<p>Position SummaryProvides professional accounting support by auditing revenue and expenditures; prepares complex revenue and expenditure reports; and assists in reconciling federal, state, and local grants by supplying support documentation. Pay Grade: 48Salary Commensurate with Experience and Education Minimum Qualifications1. One (1) year of experience in accounting or finance; AND2. Bachelor's degree from an accredited college or university in accounting, finance, public or business administration; OR3. An equivalent combination of education and/or experience.4. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE REQUIRED.</p> <p>Duties and Responsibilities1. Audits revenue and expenditures using monthly operating statements and account history reports.2. Completes and processes journal entries, interdepartmental billings for telecommunication and postal charges, and other in-house charges.3. Prepares State and Local grant expenditure reports.4. Prepares A/R invoices to the grantor(s) with the necessary reports.5. Responds to inquiries and requests for documentation from grantor (s).6. Reconciles grant spending and balance to the financial books for final closeout.7. Verifies reported financial information.8. Records and monitors revenue and expenditures for contracts, including Capital Improvement Projects.9. Reviews program budgets for availability of funds.10. Transfers line items as requested by manager.11. Prepares an audit of the Open Encumbrance Report and advises on which should be closed or accrued to remain open.12. Reviews and processes travel authorization and audit documentation before travel advances are approved.13. Performs other related duties as directed or assigned.</p> <p>KSAs1. Knowledge of accounting theory and practice and of auditing procedures.2. Knowledge of budgeting and centralized purchasing procedures.3. Knowledge of business English and arithmetic and of modern office practices, procedures, and equipment.4. Knowledge of principles and methods of supervision.5. Ability to deal tactfully with the public and coworkers.6. Ability to exercise good judgment in evaluating situations and making decisions.7. Ability to express ideas clearly, concisely, orally, and in writing.8. Proficient in Microsoft Excel, Access, Word, and other County software applications.</p> <p>Special Requirements1. Must be available weekends and/or after regular work hours.2.
