<p>Job Requirements</p> <ul> <li>This position requires the individual to reside within the State of Florida with onsite responsibilities* </li></ul> <p>POSITION SUMMARY</p> <p>The Vice President of Health Plan Information Technology (IT) is a strategic technology leader commissioned with aligning Health First's IT initiatives with the business goals of the Health First Health Plan (HFHP) division. Reporting directly to the Chief Information Officer (CIO) with a matrixed reporting relationship to the President of Health First Health Plans, The Vice President of Health Plan IT will lead the development and execution of innovative, scalable, and secure technology solutions that support Health First Health Plan's growth, member experience and quality goals.</p> <p>PRIMARY ACCOUNTABILITES</p> <ul> <li>Leads the selection, planning, deployment, support, and operations for technology to support HFHP's business operations. </li><li>Directs Health Plan data governance initiatives in partnership with the Vice President of Data and Artificial Intelligence (AI). </li><li>Evaluates, develops, and integrates innovative technology into the Health Plans, as determined by business, regulatory and market demands, ensuring these technologies and services support with the Health Plans' strategy, Health First's Information Technology roadmap, and the Integrated Delivery Network's (IDN) strategic principles and policy guidelines. </li><li>Promotes and drives innovation through emerging technologies such as AI, Machine Learning, and digital health platforms to enhance member and provider experiences. </li><li>Assesses trends in the healthcare and technology markets to promote and drive change within Health Plans IT sector to more effectively utilize resources and meet service level and customer satisfaction objectives. </li><li>Supports internal and external regulatory audits ensuring all Health Plans technologies and applications produce compliant outcomes and meet all OIR and CMS regulations. </li><li>Deliver's technical guidance and oversight of the Health Plans' technology project portfolio, collaborating with the Project Management Office (PMO) leadership to set appropriate expectations, manage risks, and ensure the Health Plans achieves anticipated value, while ensuring technology initiatives are tied to strategic goals and key focus areas of the Health Plans. </li><li>Manages technology vendor contracts, working closely with the CIO and business executives to negotiate competitive large-scale contracts, meeting financial targets and are based on industry </li><li>standards performance. </li></ul> <p>LEADERSHIP ACCOUNTABILITIES</p> <ul> <li>Define and communicate a clear, compelling vision for the team that effectively ties into the mission and vision of Health First and inspire the team to achieve that vision. </li><li>Provide leadership, motivation, coaching, feedback and support to foster and strengthen growth and development of an effective, high performing team. </li><li>Lead change through effective communication, explaining the connection and value to the organization, creating stronger buy-in and urgency, while understanding impact to the team to obtain commitment. </li><li>Demonstrate openness to hearing diverse ideas and thoughts; create a sense of inclusivity; and encourage collaboration across teams to help break down silos to meet the team's and organization's goals. </li><li>Recruit, select, grow, and retain highly engaged, high performing diverse and inclusive </li><li>associates. </li><li>Display strong strategic and financial acumen in areas of responsibility in alignment with the organization's strategic objectives. </li></ul> <p>Work Experience</p> <p>MINIMUM QUALIFICATIONS</p> <ul> <li>Education: Bachelor's degree in Information Technology, Computer Science, or relevant field. </li><li>Work Experience: </li><li>Ten (10) years' progressive leadership experience in Information Technology, with at least five (5) of those years in a senior position supporting health plan or payer operations. </li><li>Five (5) years' progressive leadership experience leading technology and service delivery teams. </li><li>Licensure: None </li><li>Certification: Any one of the following within twelve (12) months of start date: </li><li>Certified Information Systems Security Professional (CISSP) OR </li><li>Project Management Professional (PMP) OR </li><li>Certified Healthcare Chief Information Officer (CIO) OR </li><li>A similar expert level IT certification. </li><li>Skills/Knowledge/Abilities: </li><li>Proficient in Microsoft Office - Outlook, Word, Excel, PowerPoint, etc. </li><li>Deep understanding of health insurance operations, including claims, enrollment, provider networks, and regulatory compliance. </li><li>Proven history of leading large-scale IT transformations and managing complex stakeholder relationships. </li><li>Strong knowledge of healthcare IT standards, interoperability frameworks, and data privacy regulations. </li></ul> <p>PREFFERED QUALIFICATIONS</p> <ul> <li>Education: Master's degree in Information Technology, Computer Science or relevant field. </li><li>Work Experience: Previous experience working in or leading implementation of Epic Tapestry. </li></ul> <p>PHYSICAL REQUIREMENTS</p> <ul> <li>Majority of time involves sitting or standing; occasional walking, bending, and stooping. </li><li>Long periods of computer time or at workstation. </li><li>Light work that may include lifting or moving objects up to 20 pounds with or without assistance. </li><li>May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise. </li><li>Communicating with others to exchange information. </li><li>Visual acuity and hand-eye coordination to perform tasks. </li><li>Workspace may vary from open to confined. </li><li>May require travel to various facilities within and beyond county perimeter;
