<p>Position Description</p> <p>The Payroll Manager provides strategic leadership and oversight of the College's full-cycle payroll operations, ensuring accuracy, efficiency, compliance, and confidentiality in all payroll-related processes. This position is responsible for the execution and monitoring of payroll transactions, tax filings, retirement contributions, benefits deductions, garnishments, and related financial reporting.</p> <p>The Payroll Manager partners closely with Human Resources, Finance, and IT to maintain and optimize payroll systems, uphold internal controls, and ensure timely processing and reconciliation of all payroll activities. The role requires a high degree of independent judgment, adherence to local, state, and federal laws, and a strong commitment to institutional and employee service.</p> <p>Essential Duties and Responsibilities</p> <p>Payroll Operations and Compliance (40%)</p> <ul> <li>Manage all aspects of semi-monthly payroll processing for full-time, part-time, adjunct, and student workers. </li><li>Ensure compliance with IRS, BWC, STRS/SERS/ARP, SSA, and other regulatory bodies. </li><li>Maintain accurate employee earnings and deduction records in the ERP payroll system (Jenzabar preferred). </li><li>Review and process timesheets, leave entries, and payroll adjustments in coordination with Human Resources. </li><li>Respond to all agency inquiries related to garnishments, child support, and tax compliance. </li></ul> <p>Payroll Reporting and Reconciliation (25%)</p> <ul> <li>Prepare, reconcile, and file all payroll tax forms and reports (monthly, quarterly, and annually). </li><li>Maintain payroll-related general ledger accounts, submitting adjusting and accrual entries as needed. </li><li>Generate and submit STRS/SERS/ARP, annuity, insurance, and benefit reports/payments. </li><li>Use reporting tools (e.g., Infomaker) to develop customized reports for audit, budgeting, and compliance. </li><li>Contribute to preparation of FISAP and other federal reports as needed. </li></ul> <p>System Administration and Process Improvement (15%)</p> <ul> <li>Collaborate with IT and HR on payroll system configurations, upgrades, and testing. </li><li>Document and refine payroll workflows and procedures, ensuring efficiency and audit readiness. </li><li>Create and maintain the Payroll Procedures Manual and lead staff training on payroll-related topics. </li></ul> <p>Customer Service and Communication (10%)</p> <ul> <li>Serve as the College's lead contact for all payroll-related inquiries and issue resolution. </li><li>Provide clear, timely communications to employees on payroll processes, deadlines, and policy updates. </li><li>Support onboarding of new employees by coordinating with HR on required payroll documentation. </li></ul> <p>Cross-Departmental Support (10%)</p> <ul> <li>Provide backup for Accounts Payable during peak times or absences. </li><li>Assist with business office operations during registration or high-volume periods. </li><li>Support the Comptroller and Business Services team with special projects and year-end responsibilities. </li></ul> <p>Qualifications</p> <ul> <li>Bachelor's degree in Accounting, Finance, or a related field, or equivalent experience. </li><li>Minimum of four years of progressively responsible payroll experience, preferably in higher education. </li><li>Demonstrated proficiency with ERP systems (e.g., Jenzabar), payroll tax law, and payroll best practices. </li><li>Strong understanding of accounting principles, payroll regulations, and audit procedures. </li><li>Advanced Microsoft Excel skills and ability to generate reports using reporting tools (e.g., Infomaker). </li><li>Exceptional organizational skills, attention to detail, and ability to manage confidential information. </li><li>Strong interpersonal and communication skills, with a commitment to employee service and compliance. </li></ul> <p>Employment and Benefits</p> <p>ZSC offers an excellent benefits package including the following:</p> <ul> <li>Competitive base salary </li><li>Comprehensive healthcare plans including medical, dental, vision, and prescription coverage </li><li>HSA/FSA </li><li>Employee Assistance Program </li><li>Life and long-term disability insurance </li><li>Supplemental retirement savings plans </li><li>Generous paid time off including vacation, sick, and personal leave </li></ul> <p>As required by Ohio Revised Code section 3345.0216, Zane State College will: educate students by means of free, open and rigorous intellectual inquiry to seek the truth; equip students with the opportunity to develop intellectual skills to reach their own, informed conclusions; not require, favor, disfavor or prohibit speech or lawful assembly; create a community dedicated to an ethic of civil and free inquiry, which respects the autonomy of each member, supports individual capacities for growth and tolerates differences in opinion; treat all faculty, staff and students as individuals, hold them to equal standards and provide equality of opportunity with regard to race, ethnicity, religion, sex, sexual orientation, gender identity or gender expression.</p>
