<p>The Equipment Operator III is a safety-sensitive position subject to DOT drug & alcohol procedures, must be available to report to work during regular business hours and must be available after hours to respond to emergencies and/or highway conditions. Under general supervision, the Equipment Operator III prepares and manipulates heavy and light equipment to ensure the appropriate movement of materials. Liaises with coworkers to ensure that projects are completed accurately. Performs both skilled and unskilled labor in the maintenance and repair of highway infrastructure to ensure a safe and expedient travel experience. A remarkable operator will be attuned to the subtleties of each situation, possessing sound knowledge and tact when communicating with coworkers and the public.</p> <p>Hours: Winter Mon-Fri 7:00 a.m. to 3:00 p.m., Summer Mon-Thurs 6:00 a.m. to 4:00 p.m. Work schedule fluctuates with the change of seasons and workloads. Flexibility is required based on workloads. Must be available to report to work after hours to respond to emergencies and/or highway conditions. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.</p> <ul> <li>Must be available to report to work after hours to respond to emergencies and/or highway conditions. Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes. </li><li>Plows snow from highways, applying chlorides and abrasives as necessary </li><li>Operates equipment such as graders, scrapers, excavators, bulldozers, pavers, reclaimers, dump trucks, sweepers, conveyers, bailers, tractor mowers, loaders, rollers, etc. </li><li>Ability to read blueprints, schematics, and manuals </li><li>Ability to communicate relevant information to team members in a respectful and constructive way </li><li>Understands and has ability to use machine grade control technology to efficiently and accurately move worksite materials </li><li>Monitors workflow, suggesting alterations to enhance productivity </li><li>Ability to perform skilled highway construction with minimal supervision </li><li>Effectively maintains equipment through inspections, greasing , lubing, servicing, making minor repairs, adjustments, and operating appropriately </li><li>Conducts duties in a safe and diligent manner at all times </li><li>Maintains a clean and safe worksite </li><li>Loads and offloads rocks, debris, and other material </li><li>Participates in daily meetings with supervisor and staff, maintaining persistent communication throughout the work period </li><li>Practices safety in every move, estimating weights and distances, being fully aware of surroundings, minimizing hazards, and reporting any injuries or damage immediately </li><li>Creates level surfaces, grade slopes to specifications, removes material and thoroughly fill voids using plans and/or a surveyor as guidance </li><li>Expected to work in a variety of weather conditions </li><li>Performs hand work, shovels, erects and removes snow fences, picks up litter and debris, and keeps roadways safe and clear of hazards. </li><li>Completes and submits records of time, location, materials, and equipment used on each project daily. </li><li>Understands WIS DOT work zone field manual to correctly setup various traffic control layouts. </li><li>Maintains regular and predictable attendance, works overtime/extra hours as required </li><li>Constructs roads, cuts slopes and grades to meet fine measurements and specifications </li><li>Prepares roads and installs bituminous pavement </li><li>Performs ditching and drainage construction </li><li>Repairs and maintains highways, shoulders, and bridges </li><li>Sets up levels and lasers among other various surveying equipment to aid in the accuracy of construction </li><li>Maintains grounds adjacent to highway facilities, planting and cutting grass, laying sod, installing landscape materials, etc. </li><li>Operates a variety of small equipment and hand tools in the performance of filling cracks, patching holes, cutting brush, etc. </li><li>Performs other duties as assigned </li><li>Graduate from high school or G.E.D. and </li><li>Valid Commercial Driver's License Class A, B, C, D with endorsement N (Tanker) is required. As well as the ability to legally operate CMV's with Air Brakes, Manual Transmissions, Tractor/Trailers and Tank Cargo (No restrictions such as L, Z, E, O or X). </li><li>5 or more years of experience in the construction industry preferred. </li><li>Experience in the operation of heavy duty equipment preferred. </li><li>Or, any combination of education and experience that provides equivalent knowledge, skills, and abilities. </li><li>Knowledge and skill in the operation and maintenance of heavy highway equipment. </li><li>Knowledge of and ability to operate and service trucks, tractors, and light equipment. </li><li>Ability to apply basic computer skills to enter time, record materials, check emails, etc. </li><li>Ability to perform skilled highway construction tasks with a minimal amount of supervision. </li><li>Knowledge of traffic laws, ordinances, and regulations involved in equipment operation. </li><li>Knowledge of the hazards of operating heavy equipment and demonstrated ability to comply with appropriate safety regulations. </li><li>Knowledge and ability to set up levels, lasers and utility locators. </li><li>Ability to work in adverse weather conditions, and cope with distracting vibrations, fumes, dust, etc. </li><li>Ability to read gauges, dials, etc. </li><li>Ability to operate and maintain highway equipment, vehicles and attachments. </li><li>Ability to organize and maintain accurate and complete records, and prepare clear and comprehensive reports </li><li>Knowledge of and demonstrated ability to conform to goals, policies, and procedures of the Department as well as the Outagamie County Work Rules and Terms of Employment . </li><li>Demonstrated ability to comply with appropriate safety regulations. </li><li>Ability to effectively communicate in English and understand and follow written and oral instructions. </li><li>Ability to work semi-independently making sound decisions using good judgment. </li><li>Ability to use tact and diplomacy when dealing with co-workers, county officials and officers, general public, etc. </li><li>Demonstrated reliability in attendance and flexibility to work hours, especially in adverse weather conditions. </li><li>Ability to budget time and schedule work to efficiently complete tasks. </li><li>Ability to add, subtract, multiply, divide, and figure simple mathematical calculations. </li><li>Ability to organize and schedule work effectively and cooperatively with co-workers. </li><li>Ability to walk, bend, stoop, lift, carry; push, pull, and otherwise move objects up to 50 pounds regularly and up to 100 pounds occasionally, understanding and utilizing proper body mechanics. </li></ul> <p>Essential Physical Demands</p> <ul> <li>Stand/walk </li><li>Sit (driving/operating equipment) </li><li>Lift/carry up to 50 lbs. floor to 3'7" (3'7" height of pickup truck bed) </li><li>Push/pull </li><li>Climbing (on/off equipment) </li><li>Stooping </li><li>Kneeling </li><li>Bending </li><li>Crawling </li><li>Reaching: high/low level </li><li>Finger movement-repetitive </li><li>Repetitive twisting/pressure with wrist or hands </li><li>Both hands required </li><li>Both legs required </li><li>Ability to communicate verbally </li><li>Visual requirements for operator moving machinery/vehicles </li><li>Ability to be disturbed or awakened for responding to emergencies and/or highway conditions </li></ul> <p>OUTAGAMIE COUNTY IS AN EQUAL OPPORTUNITY EMPLOYER.
