<p>The Director of Professional Services and Alternative Delivery Contracts and is responsible for hiring, managing and leading a team of professional services and alternative delivery procurement professionals and other staff to provide a to provide comprehensive support to project managers across the Authority's twenty plus departments and Engineering and Capital Division, including but not limited to, Capital Delivery, Integrated Transit Program, Technical Engineering & Design, Operations Project Deliver. The Director of Professional Services and Alternative Delivery Contracts and Staff will report to the Deputy Chief for Contract Services.</p> <p>The Director of Professional Services and Alternative Delivery Contracts will also conduct public meetings; perform staff reviews, supervise management personnel, and ensure procurement best practices conform to Federal and State Laws while serving the best interest of the Authority. Coordinate and deliver the procurement roadmap Coordinate and deliver the procurement roadmap The Director will also assist senior leadership with all internal and external audits of professional services and alternative delivery contracting processes and procedures. </p> <ul> <li>Direct the procurement of professional services and alternative delivery contracts. </li><li>Manage all phases of professional services contract procurement which include Request for Qualifications; Request for Proposals; conflict of interest review and determination; shortlist; selection; negotiation; pre-audit; award; contract execution. </li><li>Manage all phases of alternative delivery contract procurement which include Request for Qualifications; Request for Proposals; conflict of interest review and determination; shortlist; selection; negotiation; award; contract execution; iGMP negotiations, GMP negotiations. </li><li>Oversee outreach with Associated General Contractors of MA and other MBTA business partners. </li><li>Develop and oversee the Professional Services and Alternative Delivery Letting Schedule to support the Authority's Capital Program. </li><li>Manage Audit Reviews and coordinate FTA quarterly reviews to ensure contractual adherence to Federal, State and Local Regulations. </li><li>Coordinate contract activities with other departments including, Legal, Procurements and Logistics, Finance, Risk and Capital Program Departments </li><li>Supervise, directly or indirectly through managers and supervisors, a technical and administrative staff comprised of procurement project coordinators and staff assistants. </li><li>Proactively identify and resolve potential issues. </li><li>Organize and prioritize workload, be pro-active in identifying contract procurement needs/ requirements. </li><li>Prepare contract related correspondence, reports, charts and presentations utilizing Microsoft Word, Excel, Database and PowerPoint. </li><li>Work independently within broadly defined objectives in addressing complex tasks in a time- sensitive environment. </li><li>Follow up on actions required while seeking guidance as necessary. </li><li>Respond to each inquiry, whether from a customer, vendor or co-worker in a timely, courteous and professional manner consistent with the Authority's Customer Service quality standard. </li><li>Supervise and manage a team of individual employees who are members of a collective bargaining unit(s). </li><li>Uphold the rights and interests of the Authority while building and maintaining an effective relationship with staff and other colleagues. </li><li>Ensure MBTA requirements are developed prior to procurement </li><li>Drive a company or personal vehicle to visit work sites </li><li>Respond to each inquiry, whether from a customer, vendor or coworker in a courteous and professional manner consistent with the MBTA's customer service quality standard </li><li>Respond to emergencies, either directly or through subordinates, on a twenty-four (24) hour, seven (7) day per week basis </li><li>Uphold the rights and interests of the MBTA while building and maintaining an effective relationship with employees </li><li>Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, AntiDiscrimination and Anti-Harassment and Anti-Retaliation policies </li><li>Perform related duties and projects as assigned. </li><li>A Bachelor's degree from an accredited institution. </li><li>Seven (7) years of supervisory experience in the construction and or professional services procurement for major transit or rail industry projects </li><li>Five (5) years related experience in a field staff group supervisory capacity </li><li>Strong oral, written and interpersonal skills; effective organizational, analytical, and multitasking abilities </li><li>The ability to use the MSOffice suite of applications as well as Database applications </li><li>The ability to pass: a Criminal Offender Record Information (CORI) check; background screenings; and the MBTA's medical requirements, including a physical examination and drug and alcohol screening </li><li>The ability to handle sensitive and confidential information in an appropriate manner </li><li>Effectively communicate with customers, employees, contractors and vendors </li><li>Possess excellent customer service, conflict resolution, time management, communication, presentation and speaking skills </li><li>Have a valid driver's license. </li><li>Ability to supervise and work effectively with a diverse workforce </li><li>Have a satisfactory work record including overall employment, job performance, discipline and safety records. Infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection. </li></ul> <p>Preferred Experience and Required Skills</p> <ul> <li>Massachusetts Certified Public Purchasing Official (MCCPO) Certification Professional </li><li>A Master's degree in a related subject substitutes for two (2) years of general experience. </li><li>A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience </li></ul>
