<p>Job Description and Duties</p> <p>Under general direction provided by the Staff Services Manager II, the Associate Governmental Program Analyst (AGPA) serves as an operational Business Analyst and will determine operational impacts that new Human Resources (HR) policies/procedures may have on the Bureau. The AGPA will provide consultative services to staff and management, while performing Operational Acceptance Testing (OAT). They will act as a liaison with the Information Services Division (ISD), management and others.</p> <p>This is a full journey level analyst, the AGPA serves as a subject matter expert by demonstrating possession of the intellectual abilities to succeed in a variety of general staff services settings.</p> <p>Duties and Responsibilities:</p> <p>(Candidates must perform the following functions with or without reasonable accommodations.)</p> <ul> <li>Independently analyze and interpret new and changing requirements, determining impacts that new HR policies/procedures may have on the bureau, providing statistical data generated from the various HR system reports and compose issue papers for or against new proposals. </li><li>Use technical knowledge of our statewide programs to review and analyze the current processes within the bureau and give recommendations to management on potential operational efficiencies, identifying opportunities to streamline and report findings to PPSD's CCMU. </li><li>Lead the bureau in UAT and act as a liaison between ISD and Personnel and Payroll Operations Bureau (PPOB), perform data analytics, provide technical assistance to support the Bureau. </li><li>Research, review, workflow management, data maintenance and perform analysis of PPOB's business systems and based on program analysis the incumbent may formulate, validate, and implement test plans. </li><li>Analyze, interpret and apply sections of the Civil Service Employment and Payroll law and rules, Memorandum of Understandings, State Controller's Office (SCO)/ PPSD/PPOB procedures and policies, Personnel Action Manual and Payroll Procedures Manual, Benefits Administration Manual, CalPERS Health Benefits Procedure Manual, and My|CalPERS system in order to implement changes to various applications used by the various Payroll Offices including numerous access databases and Client Builder applications. </li><li>Develop and update current bureau procedures, as well as create new policies and procedures. </li><li>Evaluate business processes, anticipate requirements, and uncover areas for improvement, in addition to recommending solutions to management. </li><li>Perform technical requirement analysis for various operational tools and applications to ensure they meet business needs. </li><li>Analyze and interpret communication from CalHR-HR, interpret and apply communication from CalHR-HR Manual Policy updates, and CalPERS Circular Letters, etc. </li><li>Evaluate business processes, anticipate impacts to the Program Area and SCO, present new and changing requirements effectively, and gain approval from the Program Area staff. </li><li>Provide solutions and alternatives to minimize impact to the division. </li><li>Collect and analyze complex data from various reports and make recommendations from findings. </li><li>Prepare various monthly reports for internal and external customers, participate in special projects, participate in teams to improve workflow processes or develop and implement guidelines for PPOB, make position recommendations, and provide alternatives. </li><li>Develop procedures manuals, internal training procedures, and recommend updates to the Uniform State Payroll System and various supplemental applications used to process benefit transactions to maintain compliance with the communication received. </li></ul> <p>You will find additional information about the job in the Duty Statement.</p> <p>Working Conditions</p> <p>This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
