Formulates policies and procedures for new or revised programs or activities, such as screening, placement, education and training of students. Evaluates special education programs to ensure that objectives for student's education are met. Interprets laws, rules and regulations to students, parents, and staff. Recruits, selects, trains, and evaluates staff.</p> <p>QUALIFICATIONS</p> <ul> <li>Bachelor's Degree from an accredited college or university. </li><li>Master's Degree from an accredited college or </li><li>Massachusetts Certification in Special Education required </li><li>Five years of successful experience in the field of special education </li><li>Experience with the rules and regulations of the Department of Education, as well as the Legal Issues. </li></ul> <p>PERFORMANCE RESPONSIBILITIES</p> <ul> <li>Serves as the primary point of contact for assigned building Principals, Special Education Department Heads, Lead Special Education Teachers, and other school-based staff, providing support in creative problem solving, case consultation, staffing concerns, student and family issues, procedural guidance, and service delivery coordination for those schools. </li><li>Evaluates, on an ongoing basis, the assigned special education program area within their specialty (ex. PreK, COACh Program, etc.)-assessing curriculum, student data, procedures, and individual student needs and achievements to ensure effective, inclusive teaching practices that support diverse learning needs and promote equitable access to FAPE </li><li>Collaborates with external specialists, agencies and service providers to ensure comprehensive and cohesive support for students. </li><li>Assists in the implementation of school policies to include special education needs. </li><li>Recommends policies and programs essential to the needs of students with disabilities. </li><li>Keeps informed of all legal requirements governing special education and notifies all staff of any changes in the law. </li><li>Available to all TEAM Chairs with regards to legal questions and the IEP process. </li><li>Provides leadership in establishing new programs and developing improved understanding of existing programs. </li><li>Develops and initiates survey programs for continuous identification of students with disabilities. </li><li>Evaluates existing programs as an ongoing responsibility, and recommends changes, and additions as needed. </li><li>Develops procedures for referral, securing medical reports, psychological examination, and placement of students with handicaps. </li><li>Assumes responsibility for compiling, maintaining, and filling all reports and records legally required or administratively useful. </li><li>Processes all waiver applications with the Department of Education and supports DESE Public School Monitoring needs applicable to the role. </li><li>Coordinates and monitors "Child Find: Program with Child Find Coordinator and be responsible for carrying out multi-disciplinary team decisions for all school placements. </li><li>Assists in the development of Individual Education Programs (IEP's). </li><li>Reviews and signs IEPs for schools on their caseload. </li><li>Establishes and fosters effective communication with families, staff members, and community agencies relating to special education. </li><li>Evaluates special education staff in collaboration with appropriate building principal. </li><li>Pursues State and Federal grant applications and prepares reports and statistical data required. </li><li>Responsible for the recruitment and recommendation of employment of special education staff. </li><li>Assumes other responsibilities as may be assigned by the Superintendent or Administrator of Special Education. </li><li>Consults with Administrator and Deputy Administrator of Special Education and Team Chairs with all attorney requests and concerns regarding an individual's IEP </li></ul> <p>REPORTS TO: Administrator of Special Education</p> <p>EVALUATION: Administrator of Special Education</p> <p>TERMS OF EMPLOYMENT:</p> <p>WORK YEAR: Twelve Month Position</p> <p>HOURS: Regular hours: 7:45 - 3:45 M-Th;7:45-2:45 Friday and school vacation days</p> <p>Summer hours: 7:45-2:45 M-Th; 7:45-12:45 Friday</p> <p>SALARY: To Be Determined</p> <p>BENEFITS: The City of Lynn offers comprehensive and competitive health and dental benefits; Harvard Pilgrim PPO/HMO, Altus Dental High/Low, and Vision Insurance.
