans and specifications. </li><li>Inspect residential, commercial and/or industrial sites. Conduct on-site inspections to ensure work is in compliance with existing codes and statutes. Coordinate and ensure through subordinate inspectors, other necessary inspectors such as electrical, plumbing, gas, etc. Issue appropriate permits. Inspect hazardous or dangerous buildings, such as at fire scenes and determine if facility should be condemned and demolished or repaired. Inspect various other buildings, installations etc. to ensure compliance with appropriate codes. </li><li>Resolve complaints regarding work performed without proper permits, zoning violations, etc. Investigate and enforce within the limits of established authority such as issuing citation/fines and/or initiating legal proceedings. Perform research and advise the various departments regarding inspections and zoning by-laws. Provide and maintain a liaison with attorneys to resolve problems and interpret by-laws prior to hearings before the Zoning Board of Appeals. </li><li>Direct and administer the daily activities of the department. Ensure proper records are maintained, permits issued, etc. Develop annual operating budget; maintain and monitor performance against approved budget. Train, instruct, assign and check work of inspectors and assigned of clerical staff as to department policies and procedures, methods and practices, standards of performance and other matters affecting work. </li><li>Attend and participate in various town committees, or board meetings in order to present or discuss issues pertaining to the department. </li><li>Keep abreast of changes in codes, statutes, by-laws, etc. Attend various conferences, seminars or other educational venues, and provide advice to the appropriate boards regarding changing conditions, situations, statues, codes, etc. which impact the Town. </li><li>Perform other similar duties inherent to the position of Building Commissioner. </li></ul> <p>Knowledge, Ability and Skill:</p> <p>Thorough knowledge of the accepted requirements for building construction, fire prevention, light, ventilation and safe egress; as well as a general knowledge of other equipment and materials essential for safety, comfort, and convenience of the occupants of a building or structure. Ability to enforce and interpret regulations such as the State Building Code, and the Local Zoning bylaws firmly, tactfully and impartially; ability to analyze problems, prepare technical reports and formulate recommendations; skilled in communications, both written and verbal, in order to articulate opinions, rationale, and recommendations in judicious, knowledgeable and confident manner to supervisors, employees, the general public and external agencies. Knowledge and application of guidelines of Architectural Access Board and MA Office of Disabilities. Interact objectively and professionally with the public, state and local officials and co-workers.</p> <p>Ability to exercise independent judgment on a variety of complex, highly responsible routine and substantial non-routine work requiring creative ability to problem solve. Ability to analyze and interpret data and to clearly communicate and document findings for decision-makers. Ability to establish relationships with Town officials. Ability to communicate effectively in written and oral form before public groups and elected officials. Ability to manage several projects at one time.</p> <p>Excellent verbal and written communication skills; aptitude for working with people and maintaining effective working relationships with various groups; aptitude for working with paperwork and details; skills in with dealing with the general public; skill in utilizing personal computers, word processing, and complex databases. Sensitivity to public communications. Skills in planning and delegation.</p> <p>Education, Training and Experience</p> <p>College Degree preferred. Knowledge of construction trades with at least five (5) years of experience in the supervision of building construction or design.</p> <p>Must possess certification as a Building Inspector/Commissioner or be able to attain certification within eighteen (18) months.
