<p>General Job Information</p> <p>Job Summary</p> <p>This position is located within the Department of Youth Rehabilitation Services (DYRS), Administrative Services, Office of the Chief Operating Officer. The mission of DYRS is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.</p> <p>The incumbent serves as a Management Analyst (Medicaid) responsible for implementing federal requirements that promote continuity of care for youth following incarceration, including developing eligibility and enrollment processes and procedures, training partners on eligibility and enrollment processes and procedures, serving as the central point of contact for addressing coverage issues, and reporting to federal agencies. The incumbent will manage the Medicaid eligibility process for youth committed to DYRS, ensuring timely suspension and reinstatement of Medicaid upon entry to and discharge from DYRS facilities. This role will also assist with Medicaid billing processes to maximize reimbursements for services provided.</p> <p>Major Duties and Responsibilities</p> <p>The Management Analyst (Medicaid) assesses and evaluates Medicaid eligibility and enrollments needs for youth following incarceration; analyzes enrollment and eligibility needs; makes recommendations to the Chief Operating Officer, management, and DYRS executive team to improve eligibility and enrollment processes and procedures. Leads and participates in meetings and discussions with providers, plans, local government partners, community-based organizations, and advisory committees on eligibility and enrollment issues. Maintains accurate and organized records of all Medicaid eligibility determinations, suspensions, reinstatements, and billing activities.</p> <p>The incumbent trains DYRS staff and government partner staff on eligibility and enrollment procedures. Analyzes opportunities to support continuity of care for Medicaid eligible youth following incarceration. Manages, organizes, coordinates, and monitors activities and functions of development projects in cooperation with other departments and outside contractors. Assist in the preparation and submission of Medicaid claims for reimbursement of services rendered to youth. Monitors billing processes and address discrepancies or rejections in a timely manner.</p> <p>Qualifications and Education:</p> <p>Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.</p> <p>Licenses and Certifications</p> <p>None.</p> <p>Working Conditions/Environment</p> <p>The incumbent works primarily in an office setting. The work is mostly sedentary and is usually accomplished while seated at a desk; however, some walking, standing, bending and carrying of light objects is required.</p> <p>Other Significant Facts:</p> <p>Tour of Duty: 8:00am - 4:30pm. Work hours can be flexible.</p> <p>Pay Plan, Series and Grade: CS-0343-13</p> <p>Promotion Potential: No Known Promotion Potential</p> <p>Duration of Appointment: This position is a 3-year Term grant funded position</p> <p>Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit</p> <p>Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a security-sensitive position.</p> <p>Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment.
