The Superintendent is responsible for supervising all enforcement activities and employees of the Indiana State Excise Police (Department).</p> <p>Salary Statement:</p> <p>The salary for this position traditionally starts at $102,024.00 but may be commensurate with education or work experience.</p> <p>Responsibilities:</p> <ul> <li> <p>Work directly under the supervision of the chairman.</p> </li><li> <p>Direct regulatory and criminal investigations.</p> </li><li> <p>Direct enforcement operations at alcohol, type II gaming, and tobacco permit or certificate holder locations.</p> </li><li> <p>Develop, implement, and ensure adherence to Department policies and procedures, including Standard Operating Procedures</p> </li><li> <p>Develop and monitor Department goals and report progress to the chairman.</p> </li><li> <p>Oversee Department planning, budgeting, recruiting, and other administrative tasks.</p> </li></ul> <p>Duties:</p> <ul> <li> <p>Engage in all administrative management functions, including:</p> </li><li> <p>Provide information and input on the legislative process.</p> </li><li> <p>Provide direct input regarding the Department's budget process.</p> </li><li> <p>Review programs to determine cost effectiveness and timeliness.</p> </li><li> <p>Review and approve/disapprove all requisitions and payments with guidance from the controller.</p> </li><li> <p>Manage and oversee procedures to fulfill staffing requirements of the department, including:</p> </li><li> <p>Merit-based hiring and promotional processes.</p> </li><li> <p>Specialized regulatory and criminal training program for new officers.</p> </li><li> <p>Continued training in relevant areas for all officers.</p> </li><li> <p>Administration and enforcement of discipline pursuant to Department standards and Commission rules.</p> </li><li> <p>Devise and supervise goals and performance appraisal activities for the department and individual officers, including:</p> </li><li> <p>Develop enforcement goals and priorities based on empirical and statistical data.</p> </li><li> <p>Develop performance metrics.</p> </li><li> <p>Devise and maintain systems to effectively monitor, control, and document progress and effectiveness of enforcement and investigatory activities.</p> </li><li> <p>Develop and maintain necessary relationships with:</p> </li><li> <p>Department personnel by actively fostering positive and respectful interactions that demonstrate support, reliability, and trust.</p> </li><li> <p>All applicable partner law enforcement and regulatory agencies, including federal, state, and local law enforcement.</p> </li><li> <p>Other alcohol and tobacco regulatory and law enforcement agencies in other jurisdictions.</p> </li><li> <p>Permittees, certificate holders, and industry stakeholders.</p> </li><li> <p>Maintain detailed and current knowledge of:</p> </li><li> <p>Emerging issues in the alcohol and tobacco marketplaces.</p> </li><li> <p>Administrative and criminal investigations conducted by the Department.</p> </li><li> <p>Developments in the field of criminal law and law enforcement.</p> </li><li> <p>Daily materials circulated within the Department from industry stakeholders and from other law enforcement agencies.</p> </li><li> <p>Supervise and organize the activities of the Major, including:</p> </li><li> <p>Provide consultation services to the Major on matters relating to development and administration of Department programs and services.</p> </li><li> <p>Oversee or assign to the Major special study or procedural matters.</p> </li><li> <p>Delegate other functions as necessary.</p> </li><li> <p>Communicate effectively, timely, and thoroughly, including:</p> </li><li> <p>Maintain twenty-four-hour contact with command staff as necessary.</p> </li><li> <p>Advise chairman on all matters impacting the alcohol and tobacco commission.</p> </li><li> <p>Conduct briefings for Department and other state officials.</p> </li><li> <p>Make public and official appearances.</p> </li><li> <p>Read, refer, or answer Department correspondence and telephone calls from the public, federal, state, and local officials.</p> </li><li> <p>Perform general police duties when required.</p> </li><li> <p>Perform daily administrative functions.</p> </li><li> <p>Perform other duties as required by the chairman.</p> </li></ul> <p>Job Requirements:</p> <ul> <li> <p>Graduate of the Indiana Law Enforcement Academy</p> </li><li> <p>Valid Indiana Driver's License.</p> </li><li> <p>At least ten (10) years of experience as an active law enforcement officer.</p> </li><li> <p>At least five (5) years of law enforcement experience in a management capacity that provided extensive knowledge of public administration and ability to plan, supervise, organize, and coordinate programs and activities.</p> </li><li> <p>Ability to work long hours and withstand stressful situations.</p> </li><li> <p>Ability to communicate effectively, both verbally and in writing.</p> </li><li> <p>Ability to analyze complex problems and make logical decisions.</p> </li><li> <p>Ability to demonstrate a cooperative attitude in dealing with other agencies and personnel.</p> </li><li> <p>Ability to develop thorough knowledge of Department rules, regulations, and procedures and the laws that govern the alcoholic beverage industry.</p> </li><li> <p>Ability to maintain strict confidentiality.</p> </li><li> <p>No felony convictions.</p> </li><li> <p>Ability to successfully pass a background investigation.</p> </li><li> <p>Reside within 70 miles of the Indianapolis office or be willing to relocate.</p> </li><li> <p>Ability and willingness to travel to permit locations and Department districts throughout the State of Indiana.</p> </li><li>
