<p>Overview</p> <p>The Clean Water Initiative Program (CWIP) seeks a motivated, organized, and creative individual to join our team. CWIP collaborates with state and federal agencies to fund, track, and report on projects restoring Vermont's waters. This role leads strategic program design and is vital in deploying clean water funds to realize measurable water quality improvements. Position offers multiple opportunities for skill development in project management, collaboration, and leadership in a supportive team environment. The position is based in Montpelier with the option to telework two days a week.</p> <p>Job Duties:</p> <ul> <li>Strategic Program Coordination (10%): With CWIP's supervisor team, support implementation of CWIP's mission to align & coordinate clean water efforts statewide. Network with other clean water funding entities to support a strategic and coordinated clean water funding approach in Vermont and identify new partnerships and opportunities. Represent CWIP in public settings to conduct outreach and respond to press inquiries, requests from the legislature, or requests from federal funding/regulatory partners. </li><li>Budget Development (15%): Lead staff support for the Clean Water Board. Represent CWIP funding priorities in the annual budget process. Identify key policy questions, prepare memos for the Agency Secretary that summarize complex decision points, negotiate draft budgets with interagency input, coordinate an annual public comment period, and uphold a transparent and participatory budgeting process for roughly $50 million annually. </li><li>Funding Program Design and Policy (25%): Develop new and complementary funding initiatives that comply with state policies, statutory priorities, and tracking and accounting needs. Lead the maintenance of CWIP's Funding Policy, establish and communicate update workplans, secure buy-in from affected parties and coordinate integration of input from external partners. </li><li>Supervision (25%): Supervise positions in funding program design and implementation. Assist staff in workload management and prioritization, review of deliverables, and navigating conflicts or challenges. Advance positive team dynamics and an inclusive and connected work environment. </li><li>Oversee CWIP financial and project operations (15%): Oversee CWIP staff in the management of funds under CWIP administration including the development of the annual CWIP Spending Plan, staging and monitoring passthrough workload, and financial tracking and management. Support improvements to CWIP's Technical Project Management cohort by facilitating documentation and training of best practices, templates, and sharing of lessons learned. </li><li>Crosscutting Team Functions (10%): Support core CWIP functions, including project-related tracking, communications, technical project management, and continuous improvement. Perform other duties as assigned. </li></ul> <p>Ideal Candidates will have:</p> <ul> <li>Interpersonal skills and ability to coordinate work among various partners. </li><li>Expertise in grant, budget, and project management, including managing multimillion-dollar budgets. </li><li>Technical knowledge in surface water management strategies across various sectors (e.g., stormwater, natural resources, agriculture, wastewater). </li><li>Ability to interpret complex information and translate it into project management tasks. </li><li>Collaborative supervisory experience. </li><li>Excellent organizational and time management skills, with keen attention to detail and the ability to manage multiple projects simultaneously. </li><li>Team player with initiative to work independently. </li><li>Outstanding written and verbal communication and presentation skills. </li><li>Commitment to environmental justice and diversity, equity, and inclusion goals </li><li>Proficiency with standard office software (Word, Excel, PowerPoint) and data management. </li></ul> <p>Cover letter and resume required.</p> <p>Who May</p>
