<p>Board of Elections</p> <p>Clerk (Full-Time)</p> <p>The Medina County Board of Elections seeks a full-time Clerk for their office located at 3800 Stonegate Drive Suite C, Medina, Ohio.</p> <p>Primary Duties:</p> <p>Responsible for planning and implementing tasks related to the support services for the Board of Elections per standards set by the Ohio Secretary of State and the schedule defined in the Medina County Board of Elections calendar.</p> <ul> <li>Public Interaction/Questions & Public record requests (via phone, in-person, email and fax) </li><li>Process petitions - pulling, filing and verification </li><li>Precinct Election Officials recruitment, management, training, database maintenance and organization </li><li>May be requested to assist with Precinct Election Official training classes </li><li>Campaign Finance duties as needed </li><li>Assist with in-person early voting - train and coordinate part-time staff </li><li>Provide Election Day support and Election Night support </li><li>Assist with Official Election Results - provisional processing, voter history accounting and report preparations </li><li>Assist with election recounts and audits </li><li>Maintain database of Elected Officials and Questions & Issues </li><li>Assist Candidates and Elected Officials </li><li>Local Liquor Option procedures </li><li>Maintain records of elections (ballot items, precincts, maps, etc.) </li><li>Performing other duties as assigned by the Directors </li></ul> <p>The successful candidate must enjoy working with the public in-person, on the phone and in the voting room; and have the ability to multitask in a fast-paced environment. Attention to detail and the ability to organize, plan, and manage tasks is essential. The candidate will maintain effective working relationships with co-workers, the public, and contractors. They must assist any person, without regard to that person's political affiliation, who asks the board office for information that is within the scope of</p> <p>the board's jurisdiction.</p> <p>Medina County is an Equal Opportunity Employer. The selected candidate will be trained to perform their duties.</p> <p>Schedule: 40 hours per week. Monday - Friday 8:00 a.m. - 4:30 p.m., plus increased hours during the election cycle, including some required Saturdays and Sundays. Must have a high school diploma or a GED. College level education is preferred. Microsoft Office and computer experience mandatory. This position requires a high level of organization, attention to detail, and the ability to multitask in a fast-paced environment.</p> <p>Primary Responsibilities:</p> <ol> <li>General Administrative Duties: </li></ol> <ul> <li>Assist the public, voters, staff and Elected Officials through the use of the telephone, in person, electronic mail and written correspondence in a professional, friendly and courteous manner by providing assistance and information concerning board of elections related information, procedures, guidelines, pertinent dates/deadlines, forms, fees or other issues and maintain accurate and uniform responses to routine questions, complaints, or requests for service and information. </li><li>Monitor office supplies inventory and place orders as needed. </li><li>Maintain and organize office filing systems, both physical and electronic. </li><li>Oversee office equipment maintenance and repairs. </li><li>Assist with scheduling meetings, appointments, and coordinating staff calendars. </li><li>Assist Directors with meeting preparations and distribute meeting agendas, minutes, and other materials as required. </li><li>Coordinate with Directors and other supervisors to maintain office calendar and part-time employees' schedule. </li><li>Assist with weekly staff updates/meetings. </li><li>Facilitate office clerical operations in the Directors' absence. </li><li>Assist in the proofing of all official documents, emails, and ballots coming from our office. </li><li>Coordinate the overall cleanliness and organization of the office's shared spaces. </li></ul> <ol start="2"> <li>Election-Related Duties: </li></ol> <ul> <li>Assist with the recruitment, training, and scheduling of part-time/seasonal election workers. </li><li>Prepare and distribute training materials for election workers. </li><li>Coordinate the distribution and collection of election materials and supplies. </li><li>Partner with other departments to aid in the organization and inventory of election-related materials and supplies, including ballots. </li><li>Support the processing of absentee applications & ballots, petitions, Questions & Issues, Provisional Ballots, and other election-related tasks as assigned. </li></ul> <ol start="3"> <li>Data Entry and Record Keeping: </li></ol> <ul> <li>Assist in accurately entering and updating voter registration information and other election related data into computer systems. </li><li>Maintain accurate records and files related to voter registration, election results, and other essential documents. </li><li>Assist with the preparation of reports, policies, and procedures. </li><li>Maintain records according to Secretary of State Retention Schedules. </li><li>Respond to, fulfill or assign, track, and record all Public Record Requests that come into the office. </li></ul> <ol start="4"> <li>General Support: </li></ol> <ul> <li>Provide administrative support to the directors as needed. </li><li>Assist with special projects and other tasks as assigned by supervisors. </li><li>Complete new hire onboarding, training, supervision and scheduling of part-time staff. </li><li>Any and all other necessary duties as assigned by the Directors. </li></ul> <p>Basic Functions of the Job:</p> <p>In addition to consistent and reliable attendance, the following duties are required. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Some of these functions may be shared.</p> <ul> <li>Comprehend the basics of Ohio's "Sunshine Laws" governing open meetings and public records and execute such laws accordingly; </li><li>Follow the Ohio Public Records law for record retention and document destruction </li><li>Process a variety of election-related documents per Board policy and procedures and within designated time frames; </li><li>Check validity and sufficiency of petitions; verify the validity of signatures and other information provided by the petitioner; assist in other duties related to the certification of candidates and issues to the ballot; </li><li>Receive and accept the filing of forms, reports, correspondence and other election-related documents, including voter registration forms, absentee ballot documents, campaign finance reports, local liquor options, petitions and resolutions; </li><li>Maintain inventory of supplies and initiate requests for new or replacement materials </li><li>Assist in other areas as needed, which may include verifying and entering absentee data, preparing election supplies for distribution, unpacking election supplies, sorting ballots, preparing for mass mailings, transmitting election data, scanning and processing printed Election Day materials, assembling precinct manuals and books, and in the coordination of precinct and polling location activities; </li><li>Assist with Provisional ballot processing; </li><li>Assist with the recruitment, scheduling, training, and placement of precinct election officials; </li><li>Knowledge and practice of good cybersecurity; </li><li>Document all procedures and instructions for required tasks and keep up to date on changes </li><li>Perform all other duties as assigned by the directors. </li></ul> <p>Additional Qualifications:</p> <ul> <li>High school Diploma or equivalent required </li><li>Special consideration given to candidates with a college degree in related field and/or OAEO certification. </li><li>Understanding of and experience in database management, a strong understanding of and ability to use Microsoft Office products (including but not limited to Outlook, Microsoft Word, and Excel), Adobe Acrobat, various software applications included with Windows operating systems, and the ability to learn new software applications, including but not limited to voter registration and election management programs, use of computers, optical scan machines, accessibility-based election equipment, printers, copiers, scanners, fax machines, postage machines and other office or election-related equipment </li><li>Prior supervisory experience and proven capability to manage the day-to-day operations of any organization is preferred; </li><li>Ability to comprehend a variety of informational documents, election law terminology, and Ohio law concerning elections and government administration, including by not limited to Ohio Revised Code Title 35, Ohio "Sunshine Laws" (Ohio Public Records and Open Meetings Act), Ohio Secretary of State Directives, Advisories, and Memoranda, and </li></ul> <p>assignments and instructions from Board Members and the Secretary of State's Office;</p> <ul> <li>Ability to get along with others and to convey or exchange information and manage assigned duties of staff; </li><li>Ability to adapt to stressful and emergency situations and events and at all times conduct self in a professional, calm and thoughtful manner; </li><li>Strong and effective written and verbal communication, attention to detail, time-management, organizational, problem-solving, and customer service skills; </li><li>Ability to work accurately and meet deadlines with frequent interruptions and in a flexible manner, and that allows for changes in assignments and priorities depending upon the timing of the election cycle; </li><li>Ability to exercise good judgement and discretion in handling confidential materials and matters. </li></ul> <p>Physical Requirements:</p> <ul> <li>Daily tasks require the ability to exert light physical effort in sedentary to light work, but may involve some lifting, carrying, pushing and or pulling of objects and materials of light weight (5-10 pounds) and on occasion moderately heavy weight (up to 35 pounds). Tasks may involve extended periods at a keyboard or workstation, or standing for several hours at a time. Ability to lift and carry up to 25 pounds. </li><li>Ability to sit for extended periods and use office equipment. </li><li>Ability to move around the office, polling locations, and other sites as needed </li></ul> <p>Other Factors:</p> <p>Board employees will be required to work extended hours over and above the normal business hours; at times extensive hours are required based on the Mandatory Office Hours set forth by the Secretary of State's Office during absentee voting, and extended hours are required outside of the absentee period to complete the election cycle. Board employees will be limited in the amount of vacation time used during the period in which UOCAVA and early/absentee voting has started until the election has been declared official and any recount or post-election audit has been completed.
