<p>General Job Information</p> <p>Job Summary</p> <p>This position is located in the D.C. Department of Employment Services (DOES), Division of Tax for the Office of Paid Family Leave (OPFL). The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The mission of the Office of Paid Family Leave is to plan, develop, and administer a paid leave program for the District of Columbia under the provisions of the Universal Paid Leave Amendment Act of 2016 ("Paid Leave Act").</p> <p>The incumbent serves as a Tax Examiner responsible for performing audits on District employers and SEIs, inspecting employer's financial records for misclassification and unreported wages, determining employer's liability and adding wages for blocked wage claims, ensuring employers are posting and providing a paid leave program notice to their employees as required under the Act, and investigating fraudulent employer accounts.</p> <p>Duties and Responsibilities</p> <p>Examines and audits employer's records, general ledgers, and/or any other employer financial records which may be of a highly complex nature and could possibly be used to disguise misclassification of employees or underpayment of unemployment taxes. Collects quarterly or annual reports as indicated, computes contributions, administrative assessment, interest and penalties due providing the employer with an accounting of funds collected and issuing a receipt.</p> <p>Prepares sound audit reports. Assists with the monitoring of various programs and projects related to program compliance. Maintains case management files of audit assignments. Assembles the data obtained from the audit into a cohesive package manually or in the Compliance Audit System (COMPAS). Conducts follow-ups on audit recommendations and assists in evaluating the degree of compliance or non-compliance. Ensures taxpayers are informed of the proposed audit changes and that the updated changes are reflected in the system. Utilizes the automated tax system to reconcile financial statements and reports, monitors and makes adjustments.</p> <p>Qualifications and Education</p> <p>Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.</p> <p>Licensures, Certifications, and other requirements</p> <p>None</p> <p>Work Conditions/Environment</p> <p>The work is performed in a normal office setting.</p> <p>Other Significant Facts</p> <p>Tour of Duty: Monday-Friday 8:30 am- 5:00 pm or Varies</p> <p>Operating Status: In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs.</p> <p>Promotion Potential: No known promotion potential</p> <p>Duration of Appointment: Career Service - Term NTE 13-Months</p> <p>Pay Plan, Series and Grade: CS-0501-12</p> <p>Salary: $92,656- $118,558; Based on qualifications and funding</p> <p>Collective Bargaining Unit (Union): This position is covered by AFGE Local 1000 Collective Bargaining Unit.</p> <p>Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.</p> <p>Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment.
