<p>Pay Rate: $88,000</p> <p>The work schedule is: Monday - Friday 9a to 5p</p> <p>JOB DUTIES & RESPONSIBILITIES:</p> <ul> <li>Maintains expert-level knowledge of relevant laws and regulations (e.g., Medicaid, Medicare, DDA, QIO, COMAR, OHCQ, HCBS Final Rule), ensuring Agency programs adhere to current standards and that necessary updates are identified, communicated, and implemented timely. </li><li>Develops, implements, and enforces comprehensive compliance policies and procedures across all service areas, holding program leads accountable for consistent application and documented adherence. </li><li>Collaborates with Agency leadership, operations, Program Directors, Finance, HR, Legal, and external stakeholders to interpret regulatory changes and implement a cohesive compliance strategy that aligns internal practices with legal, ethical, and organizational standards, with clear accountability for execution and verification. </li><li>Promotes a culture of accountability rooted in dignity, rights protection, community inclusion, and self-determination, and monitors program performance to ensure these values are integrated into daily operations. </li><li>Leads internal audits and continuous monitoring to evaluate service delivery, billing, and documentation, ensuring findings are clearly documented, shared, and addressed through corrective action plans with defined ownership, timelines, and progress tracking to maintain Agency-wide audit readiness. </li><li>Maintains centralized, accessible records of compliance activities, audits, corrective actions, and billing reviews, and ensures timely submission of required reports to internal and external stakeholders. </li><li>Oversees all billing practices, including Medicaid, to ensure they are accurate, timely, and fully compliant with applicable regulations, through regular review of billing codes, documentation, and reimbursement processes that uphold financial integrity and accountability. </li><li>Conducts routine audits and investigations to identify and resolve billing discrepancies, overpayments, or regulatory violations, ensuring findings are documented in accordance with policy and that corrective actions are implemented and tracked. </li><li>Designs, delivers, and tracks ongoing compliance training on billing practices, documentation standards, ethical responsibilities, and regulatory updates, ensuring staff demonstrate competency in assigned duties. </li><li>Serves as a subject matter expert and advisor to staff, leadership, and partners, promoting continuous education and best practices in compliance. </li><li>Supports Agency alignment with CQL Personal Outcome Measures and the Quality Assurance Framework by integrating accreditation standards into internal practices and preparing all required documentation to ensure successful initial and renewal CQL accreditation. </li><li>Prepares and delivers transparent, accurate compliance reports for senior leadership, regulators, payers, and accrediting bodies. </li><li>Acts as the Agency's primary liaison with regulatory agencies, auditors, payers, and other external partners on all compliance matters. </li><li>Performs other duties as assigned. </li></ul> <p>EDUCATION & EXPERIENCE REQUIREMENTS:</p> <ul> <li>Bachelor's degree in health administration, Social Work, Human Services, Accounting, or a related field. </li><li>Three (3) years of experience in compliance, billing, or regulatory affairs in healthcare or social services, preferably in intellectual and developmental disabilities (IDD) services. </li><li>Experience conducting billing audits and using coding systems. </li><li>Experience with CQL standards and person-centered practices. </li><li>Robust understanding of IDD services, Medicaid billing, and regulatory frameworks. </li><li>An equivalent combination of education and experience may be considered. </li></ul> <p>REQUIRED SKILLS & ABILITIES:</p> <ul> efficiency. </li><li>Demonstrates excellent verbal and written communication skills, ensuring clear and effective exchanges. </li><li>Acts with discretion, tact, and professionalism in all situations, maintaining confidentiality and integrity. </li><li>Requires proficiency in using computer systems and software to perform job function, including but not limited to, basic Windows PC, web browsing (i.e., Chrome, Internet Explorer, etc.), and Microsoft Office applications, such as Word, Excel PowerPoint, Teams, and OneDrive, and billing systems (e.g., Therap, iCM, or other EHR platforms). </li></ul> <p>PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:</p> <ul> <li>Hybrid work options are available, contingent upon business needs and performance expectations in alignment with the Agency's policy. </li><li>Regular travel to program sites within the Baltimore area is required. </li><li>Ability to perform standard office functions (e.g., sitting, standing, typing) and to remain in a stationary position, often standing or sitting for prolonged periods. </li><li>Hearing and vision abilities within normal range (corrected) to drive safely and to observe and communicate with others. </li><li>Adjusting or moving objects up to 25# in all directions, which may include lifting, carrying, pushing, pulling, or repositioning items as necessary to perform job duties. </li><li>Driving (Agency and/or personal vehicle) is required for this position. The driver must be at least 21 years of age, with a minimum of 2 years of driving experience, and hold a valid driver's license issued by the state of residence.
