<p>This position is organizationally aligned within the Health Administration Service (HAS) under</p> <p>the Office of the Assistant Director at Jesse Brown VA Hospital, Chicago, IL. This position serves as the Department Head to the Health Administration Service at Jesse Brown VA Hospital.</p> <p>MAJOR DUTIES:</p> <p>Supervisory/Program Management:</p> <ul> <li>Manages the procedural, legal, and administrative requirements relating to the care and treatment of VA as both inpatients and outpatients to achieve the maximum utilization of treatment and care facilities. </li><li>Manages personnel utilization, develops and incorporates performance standards, </li></ul> <p>evaluates members of HAS staff, provides counseling for position advancement or to correct</p> <p>deficiencies, and instantiates the reassignment or removal of personnel, as required.</p> <ul> <li>Oversees the formulation and issuance of policies that relate to the areas of sound patient administration practices, defining responsibilities for carrying out specific functions, provides recognized authority consistent with applicable law, and facilitating decisions to promote consistency of patient care applications across organizational lines. </li><li>Serve as a key subject matter expert (SME) for national or VISN-wide projects. </li><li>Supervises the Department Head Office, Ambulatory Care & Processing Division, Health Information Management Division, and Ward Administration Division Officers. </li><li>Provides access related consultative services to the VAMC, VISN and National leadership. </li><li>Works with the National Program Office, in collaboration with VAMC Service Lines, </li></ul> <p>to review and develop national guidance and policies that will facilitate standardized processes.</p> <ul> <li>Reviews and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local leaders and communication strategies. </li></ul> <p>Quality/Productivity Goals:</p> <ul> <li>Advises the Assistant Director and hospital leadership on the minimum standards for quality and productivity, and the direction of program implementation while exercising contact and control of each division through subordinate leaders. </li><li>Oversees the operation, maintenance, periodic review and revision of a reliable system of internal controls to ensure that clinical and administrative activities are in compliance with national, agency, accrediting authority and regulatory requirements. </li><li>Identifies and mitigates potential problems before they occur through such avenues as informal meetings, membership on committees, reviewing statistical data, monitoring occurrences screens, incident reports, procedural case reviews, and others. </li><li>Uses advanced principles and strategies for access-to-care improvement to review and </li></ul> <p>provide guidance to facility leaders.</p> <ul> <li>Analyzes and interprets complex data, and researches and prepares comprehensive reports for directorate and facility leaders. </li></ul> <p>Direction/Long-Range Planning:</p> <ul> <li>Coordinates the development of both long and short-range plans for HAS by assessing departmental needs based on constant communication with division leaders. </li><li>Develops flexibilities in operations and cost-effective approaches to ensure Veteran and incumbent satisfaction. </li><li>Advises the directorate and facility leadership on decisions, directives, and policy changes that directly affect patient care and oversees their execution through division officers. </li><li>Develops, evaluates, and modifies organizational structure and systems to achieve program goals and recommends them to facility leadership. </li></ul> <p>Budget Guidance and Administration:</p> <ul> <li>Oversees the budget and makes recommendations directly to directorate leadership regarding the distribution or redistribution of resources based on a comprehensive awareness of the needs of each division. </li><li>Implements, monitors, and adjusts the budget to effectively operate the department while </li></ul> <p>maintaining budgetary constraints and accomplishing the departmental mission with the greatest cost-efficiency.</p> <ul> <li>Develops and implements systems and procedures for improving cost-effectiveness and productivity. </li><li>Certifies reconciled payment charges in Integrated Fund Distribution, Control Point Activity, </li></ul> <p>Accounting and Procurement (IFCAP) within 14 calendar days of cardholders' reconciliation.</p> <p>Work Schedule: Monday- Friday 7:30am- 4:00pm</p> <p>Telework: Ad-Hoc</p> <p>Virtual: This is not a virtual position.</p> <p>Position Description/PD#: Program Management Officer/PD252590</p> <p>Relocation/Recruitment Incentives: Not Authorized</p> <p>Critical Skills Incentive (CSI): Not Approved</p> <p>Permanent Change of Station (PCS): Not Authorized</p>
