and performs related personnel and administrative functions, including the supervision of subordinate professional and clerical staff.</p> <p>Typical Tasks</p> <p>Depending on the area of assignment, positions are assigned any of the following tasks:</p> <ul> <li>Plans, organizes, directs, and evaluates the activities and staff of the Equal Opportunity Department; </li><li>Analyzes and plans for the effective and efficient utilization of personnel and resources to accomplish equal opportunity goals; </li><li>Develops, administers, and coordinates a comprehensive County-wide equal opportunity program in the areas of County employment, contract compliance, civil rights legislation enforcement, and Disadvantaged Business Enterprise Programs and Diversity initiatives, and Reasonable Accommodation Policy and Procedures to ensure compliance; </li><li>Implements services, studies, and projects in support of equal opportunity for persons with disabilities and assists Human Resources with special recruitment efforts; </li><li>Analyzes County employment practices and identifies problems in recruitment, testing, job structuring, supervisory practices, job qualifications, career development or other elements of the human resources system, and recommends corrective action; </li><li>Determines objectives and strategies to meet program goals and evaluates program effectiveness, implementing modifications as needed; </li><li>Formulates and implements policies, plans, and procedures for carrying out functions of the program; </li><li>Ensures compliance with equal opportunity and civil rights mandates and reporting requirements, and evaluates County-wide policies to ensure compliance with state and federal regulations; </li><li>Directs the development and establishment of services, studies, projects, and special employment programs in support of equal opportunity for women, minorities, or disabled persons; </li><li>Provides prevention and diversity training for County employees, and coordinates training activities with the Employee Development staff, and/or oversees comprehensive ADA and reasonable accommodation training; </li><li>Selects, hires, supervises and evaluates program staff; </li><li>May direct and maintain information/data systems and direct the analysis of statistical data and workforce utilization reports, and prepares reports on program status, progress, and needs in order to evaluate, plan, and implement the program both on a County-wide basis and for individual departments; </li><li>Provides an analysis of new and revised statutes and proposed legislation in the areas of equal opportunity and civil rights issues that includes their effects on County programs and departments; </li><li>Uses research methodologies including review of current literature, selection of decision making models, and selection of alternate solutions, in looking at issues and problems in the areas of equal opportunity and civil rights; </li><li>Manages the County's Disadvantaged Business Enterprise Programs to assure compliance by contractors and consultants; </li><li>Coordinates the activities of equal opportunity personnel within all County agencies and departments; </li><li>Manages the discrimination complaint process; </li><li>Develops, administers, and coordinates the equal opportunity function for the disabled for employees; and ensures public access to County of Santa Clara services, programs and functions; </li><li>Conducts administrative review of Equal Opportunity decisions; </li><li>Assesses employees for reasonable accommodation placement; </li><li>Provides staff support to the County's Council on Equal Employment Opportunity and Advisory Commission for the Disabled, and/or community groups and organizations on employment issues affecting disabled persons; </li><li>Investigates or oversees resolution of discrimination/harassment complaints; </li><li>May be assigned as a Disaster Service Worker, as required; </li><li>Performs other related duties as required. </li></ul> <p>Employment Standards</p> <p>Sufficient education, training, and experience which demonstrates possession and direct application of the following knowledge and abilities.</p> <p>Training and Experience Note: The required knowledge, and abilities required to perform this function are acquired through training and experience equivalent to a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;</p> <p>AND</p> <p>Four (4) years of experience performing equal opportunity investigations and/or Reasonable Accommodation compliance. The EO Supervisor supervises and oversees EO Officers, including assigning them tasks and investigations, reviewing their written investigative reports, and directing and monitoring their investigative progress. The EO Supervisor is expected to provide coaching, training, and direction to staff and assess their developmental needs. The EO Supervisor may also be assigned to personally investigate complex or high-visibility discrimination and/or personnel complaints and handle special projects. The EO Supervisor also formulates and implements policies, plans, and procedures for carrying out functions of EOD.
