Yes</p> <p>County Albany</p> <p>Street Address 1120 Washington Ave., Bldg 7A</p> <p>City Albany</p> <p>StateNY</p> <p>Zip Code12226</p> <p>Duties Description Under the direction of the Radio Engineering Manger within the Office of Interoperable and Emergency Communications (OIEC), the incumbent will oversee the organization and implementation of the Office of Interoperable and Emergency Communications' (OIEC) 911 Technical Support Unit.</p> <p>Duties include, but are not limited to the following:</p> <ul> <li>Create detailed project implementation plans and establish benchmarks within the project schedule to ensure consistency. </li><li>Provide technical, administrative, and analytical assistance to OIEC management. </li><li>Draft policies and procedures ensuring adherence to applicable laws, rules and regulations, and DHSES policies. </li><li>Represent the unit and related program areas at internal and external meetings. </li><li>Oversee and resolve logistical, administrative, and operational issues blocking project implementation. Monitor project success through all stages to ensure target time frames and project goals and objectives are met. </li><li>Determine the inter-agency or intergovernmental impact of the project. </li><li>Facilitate the development and implementation of the daily work plans, activities, and tasks of the Technical Support Section to meet the 911 Unit's objectives in an efficient manner. Ensure all staff are working in tandem to achieve stated goals and in support of OIEC. </li><li>Participate in the recruitment and staffing process. Secure resources for staff deployment, identity and implement staff requirements, monitor progress, review results, and conduct performance reviews. Perform all administrative supervisory tasks as required. </li><li>Serve as a subject matter expert for 911 related technology. </li><li>Act as the departmental liaison on 911 and 988 emerging technologies, statewide Next Generation 911 (NG911) and emergency networking provisioning. </li><li>Evaluate data and reports generated by OIEC staff prior to submittal to appropriate recipients. </li><li>Escalate and bring management awareness to actions not consistent with set policy and procedures and conduct analysis to propose improved processes. </li><li>Respond quickly to outages and 911 access to emergency services causing significant delays in call delivery to local public safety answering points. </li><li>Schedule and facilitate meetings related to IT projects in the 911 community. </li><li>Facilitate effective communications between OIEC management, unit staff, and consultants. </li><li>Maintain knowledge of changes in industry practices and current and emerging technology trends by reviewing current literature, networking, participating in educational programs, attending relevant events, or participating in professional organizations. </li><li>Analyze and prepare reports on workload statistics and make recommendations to management to ensure standards compliance. </li><li>Review 911 system reports and communicate status updates concerning maintenance, outages, and network performance. </li><li>Review and implement guidelines and standards to ensure compliance with State and departmental rules and regulations utilizing various defined governance processes. </li><li>Evaluate, monitor, and ensure compliance with laws, regulations, policies, and standards. </li><li>Work with and actively engage with project manager(s) and/or consultants to establish work plans. Define scope and gather data for the 911Unit. </li><li>Ensure the NG911 technical architecture will be designed following industry best practices associated with redundancy and security. </li><li>Support DHSES and OIEC strategic direction, goals, and initiatives. </li><li>Support operations in time of emergency and disaster from regular work location.
