<p>This position manages the daily operations of the Business Tax and Alcohol, Property Tax, or Treasury unit.</p> <ul> <li>Supervises, trains and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. </li><li>Serves as internal departmental lead for new program development and implementation. </li><li>Resolves complex customer service issues; responds to customer complaints. </li><li>Responds to routine and special requests for information from officials, members of the staff, and the public. </li><li>Review and process refunds, adjustments, and payment reversals. </li><li>Prepares alcohol license requests for council review; coordinates meetings with applicants; coordinates with city departments for required reports </li><li>Attends neighborhood meetings upon request. </li><li>Conducts site visits when necessary. </li><li>Conduct research for best practices from comparable municipal governments. </li><li>Assist with administrating City ordinances and implementing changes. </li><li>Performs delinquent collections; conducts site visits; issues court summons; prepares case and enforcement documentation for legal review; represents the city in Recorder's Court. </li><li>Provides customer service and administrative, financial, and clerical functions. </li><li>Ensures compliance with the guidelines of departmental procedures, city policies, and ordinances. </li><li>Performs other related duties as assigned. </li></ul> <p>Bachelor's Degree in Business Management, Public Administration, Accounting, or related field with four (4) years of analytic experience in local government management, finance, or accounting or an equivalent combination of education, training, and experience.</p> <p>Must possess and maintain a valid state driver's license with an acceptable driving history.</p> <p>Additional Requirements</p> <p> Background investigation, including supervised drug screen, post-offer/pre-employment medical screen, and verification of education, certifications, and licenses required prior to employment.</p> <ul> <li>Knowledge of governmental accounting principles and practices. </li><li>Knowledge of the principles and practices of alcohol laws and NAICS codes. </li><li>Knowledge of modern office practices and procedures. </li><li>Knowledge of modern office management practices, procedures, and equipment. Skill in establishing priorities and organizing work. </li><li>Skill in decision-making. </li><li>Skill in compiling information and preparing reports. </li><li>Skill in supervising the work of others. </li><li>Skill in public and interpersonal relations. </li><li>Skill in the training and supervision of personnel. </li><li>Skill in oral and written communication. </li><li>Ability to lead and organize the work of a unit. </li></ul> <p>Minimum Standards</p> <p>SUPERVISORY CONTROLS: The Director assigns work based on general instructions. The work is reviewed through conferences, reports, audits, and observation of department activities.</p> <p> </p> <p>GUIDELINES: Guidelines include the city revenue ordinance, City code, and State of Georgia laws and regulations. These guidelines require judgment, selection, and interpretation in application.</p> <p> </p> <p>COMPLEXITY: The work consists of varied supervisory and enforcement duties. The need for accuracy contributes to the complexity of the position.</p> <p> </p> <p>SCOPE AND EFFECT: The purpose of this position is to administer the day-to-day activities of a Revenue unit. Successful performance in this position results in a fair and accurate collection of tax revenues. </p> <p> </p> <p>PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, state agents, court personnel, judges, neighborhood leaders, executive City leadership, and members of the general public.</p> <p> </p> <p>PURPOSE OF CONTACTS: Contacts typically give or exchange information, provide services, motivate personnel, resolve problems, justify decisions, and negotiate and settle matters.</p> <p> </p> <p>PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light objects.</p> <p> </p> <p>WORK ENVIRONMENT: The work is typically performed in an office or at inspection sites.</p> <p> </p> <p>SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position directly supervises the Revenue Specialists, Server Permit Specialist, and Customer Service Representative.</p>
