<p>Provides program direction on behalf of the Chief of Literacy Achievement and Academic Success in the management and oversight of the Department implementation literacy projects:</p> <ul> <li>Manages the literacy implementation team which consists of Literacy Specialist Consultants and field staff (adolescent literacy specialists and Ohio Literacy Leads) </li><li>Works with the grants manager and program chief to manage the implementation of Federal literacy grants by: </li></ul> <p>o Coordinating required grant activities with the grants manager and the research lead</p> <p>o Collecting data on adult implementation for the key activities outlined in the grants</p> <ul> <li>Implements budgetary, legislative, and administrative policies and procedures pertaining to literacy improvements aligned with the priorities and goals of the agency and Governor's office; </li><li>Collaborates with the Associate Administrator of policy on Third Grade Reading Guarantee and Dyslexia Supports Laws to formulate, develop, and implement policies for early (i.e., preschool - grade 12 language and literacy core instruction, intervention and support, etc.) </li><li>Coordinates and supports work of regional systems of support for literacy including state support teams and educational service centers, statewide literacy networks and statewide literacy specialists and coaches. </li><li>Works collaboratively to coordinate and implement intra and inter-agency initiatives to provide language and literacy supports to children who are at-risk for delayed development of language and literacy. These initiatives include: </li></ul> <p>o State Systemic Improvement Plan</p> <p>o State Personnel Development Grant</p> <ul> <li>Works with representatives from cross agency offices (DEW and DCY) to refine and coordinate reading improvement efforts birth to grade 12 to determine effectiveness of district/school plans and the inclusion of measures of progress for literacy improvements; </li><li>Coordinates with the research and policy teams to analysis literacy and reading programs, procedures, and policies; </li><li>Provides implementation of and monitors the effectiveness of literacy coaching and district supports for preschool through grade 12 literacy initiatives; </li><li>Oversees the ReadOhio coaching program and implementation of ESC contracts; </li><li>Works in a leadership role to provide guidance, and support on statewide literacy and assessment initiatives in accordance with area(s) of expertise; </li><li>Assists with review, development, and implementation of legislation and policy to ensure alignment with programming, standards and assessments. </li><li>Development of Language and Literacy LMS courses in conjunction with state law and rule. </li><li>Coordinates comprehensive professional learning opportunities for district and regional level educators and leaders, including the annual Literacy Academy, Literacy Academy on Demand, professional learning series, webinars, and facilitator trainings. </li></ul> <p>Serves as liaison between state and local entities in the area of birth -12 reading/literacy support:</p> <ul> <li>Collaborates with other state agencies, regional systems of support, parent and professional organizations/associations, and school district personnel to ensure technical assistance and professional development initiatives are appropriate and focused on improving results; </li><li>Collaborate with community partners for family literacy supports (i.e.: Ohio Library Association, OSU Family Engagement Center) </li><li>Collaborate and lead alignment with the Department of Children and Youth on ReadOhio initiatives. </li><li>Works with local and state staff to monitor progress toward accomplishing ReadOhio goals, strategies, and performance measures; </li><li>Works on special assignments and projects as directed. </li><li>Completion of a Master's degree in education or related field (e.g., language and literacy, reading, middle childhood, educational leadership, curriculum, or other content areas) and 3 years of experience in program oversight, leadership or educational administration which included strategic planning, policy analysis and implementation, data analysis, and managing cross-functional teams. </li><li>Preferred Qualifications: </li></ul> <p>o Completion of an IDA accredited teacher training program or a university program</p> <p>o Applied experience providing intervention and remediation for students</p> <p>o Experience developing and implementing policy</p> <p>o Experience developing and creating professional development aligned to structured literacy</p> <p>o Strong organizational skills with demonstrated ability to manage multiple complex roles and responsibilities</p> <p>o Systems thinker with creativity and strong problem-solving skills</p> <p>o Strong analytical and critical thinking skills related to educational policy, implementation of instructional supports and systems, and program design</p> <p>o Exceptional verbal/written communication and presentation skills and a proven ability to build productive relationships with, and communicate complex messages to, a wide variety of stakeholders</p> <p>o A strong understanding of Ohio's educational policy and landscape</p> <p>o Unwavering belief that all students can learn and achieve success in school</p> <p>o Excellent communication, interpersonal, and team-building skills</p>
