The definition of "tobacco or nicotine products" includes but is not limited to, cigarettes, cigars, chewing tobacco, pipes, snuff, e-cigarettes and nicotine patches or gum.</p> <p>This is professional and technical work in design and construction contract administration, contract compliance, and user management for a wide variety of water utilities (Utilities) projects. Employee will act as the owner's representative for all activities related to the facility program, including municipal relations, permitting assistance and traditional project management activities (i.e., budget and schedule monitoring, user coordination, program and plan review, contract monitoring, contract change negotiations, field review, occupancy transition and project close-out). Works under general supervision of the Principal Engineer or designee.</p> <p>The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. </p> <ul> <li> <p>Manages project design professionals, construction managers and general contractors. </p> </li><li> <p>Responsible for planning, managing and coordinating projects from inception to completion.</p> </li><li> <p>Work involves extensive coordination of project activities with Water Utilities users, consultants, regulatory agencies and contractors.</p> </li><li> <p>Work requires significant independent judgment and decision making which directly affects all aspects of design and construction projects as well as related funding.</p> </li><li> <p>Coordinates with user agencies the design, development, programming and construction phases associated with projects. </p> </li><li> <p>Coordinates with users to identify users functional and business operation requirements and ensures that the plans and specifications reflect those requirements.</p> </li><li> <p>Translates the plans and specifications to the users to demonstrate how functional and business operation requirements are achieved.</p> </li><li> <p>Administers the project development activities of Water Utilities capital improvements projects.</p> </li><li> <p>Acts as contract administrator; prepares contract documents and approves final bid packages.</p> </li><li> <p>Directs professional and clerical staff involved in the preparation of construction documents for new Water Utilities projects, renovations or additions.</p> </li><li> <p>Conducts periodic "on site" review of construction projects to ensure quality conforms to specifications and construction schedules are maintained.</p> </li><li> <p>Prepares reports and recommendations for the consideration of administrative superiors, boards and commissions.</p> </li><li> <p>Negotiates the terms and value of additional service agreements for design professionals and change orders for contractors.</p> </li><li> <p>Provides guidance/direction to personnel in other county departments and outside consultants regarding project development and construction issues.</p> </li><li> <p>Coordinates development projects with municipalities and regulatory agencies for compliance with standards, regulations and conditions of development.</p> </li><li> <p>Monitors the project permitting process including federal, state and local regulatory requirements.</p> </li><li> <p>Performs constructability and value analysis reviews. Recommends approval of pay applications.</p> </li><li> <p>Reviews and negotiates the scope of change orders and consultant services authorizations and recommend approval.</p> </li><li> <p>Assists in the establishment of new design standards and/or modification of existing design standards to reflect lessons learned from completed projects. </p> </li><li> <p>Work is reviewed through conferences, reports and evaluation or results obtained.</p> </li><li> <p>May supervise other city employees. </p> </li><li> <p>Performs related work as required</p> </li><li> <p>Fosters positive employee relations and employee morale on a City-wide basis.</p> </li><li> <p>Minimum Qualifications</p> </li><li> <p>Bachelor's degree from an accredited college or university in Civil Engineering, Environmental Engineering or other relevant engineering disciplines.</p> </li><li> <p>Five (5) or more years of progressively responsible experience in public or commercial Water Utilities facility, </p> </li><li> <p>Water Utilities design or Water Construction Administration. Water Utilities experience is a must. </p> </li><li> <p>Must possess a valid Florida Driver's License and clean driving record. </p> </li><li> <p>Alternately, a Master's degree in Civil Engineering, Environmental Engineering or other relevant engineering discipline with three (3) or more years of progressively responsible experience in public or commercial Water Utilities, Water Utilities facility, Water Utilities design or Water Construction Administration. Water Utilities experience is a must.</p> </li><li> <p>Not required but a plus:</p> </li><li> <p>Project Management Professional (PMP), Florida Professional Engineer (PE) license or Florida Engineer-in-Training (EIT) license is/are a plus. </p> </li><li> <p>Three years in a supervisory or lead role overseeing technical staff or consultants a plus</p> </li></ul> <p>Ability to utilize advanced computer software packages for project management. Ability to read, interpret and evaluate structural, electrical, plumbing and mechanical details of Water Utilities construction plans to assure compliance with code requirements and to recognize deviations from such plans. Ability to establish and maintain effective working relationships with consultants, developers, contractors, regulatory agencies, users and the public. Ability to translate user functional requirements into technical specifications. Ability to interpret, research and apply regulatory material such as Water Utilities code requirements. Ability to communicate effectively both orally and in writing. Ability to handle multiple concurrent tasks and responsibilities. Requires demonstrated ability to utilize personal computer and office software such as MS Word, Project, MS Excel and electronic mail.</p> <p>Ability to utilize advanced computer software packages for project management.
