Orange County Government is committed to providing equal opportunity in employment and services to all individuals.</p> <p>Job Description</p> <p>General Functions</p> <p>This is a responsible supervisory or highly specialized professional planning position directing major work elements and assisting the section Chief Planner in administering the work program of a section of the Orange County Planning Division.</p> <p>Tasks assigned to this position require exercising independent, professional judgment based upon prior experience and using the best available data for determining appropriate strategies in the development and presentation of data, reports and recommendations.</p> <p>This position coordinates the accomplishment of specialized planning and performs on-going planning responsibilities with limited supervision.</p> <p>Work is performed with considerable independence under the general supervision of a Chief Planner or other designated supervisor. Performance is reviewed through observations, reports and results achieved.</p> <p>Representative Duties/Assignments</p> <p>Planner II</p> <p>Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.</p> <ul> <li>Assists the Planner III with work products related to major work elements of the section and manages the comprehensive plan amendment cycle. </li><li>Conducts research and analysis to gather data, prepare reports, and general meeting preparation and necessary public contact. Studies and learns new transportation planning trends and legislation related to the respective section's work programs. </li><li>Provides input to assist the section Project Manager in developing and compiling information for the development of the respective section's work programs. Manages works programs as assigned. </li><li>Assists the Planner III in implementing procedures and techniques for gathering necessary planning data and program implementation. </li><li>Coordinates and manages the report processing and ensures that research, reports and analysis documents are conducted and completed according to established standards in the section. </li><li>Provides input to assist the section Project Manager in establishing standards for research and report processing and establishing methods for information dissemination to the public. </li><li>Coordinates with internal and external agencies. Attends public meetings with special interest groups, homeowner associations, developers and the general public to reconcile differences related to proposed development. </li><li>Assists the general public with transportation planning-related questions and provides superior customer service. </li><li>Performs other related duties as assigned. </li></ul> <p>Planner III</p> <ul> <li>Plans, coordinates and directs the work of other professional planners, technical and support staff assigned to carry out major work elements within a section of the Division. </li><li>Assists the Chief Planner in directing the section work program tasks including the gathering and preparation of reports, general meeting preparation and necessary public contact. </li><li>Implements procedures and techniques for gathering necessary planning data to support the section's work program. </li><li>Prepares special planning studies, ordinance revisions, and carries out special projects as needed. </li><li>Attends and conducts meetings with various professional and community groups. </li><li>Leads cross-sectional work teams and supervises technical and support personnel. </li><li>Performs project management responsibilities independently. </li><li>Ensures contract compliance and coordinates work of outside consultants. </li><li>Prepares scopes of work for outside consultants. </li><li>Performs other related duties as assigned. </li></ul> <p>Minimum Qualifications</p> <p>Planner II</p> <p>Bachelor's degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field and two (2) years of professional experience in planning, land use or zoning. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis.</p> <p>Planner III</p> <p>Master's degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field and four (4) years of professional experience in planning, land use or zoning. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis.</p> <p>Preferences</p> <p>Master's degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or closely related field.</p> <p>Proficiency in Geographic Information System mapping and geodatabase management is a significant plus.</p> <p>American Institute of Certified Planners (AICP) Certification.</p> <p>Application Deadline</p> <p>Open Date: 07/03/2025</p> <p>Close Date: 07/20/2025</p> <p>This posting is subject to close without prior notice.</p> <p>Salary Information</p> <p>Planner II</p> <p>Pay Grade: 017 - From $28.21 to $36.66</p> <p>FLSA Status: Exempt</p> <p>Planner III</p> <p>Pay Grade: 019 - From $32.75 to $42.59</p> <p>FLSA Status: Exempt</p> <p>Placement based on Education and Experience</p> <p>Sign-on Incentive</p> <p>This position may be eligible for a Sign-on Incentive.
