<p>POSITION WILL CLOSE AFTER RECEIPT OF THE FIRST 150 APPLICATIONS OR AUGUST 21, 2025, WHICHEVER OCCURS FIRST.</p> <p>Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore, specifications may not include all duties performed by individuals within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position.</p> <p>DEFINITION:</p> <p>Under general supervision, learns to inspect and inspects construction projects for compliance with approved engineering standards; performs routine semi-skilled and technical construction inspection work for water, sewer, street, and other public works construction projects; assures compliance with Federal, State, and local codes and standards and contractual provisions; performs other related duties as required.</p> <p>DISTINGUISHING CHARACTERISTICS:</p> <p>Public Works Inspector I:</p> <p>The Public Works Inspector I is the entry class in the series. Incumbents in this class increase technical knowledge and expertise through on-the-job experience and training in the inspection of construction projects. As experience is gained, there is greater independence of action within established guidelines. This classification is distinguished from the next higher level classification of Public Works Inspector II by the performance of work requiring a lesser degree inspection code interpretation and judgment. </p> <p>Public Works Inspector II:</p> <p>The Public Works Inspector II is the journey level class in the series. Incumbents assigned to this class possess the qualifications necessary to perform permit inspections and smaller, less complex construction projects independently. This class is distinguished from the next lower classification of Public Works Inspector I by the performance of the more complex and difficult work.</p> <p>SUPERVISION RECEIVED/EXERCISED:</p> <p>Public Works Inspector I:</p> <p>Receives immediate supervision from the Street Manager. Incumbents in the class do not routinely exercise supervision</p> <p>Public Works Inspector II:</p> <p>Receives general supervision from the Street Manager. May provide technical and functional supervision to training personnel.</p> <p>ESSENTIAL FUNCTIONS: (include but are not limited to the following)</p> <ul> <li>Conducts routine inspections of private and public construction projects, inspecting materials and workmanship to ensure compliance with approved plans and specifications; inspects conditions prior to the start of construction, during construction, and upon completion. </li><li>Inspects various types of construction such as street improvements, sewers, storm drains, utility installations, and other related items all at various stages of construction; ensures proper and safe road construction traffic control; issues citations for City code violations. </li><li>Observes and measures materials used in streets, parks, gutters, curbs, sidewalks, parking lots, water and sewer systems, storm drain construction, underground improvements, street lighting systems, landscaping, landscaping irrigation systems, facilities, and other City capital projects. </li><li>Checks concrete forms for proper alignment and grade; observes pipeline installations for proper alignment, grade, jointing, and fixtures; inspects forms and sub-grades prior to asphalt paving and concrete pouring; interprets plans and specifications; notes corrections and issues notices requiring modifications to work in progress. </li><li>Maintains daily activity records and other records of inspection work; checks and issues excavation and construction permits. </li><li>Establishes positive working relationships with representatives of community organizations, State/local agencies, City management and staff, and the public. </li></ul> <p>OTHER DUTIES: (include but are not limited to the following)</p> <ul> <li>May alter work methods to improve effectiveness and efficiency. </li><li>May be required to respond to emergency calls from the public and other agencies and take appropriate action. </li><li>May be exposed to confidential and privileged information during the course of duties, which should be maintained as such. </li><li>Performs other related duties as required. </li></ul> <p>PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:</p> <p>Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions, and often work with constant interruptions.</p> <p>Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)</p> <p>Education and/or Experience:</p> <p>Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Public Works Inspector I/II. A typical way of obtaining the required qualifications is to possess the equivalent of:</p> <p>Public Works Inspector I:</p> <p>Two years of sub-professional engineering or public works maintenance and construction experience, and a high school diploma or equivalent.</p> <p>Public Works Inspector II:</p> <p>In addition to the above, one year of experience equivalent to a Public Works Inspector I at the City of Whittier.</p> <p>License/Certificate:</p> <p>Possession of, or ability to obtain, a valid Class C California driver's license.</p> <p>KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position.)</p> <p>Knowledge of:</p> <p>Basic fundamentals of civil engineering; proper construction techniques and use of materials; read and understand engineering plans and specifications; properly inspect workmanship and materials; understand and follow verbal and written directions; communicate effectively both orally and in writing; make proper field decisions and interpretations; determine the status of construction work and verify adherence to contractual obligations; traffic control in work areas; City procedures for the conduct of inspections, reporting of deficiencies, and notice of corrections to be made; applicable Federal, State, and local laws, codes, and regulations; methods and techniques of scheduling work assignments; modern office procedures, practices, methods, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation; proper English, spelling, and grammar; and occupational hazards and standard safety practices.</p> <p>Ability to:</p> <p>Read, understand and interpret construction plans, drawings, and specifications; inspect and analyze construction procedures and interpret code violations; perform mathematical calculations quickly and accurately; interpret, explain, and apply applicable laws, codes, and regulations; organize, prioritize, and follow up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.</p> <p>Skill to:</p> <p>Operate a variety of tools and equipment used in construction inspection; operate an office computer and a variety of word processing and software applications.Medical: Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City.</p> <p>Selection/Exam Process: The person selected will be expected to perform all the functions of the position. Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process.
