<p>The Recreation Services Administrative Superintendent performs complex, professional, and administrative work managing the Department's budget, communications, emergency management, information technology, training, and administrative operations. The Superintendent provides budget oversight, staff leadership, and programming direction for the purposes of executing Recreation Services which enhances the lives and experiences of those living, working, playing, and learning in Boca Raton.</p> <p>Duties and areas of responsibility may change at any time based upon organizational needs. Supervision is exercised over all Division personnel.</p> <ul> <li>Oversees the preparation and submittal of the department's budget; makes budget forecasts; assists with Department CIP preparation; monitors expenditures and financial transactions. </li><li>Oversees department administration including payroll, position control, purchasing and human resources related processes, department policies, and customer inquiries. </li><li>Oversees department communications including annual marketing plan, website, program guide, social media platforms, park signage, year in review and various marketing campaigns and materials. </li><li>Oversees implementation and maintenance of department software and I.T related projects and makes recommendations for improvements via the use of technology. </li><li>Develops and coordinates department customer service training program including new hire orientation and onboarding. </li><li>Conducts financial and programming audits to ensure compliance with policies and cost recovery efforts. </li><li>Assists Deputy Recreation Services Director in establishment of department goals and objectives and develops policies and procedures to ensure consistency and best practices throughout the department. </li><li>Coordinates and oversees the department's emergency management plans. </li><li>Manages projects, produces reports, analyzes processes and makes recommendations that support strategic initiatives. </li><li>Advises Deputy Recreation Services Director and Recreation Services Director on important matters and activities. </li><li>Interviews job applicants and makes recommendations. </li><li>Serves as liaison with other city departments on related activities. </li></ul> <p>Financial Responsibilities:</p> <ul> <li>Monitors revenue and expenses to ensure compliance with proposed budget and purchasing guidelines. </li><li>Prepares the annual Operating Budget with justification and makes recommendations for future Capital Improvement Projects (CIP) to pursue. </li><li>Assumes responsibility for correct application of distinct funds associated with various center's activities. </li><li>Prepares and/or processes final approval for small and large dollar purchase orders. </li></ul> <p>Knowledge of:</p> <ul> <li>Comprehensive knowledge of the philosophies, principles, and practices of public recreation. </li><li>Comprehensive knowledge of interviewing and hiring practices. </li><li>Public Parks and Recreation building and equipment, repair, and maintenance. </li><li>Municipal financial, budgeting, and purchasing practices. </li><li>General office practices and procedures </li></ul> <p>Skilled in:</p> <ul> <li>Microsoft Office Suite products to include Word, Excel, PowerPoint, and Outlook, at an intermediate level. </li><li>Develop and implement work related training programs including customer service, emergency preparations and accident and incident reporting. </li><li>Prepare and deliver public presentations. </li><li>Write professional and effective letters, memos, emails, reports, manuals, and policies. </li><li>Project management. </li></ul> <p>Ability to:</p> <ul> <li>Plan, organize, evaluate, and supervise the work of subordinates including supervisors and managers. </li><li>Develop, administer and evaluate recreation programs and events. </li><li>Develop and train employees. </li><li>Establish and maintain effective working relationships with City Officials, employees, and the public. </li><li>Conduct logical and financial analysis for project planning and budgeting. </li><li>Learn and effectively utilize various software (Rec Trac, SharePoint, Oracle, etc.) </li><li>Work a flexible work schedule that includes weekdays, weekends and evenings as needed, including holidays. </li><li>Bachelor's degree from an accredited college or university in Recreation, Public Administration, or related field is required. </li><li>Six (6) years of progressively responsible state or local government experience in parks and recreation or public administration field is required. </li><li>Two (2) years' experience supporting direct reports at the professional and managerial level. </li><li>Able to obtain either Certified Park and Recreation Professional (CPRP) OR Certified Park and Recreation Executive certification within six (6) months of employment. </li><li>Possession of a valid State of Florida Class "E" driver's license </li></ul> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Master's degree from an accredited college or university in Public Administration, Recreation, or related field may substitute for two (2) years of non-supervisory experience. </li><li>Possession of a valid Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) certification at the time of application. </li></ul> <p>Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor's degree, and additional two (2) years in lieu of an associate degree.an additional four (4) years in operating motor vehicles or heavy equipment </li><li>Continuously assessing the accuracy, neatness and thoroughness of the work assigned </li><li>Continuously utilizing the ability to observes details accurately and identify variances </li><li>Occasionally lift/carry objects 25 pounds or less </li><li>Occasionally push/pull objects 25 pounds or less </li><li>Continuously working in a normal office environment with few physical discomforts </li><li>Occasionally working in an area that is somewhat uncomfortable due to drafts, noise, temperature variation or the like </li><li>Occasionally working in an outdoor area where exposure to animals/ reptiles and/or insects may occur </li></ul> <p>Essential Employee Designation</p> <p>When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, any employee may be deemed essential by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. </p>
