<p>General Job Information</p> <p>Job Summary</p> <p>This position is located in the District Department of Transportation (DDOT), Safety and Traffic Administration (TSA). The mission of the DDOT is to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all residents and visitors of the District of Columbia. DDOT prioritizes building safer multi-modal infrastructure across all eight wards.</p> <p>The incumbent is responsible for ensuring that DDOT strategic plan, mission, vision, and values are communicated to the team and integrated in daily activities. The incumbent serves as an authority and expert advisor on the provision of safe, efficient, and effective transportation by guiding teams that oversee medium-scale capital projects; multi-modal operational optimization; traffic signals and Intelligent Transportation Systems (ITS); multi-modal safety; and automated safety cameras. The incumbent works collaboratively with managers and staff across all DDOT Administrations, District agencies, and external stakeholders to deliver safe and efficient transportation services.</p> <p>Duties and Responsibilities</p> <p>Implement methods to identify, assess, analyze, and improve effectiveness and efficiency, and delivery of work products throughout the administration. Oversees DDOT's traffic safety portfolio aimed at achieving Vision Zero goals to respond to traffic safety issues identified by citizens, Federal safety programs, and other roadway safety projects identified by the agency. Leads phases of multiple, highly complex, technical, multi-year, and multi-million-dollar transportation, environmental, and traffic management projects that have regional and District Government-wide implications; directs project assignments and resources; makes decisions; finds solutions to critical problems that are consistent with overall legal requirements and District policies and guidance.</p> <p>Applies professional and authoritative expertise to guide specialized contracts and field personnel; develops alternatives to complex technical issues. Coordinates with DDOT long-range plan and planning priorities identified by the agency; and oversees the development and management of tracking procedures related to both local and federal budgets and contracts.</p> <p>Oversees coordinating and managing multi-year programs and projects that involve the conceptual development, design, and implementation of traffic safety control measures in compliance with governing guidelines. Oversee teams that design and construct safety interventions and mobility projects, including bike lanes, sidewalks, and priority bus lanes in close coordination with the Transportation Planning Administration and ensures that safety and traffic-related projects and services are aligned with the District's Vision Zero commitments as well as the strategies, plans and operations of the agency. Oversee operations and coordination of the provision of core transportation services, including but not limited to the design and implementation of roadway safety and multi-modal projects, traffic engineering, traffic signals, automatic traffic enforcement, and traffic safety, along with the operational impacts to the transportation network.</p> <p>Performs a full range of managerial functions including staff performance evaluation; disciplinary actions, and terminations; provides coaching; guides immediate reports in the implementation of performance standards.</p> <p>Performs other related duties, as assigned.</p> <p>Qualifications and Education</p> <p>Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position such as experience in electrical systems or Civil engineering principles, practices, and guidelines. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.</p> <p>Licensure as a Professional Engineer (PE) and Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the District of Columbia is highly preferred.</p> <p>Ten (10) years of technical experience of leading multi-modal operational optimization, traffic signals and Intelligent Transportation Systems (ITS), multi-modal safety, and automated safety cameras are highly preferred.</p> <p>Licenses and Certifications</p> <p>None</p> <p>Working Conditions/Environment</p> <p>Work is primarily conducted in an office setting. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.</p> <p>Emergency Designation: This position has been designated as an emergency employee position under District Personnel Manual's provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication.
