<p>About the Role:</p> <p>The Chief Medical Officer (CMO) collaborates with and assists the President & Chief Executive Officer and other members of leadership in executing the mission, vision, and Board approved strategic plan. The CMO provides clinical expertise and oversight for the organization and external partnerships in support of the organization's efforts to expand community access and reach. In collaboration with colleague experts at the Health Center, the CMO, sets the standard for the delivery of medical care that aligns with evidence based practice and ensures clinical performance as outlined by regulatory guidelines benchmarks are met. The CMO promotes accountability and capacity to ensure this standard is met. The CMO is responsible for developing and carrying out the clinical responsibility and shared vision of the Health Center; supervising medical staff, and implementing clinical programs. The CMO will work collaboratively and in conjunction with the Chief Financial Officer (CFO) and the Chief Clinical Administrative Officer (CCAO); and, in collaboration with and in support of the CEO and Chief Executive Vice President's strategic efforts, the CMO and team will work to champion administrative productivity, clinical quality, and health center policy. The CMO will work collaboratively with the CEVP and QI Director to ensure clinical quality improvement deliverables are met. Together with the leadership and staff, the CMO will prioritize the health center's strategic plan objectives and implementation.</p> <p>Reports to: President/CEO</p> <p>Supervises: Medical Providers, Chief Clinical Operations Officer, Chief Nursing Officer, Nutritionist, Clinical Pharmacists, Chief Behavioral Health Officer, and Administrative Assistant.</p> <p>Salary/Status: Exempt</p> <p>Minimum Requirements:</p> <ul> <li>Degree of Doctor of Medicine (MD) or Doctor of Osteopathy (DO) from an accredited college or university and Board Certified or Board Eligible in Internal Medicine, Pediatrics or Family Medicine; and, with business acumen demonstrated by a clear understanding and integration of healthcare reform principles and practice, preferred. Must be eligible for staff appointment at local hospitals (Mercy Medical, Baystate Medical). </li><li>Experienced with or having a strong interest in addressing the health and social care needs of low income or disadvantaged populations. </li><li>Committed to community engagement and empowerment; sensitive to and respectful of cultural differences of the patient population. </li><li>Able to develop and work with a multi-disciplinary team, including practice transformation teams, social workers, case and care managers, and community health workers taking team insights into clinical service leadership and delivery. </li><li>Possesses supervisory skills to champion growth and development, to hold team members accountable, and to integrate the clinical observations and insights of the medical staff with the strategic goals of the organization. </li><li>Knowledgeable in principles and practices of quality improvement and assurance especially as related to clinical productivity, risk attribution, recapture and other related benchmarks common in FFS and capitation models within community primary care. </li></ul> <p>Principle Responsibilities and Duties:</p> <ul> <li>Works collaboratively with HR in the recruitment and retention efforts of qualified and committed clinicians/physicians and mid-level providers and supervises and evaluates their clinical practice. </li><li>Works with CCAO to ensure that encounters are closed out on a weekly basis. </li></ul> <p>Works collaboratively with the CCAO to ensure contractual provider productivity expectations are met and that quality of care standards are maintained.</p> <ul> <li> <p>Monitor Medicaid and Medicare Accountable Care Organization key performance indicators in collaboration with CHC ACO leadership to ensure deliverables are met and areas of underperformance are addressed through QI.</p> </li><li> <p>Participates in ACO board meetings as the CMO lead of CHC.</p> </li><li> <p>Conducts accurate and timely performance appraisals of clinical staff, redirecting behavior inconsistent with health center guidelines or performance expectations.</p> </li><li> <p>Collaborates with the Chief Clinical Officer (CCO) in the oversight of the medical residency program.</p> </li><li> <p>Provides direct patient care during operating hours of the health center.</p> </li><li> <p>Ensures that opportunities for professional development and continuing medical education are available to medical staff and to the general staff as well.</p> </li><li> <p>Works collaboratively with staff members regarding patient education and maintains strong communication with all staff supervised.</p> </li><li> <p>In conjunction with Chief Facilities and Sustainability Officer (CFSO), ensures that the quality standards of the clinic laboratory are maintained and that the health center is in compliance with environmental and workplace safety standards.</p> </li><li> <p>Provide support to the CCAO and Medical Practice Manager in encouraging providers to:</p> </li><li> <p>Adhere to provider schedules in order to meet productivity goals.</p> </li><li> <p>Adhere to health center policy to support coverage requirements that prioritize patient access and minimize patient wait lists.</p> </li><li> <p>Provides oversight of clinical leadership and promotes systems performance across related departments including nursing, medical records and referrals in support of the provider care teams.</p> </li><li> <p>Develops and maintains positive relationships with other members of the medical community of Springfield, including area hospitals, other physicians, public health officials, and others, to ensure that CHC services are appropriately targeting the needs of the population served.</p> </li><li> <p>Encourages and provides oversight for on-site preceptorship programs for medical and para-medical students. Ensures that the administrative assistant works with schools and universities to coordinate the scheduling of preceptors on a steady, rotating basis</p> </li><li> <p>Creates and establishes a Peer Review program that meets the requirements of HRSA's FTCA program.</p> </li><li> <p>Participates as a key member of the lead credentialing committee, working in collaboration with the Chief Human Resources Officer (CHRO) and other committee members to ensure that provider licensure is current and in compliance with regulatory requirements, fostering a sense of inclusion and teamwork.</p> </li><li> <p>Writes, implements, and enforces all clinical policies and procedures, serving as a key member of the policy committee. Undertakes the responsibility, working with the Chief Compliance Officer, of reviewing all clinical policies and procedures bi-annually, ensuring they remain relevant and in line with the latest standards. Ensures new policies are prepared and presented to the Board of Directors for review and approval.</p> </li><li> <p>Works with human resources department to:</p> </li><li> <p>Develop and update job descriptions that accurately reflect key responsibilities of clinical staff.</p> </li><li> <p>Recruit and retain talented clinical leadership and staff by promoting the innovation, opportunity for career development, and team-based, mission-driven philosophy of FQHC primary care.</p> </li><li> <p>Develops, maintains, and monitors the quality assurance/quality improvement plan of the Health Center and develops such in conjunction with the CEVP, QI leadership, Chief Compliance Officer, Risk Manager, Board of Directors and the Quality Assurance Committee.</p> </li><li> <p>Serves as a key member of the PCMH Multi-site Integration team to promote interdisciplinary collaboration among medical, nursing and operations leaders at all sites.</p> </li><li> <p>Works collaboratively with the Grant Writer to develop the clinical sections of the Service Area Competition (SAC) report.</p> </li><li> <p>Building on the SAC initiatives provides oversight to the implementation of clinical programs consistent with the organization's Health Care Plan within the Non-Competing Continuation (NCC) application, which is updated annually.</p> </li><li> <p>Participates in the Strategic Planning Process as it relates to medical functions and in meetings mandated by the Board of Directors.</p> </li><li> <p>Attends monthly rotational Board meetings, serving as the clinical spokesperson and preparing PowerPoint presentations to present on medical updates.</p> </li><li> <p>Supports and collaborates with the CEVP and grant writer in grant development and with the CCO in clinical contracts compliance.</p> </li><li> <p>Ensures that all patient complaints/grievances are addressed and resolved in a timely manner.</p> </li><li> <p>Carries out other functions as deemed necessary by the Board of Directors and President/CEO.</p> </li><li> <p>Serves as the clinical spokesperson for the organization expressing the collective vision and principles endorsed by the President/CEO, leadership, and the Board of Directors.</p> </li><li> <p>Attends seminars, training sessions and in-services, to keep current with trends and practices in healthcare administration, as needed.</p> </li><li> <p>Travel to other sites as necessary. Responsible for the scheduling of the provider after-hour on-call rotation and must be willing to work evenings and weekends if required.</p> </li><li> <p>Collaborates with and supports the CEVP in new and ongoing health center QI, implementation science and research initiatives.</p> </li></ul>
