<p>The McHenry County Planning & Development has an opening in their department for a Full Time Community Development Specialist.</p> <p>Under the supervision of the CD Administrator, the Community Development Specialist, CDBG & HOME, performs planning and administrative duties required to maintain compliance with specially funded federal, state, and local programs designed to meet the needs of the County.</p> <p>This position will be responsible for oversight and management of the federal Community Development Block Grant ("CDBG") and the Home Investment Partnership Grant ("HOME").</p> <p>ESSENTIAL JOB FUNCTIONS:</p> <ul> <li>Manages county and sub-recipient grant portfolios by: releasing all Notices of Funding Availability (NOFA's); providing technical assistance to sub-recipients and funded agencies on grant application and report submission; creating, scheduling, and providing trainings on federal, state and local regulations related to 2 CFR 200, the Federal Financial Regulations; reviewing grant applications for timely submission and completeness; and monitoring grant contracts for compliance with timely submission of reports and financial draws. </li><li>Engages in compliance activities for the county and sub-recipients related to federal, state and local regulations with a particular focus on special federal programs for which the County is a grantee or a partner organization. </li><li>Performs financial compliance monitoring of the sub-recipients of the CDBG and HOME grants per the federal regulations codified under 24 CFR 578.41 and 2 CFR 200 (as modified from time to time); assesses same for grant application scoring of financial capacity. </li><li>Analyzes, tracks, and manages financial statements, reimbursement costs, federal cost sharing requirements, federal and state labor requirements, fund distributions, and reports in collaboration with the Senior Community Development Specialist and the Community Development Administrator. </li><li>Supervises the coordination of communication, collection of documents, and meeting logistics for the McHenry County Community Development and Housing Grant (CDHG) Commission. </li></ul> <p>MINIMUM QUALIFICATIONS REQUIRED:</p> <p>Education and Experience:</p> <ul> <li>Bachelor's degree from an accredited four-year college or university in social services, accounting, urban planning, community development or a related field; </li><li>One or more years of progressively responsible experience in grants management, social service delivery, or non-profit management related experience; or </li><li>Any combination of education, training, and experience, which provides the required knowledge, skills and abilities required for the job. </li></ul> <p>Licenses and Certifications:</p> <ul> <li>Valid Driver's License </li><li>Within one year of employment, will obtain certification in both CDBG & HOME Basics </li></ul> <p>BENEFITS:</p> <ul> <li>3 Medical plans, 2 dental plans, and 2 vision plans to choose from. </li><li>Pension: Illinois Municipal Retirement Fund (IMRF) </li><li>Nationwide Retirement Solutions (457 and Roth457) plans </li><li>Standard Life insurance policy with the option to buy up additional coverage for EE and dependents. </li><li>Tuition Reimbursement and Student Loan Repayment Programs </li><li>Paid vacation, sick, personal days and 13 paid holidays. </li></ul> <p>Must be able to successfully pass a background screening.</p> <p>McHenry County is an equal opportunity employer.
