<p>Summary Statement</p> <p>Lead Complex Construction Projects from Start to Finish</p> <p>Take charge of medium to large-scale facilities projects-from initial planning and design through construction, close-out, and handoff to operations. Imagine that.</p> <p>Required Knowledge, Experience, And Training</p> <ul> <li>Bachelor's degree in engineering, construction management, and at least 11 years of progressively responsible experience in managing airfield or aviation infrastructure projects, including 5 years of experience in a leadership role, 3 years of design experience and 5 years of experience as a construction project manager, or </li><li>an equivalent combination of education and/or experience. </li></ul> <p>Licensing And Other Requirements</p> <ul> <li>Professional Engineers (PE) license in civil engineering in the State of Idaho, or ability to obtain State of Idaho PE license within 6 months of start date. </li><li>Valid state-issued driver's license. </li></ul> <p>Applicants must be able to pass:</p> <ul> <li> <p>City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation</p> </li><li> <p>Driving Record Check</p> </li><li> <p>Education Verification</p> </li><li> <p>Transportation Security Administration background check (SIDA)</p> </li></ul> <p>Essential Functions</p> <p>Performs highly complex and specialized tasks requiring considerable judgement, independent analysis and decision making. Provides leadership, coaching and/or mentoring to a subordinate group.</p> <p>Defines project scope, goals and objectives on the Airport's large, complex projects by working closely with stakeholders. Develops detailed project scope, schedule, budget, resource plan and issue/risk logs. Conducts qualitative and quantitative risk analysis to guide data-informed decisions on project scope and solution design to mitigate risks to the Airport. Ensures periodic project status reports, sponsor communication updates and formal presentations are completed. Conducts project meetings and completes project tracking and analysis.</p> <p>Leads medium to large size projects of complexity including facility construction projects, airfield construction projects, land lease agreements, technology implementations, and internal process improvement projects. Specializes in leading projects that cross multiple departments and strategic goals to ensure the most ambitious goals of the Airport are reached.</p> <p>Builds detailed budgets and tracking methods, processes and tools for projects and contracts ranging up to $40M. Monitors and tracks actual spending against approved budgets by partnering with the Airport Finance Team. Provides regular project financial status updates including forecasted Estimates-to-Completion (ETC) and Estimates-at-Completion (EAC).</p> <p>Creates detailed project schedules and identifies resources necessary to achieve them. Monitors current progress to project schedule and identifies and resolves issues affecting execution of the project schedule. Tracks progress to schedule, contractual obligations and sponsor expectations and provides timely and transparent updates to keep projects on schedule to completion. Identifies, tracks and mitigates project issues and risks. Escalates issues and resolution plans quickly and effectively while encouraging project team to do the same.</p> <p>Owns the contractual relationship and acts as the contract representative for the Airport as needed. Receives and reviews contractual submittals, invoices, change orders and other contractual approvals. Monitors contractual terms to reduce risk to the Airport and increase successful contractual execution. Identifies contract issues that might affect project goals and objectives. Ensures integration of vendor tasks into projects in collaboration with other project stakeholders. Identifies and secures any internal or external experts needed to provide technical guidance to project.</p> <p>Ensures adherence to quality standards and required project deliverables for both internal and external project team members. Assists in the development of project management standards, methods, templates, and processes across city departments.</p> <p>Oversees procurement processes, including preparing and soliciting proposals for the project. Provides experienced leadership in the creation of RFP/RFQ documentation and acts as the point of contact for externally contracted vendors/firms. Leads project team in vendor selection on projects, ensures project budget constraints are considered during contract negotiations. Leverages professional experience to assist in ensuring projects are set up with the best type of contract and terms needed for a particular project.</p> <p>Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.</p> <p>Requirements</p> <p>Additional Required Knowledge, Experience, And Training</p> <p>Knowledge of:; construction management and engineering principles, practices and procedures, including estimating techniques for Airport projects; statutes, ordinances and regulations governing engineering practices, procurement and construction; and multiple project management methodologies and best practices.</p> <p>Ability to:; display strong leadership skills; demonstrate accountability for defining and managing complex, large and highly visible projects from idea to successful completion.; lead project teams with both internal and external stakeholders; manage all aspects of contracts and commercial terms related to project resources, solution implementation, design and/or construction; craft effective executive sponsor project updates with minimal guidance; manage construction/engineering project tasks including plan reviews, permitting processes and construction phases in the practice of airfield, facilities and/or construction projects.; select and build project teams consisting of consultants, contractors, city employees and occasionally residents of the city; understand and comply with all rules, policies, and regulations; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.</p> <p>Individuals must be capable of operating vehicles safely and have an acceptable driving record.</p> <p>Preferred Knowledge, Experience, And Training</p> <p>Master's degree in engineering, project management, construction management, architecture, computer science, business or a related field and ten or more years of municipal and/or commercial facility design and construction experience.</p> <p>Project Management Professional (PMP) credentials from PMI.</p> <p>Experience working for a public agency in project management.</p> <p>Working Conditions</p> <p>The physical effort characteristics and working environment described here are representative of those an employee encounters while performing the essential functions of this job. Also, the employee is frequently pushing/pulling up to 10 pounds and rarely pushing/pulling up to 35 pounds. The noise level is occasionally very loud. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, climb and balance.</p> <p>Working Environment</p> <p>The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter.
