<p>Are you a strategic thinker with deep expertise in public procurement and contract management? The Town of Brookline is seeking a highly skilled Chief Procurement Officer (CPO) to lead strategic purchasing for both the Town and School Departments. This is a pivotal leadership position responsible for ensuring that all procurement activities meet legal, ethical, and fiscal standards while supporting departments with high-quality goods and services.</p> <p>Reporting to the Finance Director, the CPO ensures compliance with Massachusetts General Laws Chapter 30B and leads initiatives that enhance efficiency, transparency, and fiscal responsibility in all procurement activities.</p> <p>Key Responsibilities</p> <ul> <li>Lead and manage all procurement operations across Town and School Departments </li><li>Supervise a team of three full-time procurement professionals </li><li>Ensure compliance with MA procurement laws, minority participation rules, and ethical standards </li><li>Prepare and review bids, RFPs, and contracts; appoint proposal review committees </li><li>Negotiate with vendors to secure high-quality, cost-effective products and services </li><li>Oversee procurement recordkeeping, contract execution, and vendor performance evaluation </li><li>Support various committees (e.g., EMS Operations, Cable TV, Health Care) and contribute to Town planning initiatives </li><li>Develop procurement training materials and mentor internal stakeholders </li></ul> <p>What Were Looking For</p> <p>Education & Experience:</p> <ul> <li>Bachelors degree in Business Administration, Public Administration, or related field </li><li>Minimum 5 years of progressively responsible procurement experience with a proven ability to manage complex, multi-departmental purchasing processes. </li><li>Strong leadership and supervisory background </li></ul> <p>Certifications (Required or Willing to Obtain):</p> <ul> <li>Certified Purchasing Manager (CPM) National Association of Purchasing Management </li><li>Certified Public Purchasing Officer (CPPO) National Institute of Governmental Purchasing </li></ul> <p>Key Skills & Knowledge:</p> <ul> <li>Expert knowledge of Massachusetts procurement laws and bidding requirements </li><li>Strong ability to write clear specifications, contracts, and technical documentation </li><li>Detail-oriented with excellent organizational, analytical, and reporting abilities </li><li>Proficient in Microsoft Office Suite, including Word, Excel, and database management tools </li><li>Skilled in stakeholder communication and interdepartmental collaboration </li><li>Ability to read and interpret blueprints and technical documents </li></ul> <p>Work Environment & Expectations</p> <ul> <li>Office-based position with occasional evening meetings required </li><li>Regular interaction with internal departments, vendors, and public stakeholders </li><li>Handles confidential and sensitive information related to bids and contracts </li><li>Must manage multiple priorities and meet critical deadlines </li></ul> <p>Why Work With Us?</p> <p>The Town of Brookline offers a collaborative and mission-driven work environment where your procurement expertise will directly contribute to enhancing public services, operational efficiency, and long-term cost savings for the community.
