<p>The New York City Department of Veterans Services (DVS) connects, mobilizes, and empowers New York City's Veteran community in order to foster purpose-driven lives for US Military Service Members past and present in addition to their caregivers, survivors, and families.</p> <p>DVS seeks a dynamic, motivated, detail-oriented and accomplished individual to serve as Chief of Staff. This position is an integral member of the DVS Leadership Team, serves as the primary advisor to the Commissioner on agency matters, and will focus on making improvements and efficiencies across the agency, enabling staff to work smarter, ultimately delivering better results to DVS clients and service providers.</p> <p>Reporting to the Commissioner, with the widest latitude for independent initiative, judgment and action, the Chief of Staff will provide strategic and operational guidance, coordinate intra-agency projects, and be responsible for the administration, management, and oversight of all staff functions to support DVS's continuum of programs. As a member of the Commissioner's Senior Leadership Team, the Chief of Staff will have the following duties:</p> <ul> <li>Serve as the primary point in the development, implementation, and monitoring of both short and medium-term strategies. </li><li>Build and sustain a high integrity, high-impact and high-value organization where all staff thrive in their roles in fulfillment of the agency's mission and core organizational values. </li><li>Collaborate with the Leadership Team to develop and implement plans, with high regard to quality and efficiency, for the operational infrastructure of personnel, systems and processes in order to promote organizational sustainability and growth and achieve DVS goals. </li><li>Establish a project management culture across DVS, focused on ensuring effective execution of high-profile initiatives and projects, particularly projects with aggressive timelines. </li><li>Lead the agency's efforts to elevate, integrate, and institutionalize responsibility for key management functions and business process innovations. </li><li>Foster and continuously model a success-oriented, accountable environment within the organization, and build and reinforce an organizational culture of learning and inquiry as part of ongoing continuous improvement efforts. </li><li>Review staffing trends and devise strategies to reduce staff turnover and strengthen staff capacity on every level within DVS's workforce. </li><li>Work collaboratively with the Commissioner and Senior staff to establish and/or refine agency doctrine and policy to ensure that the agency's goals and objectives are achieved. </li><li>Work directly with the Commissioner and leadership team to properly attend to the overall administration of the agency, including but not limited to: legislative affairs, public and intergovernmental matters, press and communication, strategic initiatives and EEO issues. </li><li>Serve as liaison to agency staff, other government entities and the general public and guides the Commissioner in decisions affecting major policy and procedural changes related to issues involving public controversy and legislative sensitivity. </li><li>Represent the Commissioner at agency meetings, as necessary. </li></ul> <p>CHIEF OF STAFF (DVS) - 95842</p> <p>Minimum Qualifications</p> <ul> <li>Baccalaureate degree from an accredited college is required; graduate degree in business </li></ul> <p>administration, public policy, urban planning and/or law is preferred.</p> <ul> <li>Minimum of 10 years full-time executive and managerial experience in one or more of the following </li></ul> <p>fields; operations research and analysis; policy advocacy, business administration, public policy, urban</p> <p>planning/development and/or law; supervisory experience leading individuals and organizational teams</p> <p>is an absolute requirement.</p> <ul> <li>Demonstrated proficiency with anticipating and resolving personnel conflicts; performing superb </li></ul> <p>written and verbal communication with individuals, groups and communities; analyzing policy</p> <p>actions/impact; and building a cohesive mission-focused team of teams.</p> <ul> <li>Proven ability to yield positive outcomes as a local advocate for NYC veterans and families </li></ul> <p>state/national veteran advocacy and leadership experience is a plus</p> <ul> <li>Demonstrated commitment to public service is essential; veteran status is a plus </li></ul> <p>Public Service Loan Forgiveness</p> <p>As a prospective employee of the City of New York, you may be eligible for federal loan forgiveness programs and state repayment assistance programs. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
