<p>Job Responsibilities</p> <p>This employee will serve as Assistant General Counsel for SCDNR with a focus on environmental and natural resources law, contract, procurement, and grants.</p> <p>Job Duties Include:</p> <ul> <li>Assisting General Counsel in providing legal counsel to the Department in matters of state and federal law, in matters of administration and legislation and in area of specialization. </li><li>Drafting, reviewing, and negotiating administrative orders, enforcement documents, settlement agreements, contracts, and intergovernmental agreements. </li><li>Specializing in matters related to environmental laws, regulations, and policy on both the state and federal levels. </li><li>Representing the agency in all forums within specialized area. </li><li>Within specialized area, supports the agency inregulatory development, legislative analysis, and policy initiatives; and coordinates with outside counsel, other state agencies, and federal partners (e.g., EPA, USACE) on matters of mutual jurisdiction. </li><li>Providing legal advice to agency leadership and program staff on federal and state environmental laws, such as the Clean Water Act, Clean Air Act, RCRA, NEPA, and state-specific statutes. </li><li>Representing the DNR Legal Office at the request of, and as needed by, the General Counsel. </li><li>Representing the Department and its governing authority in civil actions, appellate court actions, and administrative actions in both state and federal forums. </li><li>Managing time efficiently and cases to conclusion. </li><li>Reviewing and interpreting proposed legislation, regulations, and case law affecting agency operations. </li><li>Researching legal issues, managing litigation where the Department is represented by outside counsel, including reviewing pleadings, responses, briefs and motions of outside counsel. </li><li>Assisting other attorneys in office including criminal, civil and administrative law at the direction of General Counsel. </li></ul> <p>Minimum and Additional Requirements</p> <p>A juris doctor degree or its equivalent from an accredited law school and four (4) years of experience as a practicing attorney.</p> <p>Preferred Qualifications</p> <p>Seven (7) years of experience, litigation experience, knowledge of governmental administrative procedures, contractual law, and specialized knowledge in environmental and natural resources law, procurement law, and grants. Extensive legal experience, ability to independently judge policy and to compare legal positions. Ability to participate in statewide and out-of-state travel, some night and weekend work. Ability to remain tactful when dealing with judges, attorneys, state legislators, federal legislators, and state and federal administrative personnel as well as the general public. Knowledge of the department's budget and the state financial process.</p>
