<p>The Senior Director, Construction Management, will be responsible for overseeing the successful installation of the track, running rail, switches and cross overs. Knowledge of and/ conversant with modern train control/travel systems, and associated systems integration in getting a new rail section approved for revenue operations through a subway train station. Oversees, directs, and coordinates Metro's capital project construction delivery. We encourage you to monitor your governmentjobs.com profile and emails for the latest updates.</p> <ul> <li>Oversees contractor activities and major construction projects </li><li>Develops and implements policies and procedures for the planning, organizing, coordinating, and controlling of major construction projects </li><li>Coordinates Metro construction engineers and agency support teams, such as Safety, Environmental, Quality, and Engineering. </li><li>Coordinates rail design and construction activities with utilities, public and private organizations, and other individuals </li><li>Assists in negotiating with contractors regarding changes to design, construction work scope, and schedules </li><li>Monitors compliance with construction contract terms to ensure that contracted work is on schedule, within budget, and complies with technical and legal requirements </li><li>Oversees preparation of final design documents, bid forms, pre-bid conferences, and evaluation of received proposals </li><li>Prepares construction project status reports and updates </li><li>Has budget accountability for assigned area or more than one specialty area </li><li>Represents Metro before the public and other governmental agencies </li><li>Negotiates scope of work and associated costs for Design Services (DS) consultants and Construction Management Support Services (CMSS) consultants </li><li>Oversees consultants and consultants in the execution of DS and CMSS </li><li>Manages assigned staff directly and through subordinate management team </li><li>Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out </li></ul> <p>May be required to perform other related job duties</p> <p>A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:</p> <p>Education</p> <ul> <li>Bachelor's Degree in Civil Engineering, Construction Management, Architecture, or a related field </li></ul> <p>Experience</p> <ul> <li>Five years of relevant management-level experience in construction management or engineering, requiring management experience in area of assignment </li></ul> <p>Certifications/Licenses/Special Requirements</p> <ul> <li>State of California Professional Engineer or Architecture certificate is preferred </li><li>A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions </li></ul> <p>Preferred Qualifications</p> <p>Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.</p> <p>The following are the preferred qualifications:</p> <ul> <li>Experience working in underground train stations, reporting on progress and developing detailed tracking spreadsheets and performance plots </li><li>Experience overseeing train control systems, installation of third rail, train car dead pull and other live systems within a tunnel and subway station </li><li>Experience overseeing the implementation of inspection, testing and transit rail checklist ready for revenue operations </li><li>Experience developing projects for rail installation, car storage, train operation, tail track, cross passage and walkway installation within a train tunnel </li><li>Project Management Professional (PMP), Certified Construction Manager (CCM) or Design Build Institute of America (DBIA) certification preferred </li></ul> <p>Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)</p> <ul> <li>Construction means and methods </li><li>Applicable federal, state, and local laws, rules, and regulations governing the design, procurement, and construction of heavy civil transportation projects for a public agency </li><li>Contract language and bidding process </li><li>Theories, principles, and practices of construction techniques, and engineering related to the construction of heavy civil transportation projects </li><li>Industry accepted project management and construction management practices and principles </li><li>Human resources practices and modern management theory </li><li>Budgets and budgeting process </li><li>Business computer use and applications related to contract scheduling and financial recordkeeping </li></ul> <p>Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)</p> <ul> <li>Planning, organizing, and directing the activities of design, construction, consultant, and other project personnel in a matrix organization </li><li>Reviewing and analyzing complex construction proposals, evaluating alternatives, making sound recommendations, and evaluating outcomes </li><li>Negotiating contract terms, administering contracts, and monitoring multiple contracts to ensure compliance with schedule, budget, and specifications </li><li>Interacting professionally with various levels of Metro employees, the Board of Directors, and outside representatives </li><li>Communicating effectively orally and in writing </li><li>Leadership </li><li>Effective meeting management </li><li>Reading and understanding complicated documents </li><li>Time management </li></ul> <p>Ability to (defined as a present competence to perform an observable behavior or produce an observable result)</p> <ul> <li>Manage all phases of a major construction project from planning through closeout </li><li>Develop and implement an effective Project Management Plan </li><li>Deal with confrontational discussions </li><li>Resolve complex construction changes, claims, and other project issues </li><li>Handle sensitive information </li><li>Work effectively with both internal and external parties to the project </li><li>Provide effective direction and manage assigned staff </li><li>Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements </li><li>Speak in public </li><li>Exercise judgment and creativity in making decisions </li><li>Determine strategies to achieve goals </li><li>Plan financial and staffing needs </li><li>Establish and implement policies and procedures </li><li>Prepare comprehensive reports and other correspondence </li><li>Read, write, speak, and understand English </li></ul> <p>Special Conditions</p> <p>The physical demands described are representative of those that must be met by the employee to successfully perform the essential functions of this job.
