<p>The Bowling Green City School is seeking a dynamic, experienced, and student-focused professional to serve as the Director of Human Resources. This position provides strategic leadership in all aspects of human capital management, including recruitment, hiring, employee relations, compliance, and organizational development, to ensure a high-performing workforce that supports student achievement and district goals.</p> <p>Must hold a Bachelor's degree in Human Resources, Education Administration, or related field. Master's Degree in Human Resources, Public Administration or Educational Leadership is preferred.</p> <p>Minimum of 5 years of experience in Human Resources, or Educational Leadership, preferably in a K-12 educational setting</p> <p>Strong knowledge of employment law, labor relations, and HR best practices</p> <p>Exceptional communication, leadership, and organizational skills. Supervises HR staff and advises Administrators and Staff regarding legal, contractual and policy matters.</p> <p>Minimum</p> <p>Qualifications:</p> <ul> <li>Bachelor's Degree in Human Resources Management, educational leadership or related fields. </li><li>At least 5 years of direct experience in a Human Resources department or in a law firm specializing in employment, benefits and labor relations matters. </li><li>Excellent working knowledge of laws pertaining to HIPPA, COBRA, FMLA, ADA, ACA, FLSA, EEOC, NLRB,PERRP, OSHA, Worker's Compensation, Unemployment, I-9, Title IX and Sunshine and Public Records laws. </li><li>Excellent communication and organizational skills. </li><li>Excellent interpersonal skills. </li><li>Ability to set goals and develop strategies and schedules for meeting those goals. </li><li>Ability to administer multiple priorities and projects. </li><li>Ability to maintain confidentiality, tact and discretion when dealing with people and information. </li><li>Maintain professionalism in manner and appearance at all times. </li><li>Possesses good intuition and understanding of human nature and people's qualities and differences. </li><li>Willing to travel to attend training/conferences and career fairs. </li><li>Excellent Computer skills. </li></ul> <p>Responsibilities The following duties are representative of performance expectations. A reasonable</p> <p>and Essential accommodation may be made to enable a qualified individual with a disability to</p> <p>Functions: perform essential functions.</p> <ul> <li>Directs the effective delivery and continuous improvement of Human Resources programs, laws and board mandates. </li><li>Responsible for overseeing implementation and maintaining compliance of Federal and State mandated systems (FMLA, ADA, FLSA, EEOC, HIPPA, PERRP, OSHA etc.). </li><li>Reports superintendent's monthly personnel recommendations on board agendas. </li><li>Sits on Local Professional Development Committee to monitor maintenance of valid and current teacher licensure for each school year. </li><li>Monitors the timely process of classified staff evaluations offering guidance to Directors regarding constructive evaluation techniques. </li><li>Attends Board of Education meetings as directed. </li><li>Monitors the valid issuance of continuing contracts in accordance with ORC and contractual procedures. </li><li>Maintains and offers to the Board of Education annual teacher hire lists based upon renewals and new hires for each upcoming school year, assuring correct salary and educational placement. </li><li>Oversees the delivery of open position notices internally as required by the BGEA and OAPSE Bargaining Agreements. </li><li>Oversees effective internal interview process to ensure interested and qualified internal candidates are recognized and promoted when appropriate. </li><li>Administers and oversees external hiring procedure (job postings, applicant screenings and interviews, selection, job offers, and on-boarding). </li><li>Maintains website external application system (post open positions, maintain applicants, close postings as filled notifying all applicants). </li><li>Posts open position to outside sources if specialized skills are required. </li><li>Attends area Job Fairs to recruit top talent for each school year to fill openings due to resignations or retirements. </li><li>Oversees, schedules and coordinates the Bowling Green City School District Annual Career Fair. </li><li>Oversees Healthcare Open enrollment process, changes to current plans, additions and deletions to employees' health, dental, vision and life insurance policies. </li><li>Oversees Insurance Waiver program, processes valid requests to Treasurer for payment. </li><li>Oversees all required state reports (EEOC, BWC, PERRP, NEW HIRE) etc. </li><li>Administration of Tuition Reimbursement Program in conjunction with BGSU, processes valid requests to Treasurer for payment. </li><li>Administration of Salary Advancement program for teachers. </li><li>Oversees all Worker's Compensation claims working with the BWC and the district 3rd Party Administrator to ensure compliance, validity of claims and cost effectiveness. </li><li>Oversees all Unemployment Compensation claims working with ODJFS and the district 3rd Party Administrator to ensure compliance and validity of claims. </li><li>Oversees hiring process for Auxiliary Services and Educational Services Personnel, assuring all are properly certified. </li><li>Oversees hiring process for external Student Activity and Volunteer positions. </li><li>Maintains records and works with Athletic Directors to assure Pupil Activity Permit holders meet all requirements. </li><li>Handles all district Labor Relations matters (daily personnel questions, contract interpretation, grievances, negotiations, disciplinary actions). </li><li>Serves as the district Title IX Co-Coordinator, overseeing all harassment/discrimination charges and assuring that investigations and decisions are handled according to State law. </li><li>Administration of retirements and resignations (benefits, exit interviews etc). </li><li>Perform background checks for all personnel; teachers, staff, new hires, coaches, ASP, paraprofessionals and substitute teachers. </li><li>Responsible for Employment Verification requests from external entities. </li><li>Responsible for compiling, redacting and copying HR documents listed in any public records request. </li><li>Maintains SafeSchools training module program assigning training sessions as required by law or recommended for continuous improvement. </li><li>Attend Professional Development to keep current on existing law and new developments in the area of human resources management. </li><li>Ensures policies, procedures and decisions are fair, equitable and inclusive for all employees of the district. </li><li>Upholds board policies and follows administrative procedures. </li><li>Promotes a favorable image of the school district.
