All City hiring decisions are made without regard to race, color, religion, age, sex, national origin, disability status, genetics, protected veteran status, sexual orientation, gender identity or expression, or any other characteristic protected by federal, state, or local laws.</p> <p>Job Summary</p> <p>Under supervision of the Lead Safe Providence Program Coordinator, the Director, Associate Director, or other designee performs professional technical work providing support services for all residential and commercial rehabilitation and new construction activities undertaken by the Department. This shall include work on all City of Providence loan/grant programs that exist now and may be established in the future</p> <p>Duties & Responsibilities</p> <ul> <li>Prepares reports and related documentation on projects and tasks as assigned for the City's lead hazard reduction and healthy homes efforts. </li><li>Responsible for on-site inspections of all rehabilitation and </li><li>new construction projects and prepare rehabilitation specifications for residential and commercial rehabilitation and new construction projects. </li><li>Performs lead clearance inspections, housing quality, and healthy housing inspections according to all City, State, HUD, and OSHA guidelines and regulations. </li><li>Performs construction project payment inspections. </li><li>Prepares accurate and complete project status and other field reports. </li><li>Reviews all payment and change order documents to ensure accuracy from contractor. </li><li>Enforces adherence to contract plans and specifications, high quality workmanship, ensuring all documentation required for construction, such as building permits, DOH documents, and any others required are in place and shall otherwise protect the City's interest. </li><li>Utilizes a computer and software programs to complete assigned duties, including tracking on the departments computer system. </li><li>Performs other related duties as assigned. </li></ul> <p>Minimum Qualifications</p> <ul> <li>High school diploma or equivalent with a minimum of two (2) years experience in a related Residential/Commercial Construction and Rehabilitation field. </li><li>Shall possess and maintain a valid Rhode Island Department of Health Lead Risk Assessor License or valid Rhode Island Department of Health Lead Supervisor License. </li><li>Lead Supervisors shall obtain Lead Risk Assessor License within 6 months, or when the State of RI gives the next </li><li>One (1) year of employment as a lead risk assessor and/or position conducting lead inspections, assessments, and/or clearances for the determination of health hazards, or one (1) year of employment conducting housing quality or code inspections. </li><li>Successful completion of Computer Training Level I course within six (6) months and Computer Training Level II course within nine (9) months of appointment: and computer training in Housing Developer Pro, and/or other programs that serve to assist in creating rehabilitation specifications for the city's housing </li><li>Must possess and maintain a valid State Driver's License. </li><li>Working knowledge of the City's housing programs and a specific understanding of program requirements for construction and construction </li><li>Knowledge of residential and commercial construction principles and practices. </li><li>Ability to write residential and commercial rehabilitation specifications and construction cost estimating. </li><li>Ability to communicate effectively and courteously orally and in writing. </li><li>Must be able to perform all essential functions of the job. </li></ul> <p>Training Requirements</p> <p>The term "limited" means that the successful candidate will perform the job for an undetermined length of time.
