The incumbent will be advanced, without further examination, to a Mineral Resources Specialist 2 after one year of satisfactory service as a Mineral Resources Specialist</p> <ol> <li>As a Mineral Resources Specialist 1/2, the incumbent will: </li></ol> <ul> <li>Support the Division's annual well and facility reporting process, including year-end quality control reviews and reports of datasets to key stakeholders, using e-business applications for the collection of data. </li><li>Support existing workload associated with the Division's leasing program, which includes tracking of revenue payments made to the state for oil, gas, and salt production, and underground storage of gas on state lands. </li><li>Assist with the regulation of underground gas storage facilities, solution salt mining project reviews, and conduct well inspections and other field work in support of regional operations. </li><li>Assist in developing and managing computerized information systems. </li><li>Perform basic analyses/studies that may include generating maps, records, reports, etc. </li></ul> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).</p> <p>For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.</p> <p>At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>Mineral Resources Specialist 1 - Bachelor's or higher-level degree</p> <p>in engineering, geochemistry, geology, geophysics, or</p> <p>geosciences.</p> <p>Mineral Resources Specialist 2 - Bachelor's or higher-level degree</p> <p>in engineering, geochemistry, geology, geophysics, or</p> <p>geosciences AND one year of professional-level experience in</p> <p>drilling development, or production for oil, gas, solution mining,</p> <p>or underground gas storage.</p> <p>Note - Experience in the drilling, development, and production of</p> <p>water wells is NOT qualifying experience.</p> <p>For Permanent Appointment:</p> <p>Reassignment - Currently in the title and an employee of DEC or,</p> <p>Reinstatement Eligible - Previously held the title on a permanent</p> <p>competitive basis or held a title as indicated under the transfer</p> <p>eligible section on a permanent competitive basis or,</p> <p>Transfer Eligible - Mineral Resources Specialist 1 - One year of</p> <p>permanent competitive service at Salary Grade 13 or higher and:</p> <p>Eligible for transfer under Section 70.4: Must meet the open</p> <p>competitive minimum qualifications.</p> <p>Mineral Resources Specialist 2 - One year of permanent</p> <p>competitive service at Salary Grade 18 or higher and either:</p> <p>Eligible for transfer under Section 70.4: Must meet the open</p> <p>competitive minimum qualifications.</p> <p>Or</p> <p>Eligible for transfer under Section 70.1: One year of permanent</p> <p>competitive services as a Mined Land Reclamation Specialist 1 or</p> <p>a Mineral Resources Technician 2.</p> <p>55-b/55-c Candidates must meet the open competitive minimum</p> <p>qualifications and include with their resume or application,</p> <p>a copy of the letter from Civil Service which indicates approval</p> <p>for the 55-b/55-c program.</p> <p>If you are on an examination eligible list for the position title, you</p> <p>do not need to respond to this posting UNLESS you are also</p> <p>eligible for appointment by transfer, reinstatement or</p> <p>reassignment as defined above; or the appointment type is</p> <p>provisional or temporary.
