<p>Job Overview</p> <p>This position will serve primarily as liaison to multiple departments, providing guidance on GIS usage and technology projects. It is also responsible for the development of GIS standards documentation, business process analysis, and automation development. Responsible for the management of highly complex projects, especially those involving mapping, demographics, process automation, and systems integration. Determines and establishes the procedures, budget and supply expenditures, and work schedules for numerous planning, analysis, and mapping projects. May manage staff and Geographic Information Systems (GIS) consultants.</p> <p>The ideal candidate for the Enterprise GIS Project Manager role is a highly experienced, credentialed professional who bridges the gap between technical GIS expertise, enterprise systems management, and strategic project leadership. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.</p> <ul> <li>Manage special mapping project requests. </li><li>Represent Enterprise GIS on multi-departmental teams focused on technical projects and solutions. </li><li>Automate highly complex business workflows and Extract, Transform, and Load operations to ensure correct and timely data flow between systems. </li><li>Develop and document standard operating procedures, business plans, technical integration documents and work plans, etc. </li><li>Establish the scope and budget for all projects. </li><li>Manage staff and consultants performing aspects of the project scope, mapping work, or technical development. </li><li>Manage complex studies, data and analysis for special projects on planning topics such as analysis of vacant and developable land, opportunities for redevelopment, and environmental lands. </li><li>Manage critical planning resources. </li><li>Provide technical support and training for GIS procedures and capabilities. Performs other related duties as required. </li></ul> <p>Job Specifications</p> <ul> <li>Extensive knowledge of GIS technologies. </li><li>Knowledge of management techniques. </li><li>Knowledge of data analysis processes. </li><li>Knowledge of GIS technology, cartography, and data management tools including ArcInfo, ArcMap and SDE. </li><li>Extraordinary skill in business process analysis and technical writing. </li><li>Skill in supervising the work of staff from multiple agencies. </li><li>Skill in communicating with citizens and elected officials. </li><li>Ability to track and manage multiple projects. </li><li>Ability to make independent decisions. </li><li>Ability to collaborate with others in the agency and with outside agencies. </li><li>Ability to collect, organize and analyze data. </li><li>Ability to use technology to accomplish project management in a fiscally efficient manner. </li></ul> <p>Physical Requirements</p> <ul> <li>This job is performed in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. </li><li>While performing the duties of this job, the employee is regularly required to talk or hear. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work. </li></ul> <p>Minimum Qualifications Required</p> <ul> <li>Bachelor's degree; AND </li><li>Four years of experience in the management of planning and cartographic projects; OR </li><li>An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above. </li></ul> <p>Emergency Management Responsibilities</p> <p>In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.</p>
