<p>The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Bureau of Data Governance & Systems Coordination is seeking a Systems Strategy Owner to join our team!</p> <p>Are you passionate about driving large-scale systems change and improving health for Iowans? Iowa Medicaid is seeking a System Strategy Owner to lead strategic systems and data planning and implementation for critical initiatives. This role is central to shaping the future of Medicaid systems, ensuring compliance with state and federal regulations, and delivering value through innovation. </p> <p>Key Responsibilities include: </p> <ul> <li>Lead development of the CMS Advanced Planning Document (APD) strategy and modernization priorities. </li><li>Align system roadmaps with enterprise architecture, contracting, and data governance standards. </li><li>Conduct cost-benefit analyses and develop annual investment recommendations. </li><li>Prioritize modernization projects based on strategic value and feasibility. </li><li>Coordinate cross-functional teams to execute modernization initiatives. </li><li>Oversee procurement and vendor selection for major initiatives; evaluate proposals and monitor performance. </li><li>Lead pilot programs and proof-of-concept efforts to test innovative solutions. </li><li>Monitor performance data to ensure ROI and compliance with CMS requirements. </li><li>Advise leadership on technical, operational, and strategic matters. </li><li>Draft internal procedures, policies, and legislative proposals related to systems strategy. </li><li>Represent Iowa Medicaid in meetings with CMS, state stakeholders, and vendors. </li></ul> <p>What we are looking for: </p> <ul> <li>Proven experience in system planning, modernization strategy and vendor management </li><li>Strong analytical skills for cost-benefit analysis and performance evaluation </li><li>Ability to navigate complex regulatory environments and align technology initiatives with compliance standards </li><li>Exceptional communication and collaboration skills to work across teams and with external partners </li></ul> <p>Benefits</p> <p>Working for the State of Iowa comes with its perks. Three years of full-time professional-level work experience in program administration, program development, program operations, or management; and </p> <p> b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and </p> <p> c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.</p> <p>4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.</p> <p>For additional information, please click on this link to view the job description.</p>
