<p>General Description</p> <p>The City of Madison is hiring a Principal Planner</p> <p>The City of Madison seeks a qualified Principal Planner with excellent communication skills to be part of the leadership team for the Planning Division. This position is primarily responsible for the leadership of the Neighborhood Planning, Preservation, and Design (NPPD) Section within the Planning Division, while contributing to the overall leadership and success of the Division. The NPPD Section engages with the community in long range planning and special projects that ensure Madison is a vibrant and inclusive city as it changes over time, with a particular focus on physical design, placemaking and activation of public spaces. The Principal Planner supervises a team of experienced professional staff in the creation and maintenance of a wide variety of forward-looking citywide, area, and topic-specific plans and special projects, often with a focus on downtown and established city neighborhoods. This work includes collaboration across the Planning Division to develop long-range plans, leading the City's historic preservation and arts and culture programs, and engaging in interagency efforts to implement plans through public space design and city-initiated redevelopment. Successful administration of this Section depends heavily on clear communication and collaboration with various city agencies, elected officials, community partners, and racially and culturally diverse residents. Even if every item on the job posting doesn't match your experience perfectly, we encourage you to apply and share how your skills and experience can best serve our community.</p> <p>Examples of Duties and Responsibilities</p> <p>Direct the activities and functions of the Neighborhood Planning, Preservation, and Design (NPPD) Section encompassing long-range and special project planning, historic preservation, arts and culture, neighborhood support, public space design, and plan implementation activities</p> <ul> <li>Direct, lead and support staff members to ensure alignment with the City's Comprehensive Plan and other adopted plans, and the vision, mission and values of the city, the organization, and residents. </li><li>Work with the Planning Division Director to hire, train, on-board, assign, supervise and evaluate the NPPD staff team. Hold regular employee check-ins and provide coaching and support for professional development. </li><li>Develop scopes of work and assign tasks and cross-section project responsibilities to staff as part of the Planning Division Work Plan. </li><li>Review draft plans, reports, and communications and ensure consistent and high-quality work products from the NPPD staff team. </li><li>Stay up to date on any required supervisory trainings and monitor required trainings for NPPD staff. </li></ul> <p>Serve as Project Manager and/or Principal Staff overseeing specific planning processes and projects</p> <ul> <li>Co-manage and/or coordinate staffing for the implementation of key development projects for which the City or Community Development Authority is lead. This includes concept development with input from elected officials, staff from other agencies, community involvement, drafting requests for proposals, and coordination with internal staff and external development teams. </li><li>Oversee the city's Percent for Art program, working toward creative solutions and ensuring compliance by coordinating closely with staff leading capital projects, the Arts and Culture Administrator, and others as needed. </li><li>Work with the Division Director, other Principal Planners, project managers, relevant staff from other agencies, and elected officials as needed to set clear expectations for and ensure the effectiveness of the city's Area Planning function. </li><li>Participate on internal staff teams focused on revisions and improvements to the Zoning Code and design review of proposed development projects. </li></ul> <p>Actively engage with and communicate regarding NPPD projects and activities</p> <ul> <li>Present and/or coordinate staff presentations to the Plan Commission, Common Council, and other boards, committees, commissions, community groups and the public. </li><li>Lead or support activities to educate policymakers and residents about the importance of planning, design, and the work of the NPPD Section, including the aesthetic, economic and social benefits. </li><li>Oversee NPPD efforts, and support Division-wide efforts, to create more inclusive systems for resident involvement in Planning and other city processes. </li><li>Oversee the creation of a wide variety of visuals to support the work of the NPPD Section and Planning Division, including but not limited to 3D modeling, site development concepts, 2D site planning, illustrations, and other similar graphics. </li><li>Serve as one of several Planning Division staff engaged in media communications. </li></ul> <p>Provide support and leadership for Citywide, Department, and Planning Division efforts and initiatives</p> <ul> <li>Participate as a member of the Planning Division Management and Leadership Teams, Mayor's Planning Team, Public Works Initiatives Team, and the Department-wide management group. </li><li>Support the Planning Division Director with the annual budget process, particularly as it relates to arts and culture program funding. </li><li>Support staff or participate as a member of the Planning Division's Equity Team. </li><li>Support the City's "Results Madison" effort to track and communicate meaningful indicators related to Planning Division services. </li><li>Provide support for other projects as assigned. </li></ul> <p>Perform other related work as required.</p> <p>Minimum Qualifications</p> <p>Four (4) years applying the following:</p> <ul> <li>Theories, principles and practices of land use, community planning, urban design, and public engagement. </li><li>Related local ordinances and laws. </li><li>Public sector project management and administration. </li><li>Design considerations and their application in government processes and programs. </li></ul> <p>Two (2) years applying the following:</p> <ul> <li>Full range of supervisory principles and practices, labor relations and personnel management. </li><li>Computer software applicable to the position, including tools and software for spatial analysis; 2D and 3D design renderings; development of graphically-rich presentations, reports, and project materials; Sharepoint and M365 suite of applications. </li></ul> <p>OR</p> <ul> <li>Five (5) years of professional planning experience including responsibilities for: long-range planning; plan implementation involving urban design and placemaking, historic preservation or public art; project management; public engagement; and work as a team leader. </li><li>Bachelor's degree in Urban and Regional Planning, Urban Studies, Architecture, Landscape Architecture, Real Estate, Geography, Economics, Engineering or other closely related field. </li></ul> <p>OR</p> <ul> <li>Four (4) years of professional planning experience including responsibilities for: long-range planning; plan implementation involving urban design and placemaking, historic preservation or public art; project management; public engagement; and work as a team leader. </li><li>Master's degree in Urban and Regional Planning, Urban Studies, Architecture, Landscape Architecture, Real Estate, Geography, Economics, and Engineering or other closely related field. </li></ul> <p>The City of Madison strives to provide exceptional customer service to all its residents and visitors.
